In Brazil most Construction and Demolition Waste (C&D waste) is not recycled. This situation is expected to change significantly, since new federal regulations oblige municipalities to create and implement sustainable C&D waste management plans which assign an important role to recycling activities. The recycling organizational network and its flows and components are fundamental to C&D waste recycling feasibility. Organizational networks, flows and components involve reverse logistics. This paper considers a two-echelon closed-loop supply chain consisting of a manufacturer and a remanufacturer at the upper echelon and a retailer at the lower echelon. The retailer faces a constant demand from customers, which is satisfied through recovered and new products received from the remanufacturer and the manufacturer, respectively. The manufacturer produces the product with finite rate, whereas the recovery of returned product is instantaneous at the remanufacturer. We develop three models to determine the optimal production-inventory policy of the players for minimizing the joint total cost of the system. In the first model, the retailer receives the product in batches from the manufacturer and the remanufacture simultaneously, whereas in the second and third models, the batches are received alternatively. In the third model, however, the procurement of raw material at the manufacturer is also considered. Numerical illustration is presented to examine the impact of certain key parameters. 相似文献

In Bureaucratizing the Good Samaritan , Waters (2001) argues that bureaucratic rationality distracts humanitarian agencies from the needs of the people they are supposed to assist, in favour of other values that their institutional frameworks dictate. We test his claim by investigating the response to the Pakistan 2005 earthquake. One of us (Dittemore) worked with the United Nations Joint Logistics Centre in the theatre, managing a relief cargo shipment database. The response, known as 'Operation Winter Race', was hampered by extreme logistical challenges, but ultimately succeeded in averting a second disaster resulting from cold and starvation. We use statistical models to probe whether survivor needs significantly guided decisions to deliver relief to affected communities. Needs assessments remained incomplete and incoherent. We measure needs through proxy indicators and integrate them, on a Geographic Information System (GIS) platform, with logistics and relief delivery data. We find that, despite strong logistics effects, needs orientations were significant. However, the strength of decision factors varies between commodity types (food versus clothing and shelter versus reconstruction materials) as well as over the different phases of the response. This study confirms Thomas's observation that logistics databases are rich 'repositories of data that can be analyzed to provide post-event learning' (Thomas, 2003, p. 4). Although significant progress has been made in developing the practice of humanitarian logistics, further improvements in efficiency and effectiveness have the potential to save lives and reduce suffering. This paper explores how the military/emergency services’ concept of a common operating picture (COP) can be adapted to the humanitarian logistics context, and analyses a practical and proven approach to addressing the key challenge of inter‐agency coordination and decision‐making. Successful adaptation could provide the mechanism through which predicted and actual demands, together with the location and status of material in transit, are captured, evaluated, and presented in real time as the basis for enhanced decision‐making between actors in the humanitarian supply network. Through the introduction of a humanitarian logistics COP and its linkages to national disaster management systems, local communities and countries affected by disasters and emergencies will be better placed to oversee and manage their response activities. 相似文献

The twenty‐first century has seen a significant rise in all forms of disasters and this has resulted in military and humanitarian organisations becoming more frequently engaged in the provision of support to those affected. Achieving an efficient and effective logistic preparation and response is one of the key elements in mitigating the impact of such events, but the establishment of mechanisms to deliver an appropriately integrated civil–military approach remains elusive. Not least because of the high percentage of assistance budgets spent on logistics, this area is considered to represent fertile ground for developing improved processes and understanding. In practice, the demands placed on civilian and military logisticians are broadly similar, as is the solution space. Speaking a common language and using common concepts, it is argued, therefore, that the logistic profession should be in the vanguard of the development of an improved civil–military interface. 相似文献
