Fungal pathogens, browsing mammals, birds, insects, nutrient deficiencies, drought, frost and waterlogging are all damaging agents to plantation species. The subsequent loss in leaf tissue or reduced photosynthetic potential can reduce growth and potentially lead to tree death. The Crown Damage Index (CDI) was developed in Australia to quantify damage in young eucalypt plantations. The accuracy and precision of assessing damage at a tree level were determined to ensure the reliability, objectivity and repeatability of the CDI method. Nine assessors, with varying levels of experience, estimated damage on three plots of fifty trees each, to obtain an understanding of the subjectivity of assessing damage caused by insects (e.g. Chrysophtharta spp.) and fungal pathogens (e.g. Mycosphaerella spp.) on Eucalyptus globulus. Damage levels were measured by destructive sampling to enable direct comparisons between estimates and damage levels to be made. The most experienced assessors provided the most repeatable estimates and were generally the most accurate. The incidence of foliar necrosis was the least subjective measure while defoliation was the most subjective and the least accurate of the indices measured. All assessors, regardless of experience, were able to predict the Crown Damage Index (a combined index of all damage classes) to within 12% of measured damage levels.  相似文献

In this paper we explore the concept of transmission Functions and its application to the resolution of the problem posed by the uncertainty in the time to take manual protective actions due for instance to different operator abilities. This time uncertainty is a very special kind of uncertainty with obvious relevance in Protection Engineering problems. Tackling it involves a large amount of simulations of transients associated to sequences of system transitions, resulting from those actions, where the only difference from one simulation to another is the time interval between transitions, the evolution laws being always the same. In order to solve such type of problems, a new formalism is proposed based on the concept of transmission Function. We prove that for a large class of Multiple Input–Multiple Output (MIMO) piecewise linear systems, the output may be obtained as additive contributions of each interval of the sequence, each one characterized via a Transmission Function. We then provide efficient methods to compute Transmission Functions of sequences of canonical Single Input-Single Output (SISO) piecewise systems, and to find the locus of protective action times that lead to damage (damage domain).  相似文献

Air quality and related health effects are not only affected by policies directly addressed at air pollution but also by other environmental strategies such as climate mitigation. This study addresses how different climate policy pathways indirectly bear upon air pollution in terms of improved human health in Europe. To this end, we put in perspective mitigation costs and monetised health benefits of reducing PM2.5 (particles less than 2.5 μm in diameter) and ozone concentrations.Air quality in Europe and related health impacts were assessed using a comprehensive modelling chain, based on global and regional climate and chemistry-transport models together with a health impact assessment tool. This allows capturing both the impact of climate policy on emissions of air pollutants and the geophysical impact of climate change on air quality.Results are presented for projections at the 2050 horizon, for a set of consistent air pollution and climate policy scenarios, combined with population data from the UN's World Population Prospects, and are expressed in terms of morbidity and mortality impacts of PM2.5 and ozone pollution and their monetised damage equivalent.The analysis shows that enforcement of current European air quality policies would effectively reduce health impacts from PM2.5 in Europe even in the absence of climate policies (life years lost from the exposure to PM2.5 decrease by 78% between 2005 and 2050 in the reference scenario), while impacts for ozone depend on the ambition level of international climate policies. A move towards stringent climate policies on a global scale, in addition to limiting global warming, creates co-benefits in terms of reduced health impacts (68% decrease in life years lost from the exposure to PM2.5 and 85% decrease in premature deaths from ozone in 2050 in the mitigation scenario relative to the reference scenario) and air pollution cost savings (77%) in Europe. These co-benefits are found to offset at least 85% of the additional cost of climate policy in this region.  相似文献

The flood defence agency in England and Wales has been pursuing a programme of flood warning system enhancement, engaging householders at risk in improving their warning responses. The immediate aim of this paper is to test and revise a model of economic benefits of warnings, but the survey data also generate insights into the constraints acting upon flood warning responses. Damage saving is less than previously anticipated: warning reliability and householder availability problems limit savings. Warnings are less likely to be received by those in lower social grades, and flood warning lead time is a factor in avoiding damage. The survey data indicate the complexities involved in improving flood warning response, and provide policy pointers.  相似文献

Under the United States Oil Pollution Act of 1990, natural resource trustees are charged with assessing natural resource impacts due to an oil spill and determining the type and amount of natural resource restoration that will compensate the public for the impacts. Habitat equivalency analysis is a technique through which the impacts due to the spill and the benefits of restoration are quantified; both are quantified as habitat resources and associated ecological services. The goal of the analysis is to determine the amount of restoration such that the services lost are offset by services provided by restoration. In this paper, we first describe the habitat equivalency analysis framework. We then present an oil spill case from coastal Louisiana, USA, where the framework was applied to quantify resource impacts and determine the scale of restoration. In the Louisiana case, the trustees assessed impacts for oiled salt marsh and direct mortality to finfish, shellfish, and birds. The restoration project required planting salt-marsh vegetation in dredge material that was deposited on a barrier island. Using the habitat equivalency analysis framework, it was determined that 7.5 ha of the dredge platform should be planted as salt marsh. The planted hectares will benefit another 15.9 ha through vegetative spreading resulting in a total of 23.4 ha that will be enhanced or restored as compensation for the natural resource impacts.  相似文献

In Europe, the Directive 2012/18/EU (Seveso III) strengthens the obligation to adopt a program assuring the integrity of critical equipment at major hazard establishments, by taking into account actual deterioration mechanisms (internal and external corrosion, erosion, thermal and mechanical fatigue, etc.). The program must cover all phases of the lifecycle and ensure a safe ageing of equipment, particularly when these are reaching the final stage of life. The effectiveness of the integrity program must be carefully assessed during the audits planned by the establishment's operator as well as by inspectors on behalf of the Competent Authorities. The adoption of a Risk Based Inspection scheme provides a valuable help to face this matter. The operator is, anyway, required a considerable effort to face at least three issues related to: (i) the understanding of concurring physical and chemical phenomena; (ii) the management of information associated with each individual component and its history, (iii) the appropriate measurement, including acquisition and management of data. There is a considerable difficulty in understanding these issues during Seveso inspections and external audits, because time and resources are often limited. For this reason, models and methods supporting the definition of the ageing status and trend in industrial sites are needed. This paper analyses the main factors affecting ageing. A framework for “ageing” assessment in complex industrial sites, including “Seveso” establishments, is proposed; then, its validation, by means of data collected during a testing phase carried out in Italy, is also given.  相似文献
