Emergency preparedness through game playing

The lack of emergency preparedness in Mauritius has been the cause of many tragedies. Our approach to tackle this problem was by developing an emergency preparedness game layered and fused with a disaster warning and guidance system that emanates clarity to the unfathomable bearings of emergencies and natural disasters. The emergency preparedness game is based on a selection of diverse real life-threatening difficulties that entail different strategies aimed at bettering the survival instincts of users. It uses story-telling scenarios along with in-game footnotes that yield directives on how to brave fierce and unpredictable calamities. The game reinforces a sense of self-composedness and suppressing untimely fears of users in horrendous circumstances. With regard to the warning system, it unremittingly feeds users with notifications during emergencies, that encases shortest escape routes to lead them to safe locations via a fully functional GPS map. This application brings some novelties that are virtually non-existent in related applications. For instance, this application includes a warning and guidance system, a 3D scenario game to prepare its users for disasters, an interactive survival toolkit selection, an SMS rescue feature and a mass notification system via the web.     

Flooding and schools: experiences in Hull in 2007

Hull, a city in the East Riding of Yorkshire, United Kingdom, suffered severe flooding in June 2007, affecting some 8,600 households and most schools. Despite the potential for damage in such disasters, no studies of the effects of floods on teachers and schools in the UK appear to have been published previously. This study analysed the impacts of the floods on teachers in Hull in two stages: first through correspondence with Hull City Council and a mailed questionnaire to 91 head teachers of primary, secondary, and special schools; and second, through in‐depth interviews with head teachers from six flooded schools, representing different degrees of flood experience, and a questionnaire completed by eight teachers from the same schools. The findings reveal the importance and the complexity of the role of the school in the wider community in a time of crisis. The study highlights issues concerning preparedness for floods, support for schools, and flood protection for schools.     

陆上原油长输管道泄漏爆炸事故情景构建研究

以某陆上原油长输管道为例,设定了陆上原油长输管道泄漏爆炸事故情景背景信息及演化过程,从预防、准备、预警、响应、恢复等阶段,梳理分析了事故情景应对全过程的任务及职责主体;针对各项任务从计划预案、人员队伍、装备物资、培训演练、运行机制等方面开展了情景应对能力评估;并针对存在的差距和不足,从企业和政府2个层面提出了针对此类情景的应急能力提升对策建议。该研究可为相关政府及企业加强油气长输管道事故应急准备能力建设提供参考。     

林火管理经济学的研究与探讨——单一可变防火要素的最佳投入

用经济学的观点分析了其它防火要素的投入量不变,仅改变某种可变防火要素的投入时,减灾效益Ｅ、边际减灾效益ＥＭ、平均减灾效益Ｅ／Ｆｉ与单一可变防火要素Ｆｉ的关系。提出了如何采用连际分析的方法确定单一防火要素的最佳投入问题。     

历史时期黄河下游河道演变规律与淮河灾害治理

历史时期黄河下游河道演变规律表明,河流从沿程淤积到河口延伸、再到溯源淤积的自适应过程,在1000a、100a、50a、10a等各种时间尺度上均可能发生,这对淮河水系改造的可行性论证、方案设计等有重要指导意义。

灾害医学救援中伤病员分类工作研究

灾害条件下的医学救援,要及时准确地处理大批伤病员,首先需要迅速实施伤病员分类。目前,除军队医疗机构外,其他实施灾害医学救援的各级救治机构,都还没有真正建立健全伤员分类组织,应引起重视。各级参加灾害医学救援的医疗救治机构,都应成立有经验的医疗技术人员或管理人员组成的分类组;制定出分类标准;制备分类标志和加强分类训练。做到伤病员分类迅速准确,保证救治和后送工作的顺利进行。     

我国地震应急预案的编制和完善——对汶川地震事件地震应急预案运行的思考

地震应急预案是针对可能发生的地震事件,为迅速、有效、有序地开展应急行动而预先制定的方案,是政府和社会抗震救灾工作的行动指南.本文通过对汶川地震应急响应的分析和思考,认为现行各级政府和部门地震应急预案尚存在诸多问题,并提出了修订完善现行各级政府和部门地震应急预案的建议.     

从湖泊水域环境异变论洞庭湖区洪涝灾害

分析了洞庭湖泥沙淤积，人类活动的合成作用而导致湖泊水域环境界变及其对洪涝灾害的负效应。并从改善湖泊水域环境的角度上，提出了节制进口，疏浚河湖，稳定湖面和扩大出口等有效治理途径，以尽快提高洞庭湖区的防洪排涝能力。     

环境污染事故灾害的特点与影响分析

环境污染事故灾害现已成为环境灾害中不可忽视的灾种之一，严重威胁着人们生命与财产的安全，并制约着环境经济社会的持续稳定发展。本文根据山东省近几年环境污染事故灾害的状况，系统分析了其特点与环境影响，并提出了相应的防减灾对策。
