This article presents a case study of a successful effort to reach agreement on one of the most intractable environmental issues of our time: wolf management. This case is unusual in several ways. In this case, the members of the negotiating team were ordinary citizens rather than leaders of organized groups. This team was given an unusually high level of authority to write the plan as they saw fit; the agency pledged to implement “whatever they came up with.” The agency convened the process, but agency personnel were not members of the team and attended only when they were invited. The team members were able to reach agreement on this tough issue even though polar opposites were at the table—one who felt that wolves are a “spiritual essence” and another who felt that, as he put it, “wolves, coyotes, and cockroaches have a lot in common”. They produced a detailed plan that addressed all the issues in just 5 months. Another unusual aspect of this effort is that the final agreement does not list the team members. They explained that they wanted their plan to “stand alone” and be judged based on what it said, not on who was involved.However, just after their agreement was completed, a new, pro-wolf control government was elected that refused to endorse the plan. While the government gave various reasons for not ratifying the plan, more and more diverse interest groups came out in support for both the plan and the process that created it. Eventually, overwhelming public support forced the government to sign and implement the plan as written. This demonstrates that, while it is important for a team to seek the sanction of decision-makers, it is perhaps even more important for the general public to see the effort and the final agreement as fair. Strong support from a broad spectrum of the public can help win the necessary political support.In addition to discussing the unorthodox aspects of this consensus-building effort, this article also attempts to give the reader a front row seat to this process by using the informants' own words—words rich in detail, brimming with color and spoken straight from the heart. Certainly their experience dispels any notion that such efforts are simply a matter of following a recipe. During the process, members of the negotiating team experienced the entire gamut of emotions—anger, defeat, humor and, finally, a genuine sense of pride. As team member Patty Denison put it, “We showed that a random group of people could work together and do something truly monumental.”  相似文献

以2005~2017年30个省市面板数据为研究样本,采用双重差分、动态效应检验和三重差分等方法,考察了碳交易政策对工业碳生产率的影响效果及异质性,同时利用多重中介效应模型,解析碳交易对工业碳生产率的实现机制.结果表明,碳交易政策显著提升了工业碳生产率,实现了"降碳促经"效果,且该效果保持逐年上升趋势;异质性检验表明,各试点地区对政策的响应程度存在一定差异,北京、天津、上海、湖北工业碳生产率的提升效果较为显著,而广东、重庆未能对政策做出充分响应;机制分析发现,碳交易政策能够有效激励环境治理效应、结构优化效应和技术革新效应,进而影响工业碳生产率提升,其中结构优化效应是响应政策最为充分的机制.本文研究结果可为中国未来碳市场运行提供一定参考.  相似文献

ABSTRACT

Most institutions and industrial actors believe that district heating infrastructure can play a key role in accelerating the transition to low-carbon energy systems. In this article we test this belief in Italy, starting from a census of all existing plants, subdivided by sources of supply and business organization models. We isolate two types of district heating (urban and rural) and find that they are different with respect to their approaches to energy transition. In rural areas, networks constitute systems that can empower the local techno-institutional complex to achieve a technological leap. Set in a pre-existing social network, district heating reinforces a sense of community and facilitates the involvement of various local players in a collective project. In the case of biomass, we are faced with local systems that have almost completed the transition with regard to the production of thermal and sometimes electric energy. In urban areas, on the other hand, networks represent functional devices for the stabilization of the techno-institutional complex. They allow cities to work on the circularity of some economies, generating added value from the same factors of production. The discrepancy between urban and rural contexts thus highlights the need to consider the ambivalence of district heating technology.  相似文献

基于分解方法,把中国各省域1985-2008年间不同时期的工业能源消费强度变化分解为规模效应、结构效应和技术效应。结果表明:规模效应、技术效应和结构效应在不同省域及不同的时段内,强度和方向都有所不同。规模效应在1985-1995、1995-2004年间两个时期都是工业能源消费增长的主导因素,且随着时间推进,作用强度也在显著增加;同时规模效应强度的区域差异并不显著;而在2004-2008年间,规模效应则出现明显分异,增长能源与节约能源两种效应同时并存。技术效应在1995-2004、2004-2008年两个时期都是朝着节约工业能源的方向发展,表明随着时间的推进,技术效应在各个省域的作用在逐步显现,但其大小对不同区域来说有所不同;在1985-1995年时期内,技术效应的大小和方向都不一。总体来看,技术进步的节能效应在一些省域有待提高,这样才有助于"积极主动"地促进工业能源消费降低。结构效应在三个时期方向不一,仅在少数地区表现为节能作用;且较之以上两种效应,结构效应的作用强度较小;结构效应与各地区工业发展阶段密切相关,其节能潜力仍需充分挖掘。  相似文献

SUMMARY

A definition of technological pluralism and diversity is presented, together with a concept of viability, within the context of sustainable development. The existing contrast with technological homogeneity is also discussed in order to show that the former concept is a necessary prerequisite for the pursuit of sustainability, whereas the latter has led to a process of cultural homogenisation, with the generally acknowledged repercussions for past and present forms of development. The availability of a number of different viable options can be considered a fundamental prerequisite for the most appropriate choice to be made by both producers and consumers; whereas, if only one technical solution is available and ready to be implemented (or requires only marginal modifications), then producers from the various socioeconomic sectors are obliged to implement that solution. This may sometimes have its advantages but very often will have serious drawbacks which may well impede the pursuit of sustainability.

The question of the current form of product diversification is also analysed to see whether it may be advantageous within a sustainable society, and to discover if there is any contrast between this type of diversification and technological pluralism/diversity, and how this contrast may be overcome.  相似文献
