工业革命后,特别是二战后的新技术革命,西方国家的社会生产力得到了迅速提高,但在一定程度上是以生态环境被破坏为代价的。20世纪60年代后,自然意识的兴起使西方国家变革了社会发展观,自然意识已成为西方国家处理人地关系的基本准则。这个过程本身对我们国家目前的发展是很有借鉴意义的。本文介绍了自然意识的缘起。比较了自然意识与人本环境论的主要特征;通过对其主要特征的分析,探索生态旅游规划的指导思想,结合中国古代“天人合一”思想提出了自然意识对生态旅游规划的五点指导原则;并结合安徽板桥自然保护区的生态旅游规划介绍五点原则在实际中的具体应用。 相似文献

In global climate change politics, China and India have worked closely with each other, representing two big emitters from the developing world. This article reviews Sino-Indian cooperation during four UN climate change negotiations from 2009 to 2012. Their collaboration echoed the perception of neorealism in international relations (IR) studies that states will seek “external balancing” for maximizing national “relative gains”. China and India are expected to continue their cooperation on climate change issues when sharing the same structural position as big economies and big emitters, the same pressure in carbon emission reductions, and the same goal of improving living standards for their citizens. Encountering the devastating impacts of climate change and the deadlock in responsibility division in current global climate change governance, this work seeks to shed light on the evolving multilateral governance environment and its complex implications for Sino-Indian relations from an IR perspective. 相似文献

Since 1949, China has witnessed four development stages of territorial planning. (1) In the 1950s the territorial planning got its start. (2) From the 1960s to 1970s territorial planning declined. (3) From, the 1980s to 1990s the first major tide of territorial planning began. (4) From the end of the 1990s to recent times the new round of territorial planning is under deliberation. Since 1998, the Ministry of Land and Resources has carried out some related work, especially in organizing pilot projects, and early research on the new round of national territorial planning. According to the need for economic and social development and the current conditions in China, it is the appropriate for China to carry out the new round of territorial planning. However, the government should correctly consider the correlations between territorial planning and other plan- nings, and take appropriate development action, e.g. stressing main points for the basis of overall planning, building a territorial planning system that coordinate with national conditions, strengthening research on various supportive measures of territorial planning, summarizing and upgrading experiences obtained in pilot projects, strengthening international exchange and training talented personnel. 相似文献

Watersheds provide a variety of ecological services including soil and water conservation, carbon sequestration and biodiversity protection. However, activities in a fast-growing economy significantly impact the supply and demand of these watershed services. To mitigate these impacts, the concept of payment for environmental and ecosystem services from watersheds has emerged in global academic and policy circles. The governments and academic communities in China have increasingly described payments for ecological services from watersheds with the concept of watershed eco-compensation as it is urgent to protect watershed ecosystems. Watershed eco-compensation has proved to be one of the most economically effective means of solving environmental problems of watersheds to be adopted by the Chinese government. This paper presents an objective analysis of the Chinese market for watershed ecosystem services, including supply and demand for the services. It also summarizes Chinese policies on watershed eco-compensation, including relevant laws and regulations and fiscal policies. In addition, it presents a review of Chinese practices in watershed eco-compensation, including the analysis of an ecological construction project in Western China, inter-provincial watershed eco-compensation practices and plans, and payment for ecological services at the provincial and small watershed levels. Finally, it summarizes the key components of the process of payment in Chinese watershed eco-compensation. 中国西北地区(陕、宁、甘、青、新)地处中国内陆.自然环境条件严酷。经济发展落后,人口、经济、环境之间的矛盾使西北地区人口、经济与资源环境协调发展问题备受关注。利用模糊数学中的隶属度概念和隶属度函数对西北五省区人口、经济和资源环境协调发展状况进行定量分析,结果表明:陕西省为中级协调水平,宁夏、甘肃和青海三省区处于轻度失调状态,新疆处于初级协调。西北五省区要继续推行退耕还林还草政策.加强生态保护区建设;降低人口生育率。减轻对资源环境的压力;依靠科技进步。提高资源附加值。 相似文献

The perspectives and knowledge of decision makers, especially those at the provincial level, have great impact on the progress of climate change adaptation in China. Therefore, identifying knowledge gaps and enhancing climate adaptation awareness of decision makers at that level is very important. Based on this aim, we conducted a survey of climate change adaptation awareness among 85 administrative and management personnel from governmental departments responsible for climate change adaptation planning in five provinces. Study findings revealed that over half of respondents have knowledge of climate change adaptation measures, but the extent of understanding varied across different adaptation aspects and regions. Among the different aspects, understanding of measures related to human health protection was the lowest. A large majority of respondents indicated an eagerness to obtain knowledge and information about climate change adaptation, but the main barrier is a lack of training and learning material. When making adaptation plans or policies, the greatest obstacle expressed was a funding shortage. Information generated from this study can provide direction and guidance for training and educating provincial decision makers in order to improve the levels of adaptation planning and policy making. 相似文献
