重大事故应急救援法律法规体系作为生产安全应急救援体系建设的重要内容之一 ,在重特大事故多发的今天 ,已显得尤为重要。笔者结合国内外重大事故应急救援立法的现状 ,论述加强我国应急救援法律法规体系建设的必要性 ;提出重大应急救援法律法规体系建设要从法律、行政法规及部门规章、地方性法规及规章3个方面进行 ;同时提出建立联席会议制度、应急预案编制审核和备案制度、报告与信息发布制度、应急救援的分级响应制度、应急救援演习制度、应急救援资金补偿制度、应急救援的奖惩制度等急救援工作制度体系。最后 ,还强调建立重大事故应急救援体系对于提高政府对国家危机的管理能力有着深远的影响和意义。 相似文献

石油化工行业是一个高危行业 ,具有易燃易爆、高温高压、有毒有害的特点 ,发生事故的概率高 ,且后果严重。制定事故应急救援预案是风险控制措施的一个重要组成部分 ,可以有效地防止事故的扩大 ,减轻事故造成的财产和生命损失。笔者主要探讨应急救援管理层面上的问题 ;阐述了我国政府和有关部门在应急救援管理方面的有关规定 ,石化行业的应急救援体系 ;指出了目前事故应急救援预案存在的不完善、不规范 ,应急装备不完备和缺乏社会救援联动机制等问题 ;建议企业和政府联合制定应急预案 :形成企业、地方政府和国家三方事故应急救援联动机制 ,实现统一指挥 ,资源共享 ,协调作战 ,发挥整体应急救援能力。 相似文献

Tank discharge gas/vapor flow problems are frequently encountered in both practice and design. To perform this type of design calculation, the first step is to identify whether the flow is choked or not through a trial-and-error solution of an equation for adiabatic flow with friction from a reservoir through a pipe. Developing a direct method without any trial-and-error to identify a choking condition would be helpful for expediting the flow calculations. This paper presents an easy and quick method to identify the choking of gas flow for an emergency relief system consisting of a rupture disk and vent piping. This greatly simplifies the design calculations. The proposed method for validating the venting adequacy of existing ERS circumvents the iteration calculation and the use of Lapple charts. Three case studies for the design of vent piping for rupture disks support the proposed method. 相似文献

/ The problem of assuring government operational continuity following earthquakes has been given little research attention. Recent earthquake experience has documented that government organizations without a public safety mission do incur damaged facilities and routinely see increases in public demands following an earthquake. Impediments to service delivery associated with such dam-ages can be minimized if agencies address earthquake plan elements likely to enhance postimpact functioning, including: the potential to relocate operations, protection for the workplace, possession of an organizational inventory, emergency instructions for employees, the ability to use volunteers, and communication capacity. Factors associated with the adoption of these plan elements were studied in one county government and its municipal county seat in the southwestern United States. A census of departments within these jurisdictions was asked to complete a questionnaire reporting the level of planning activity relative to each of these plan elements. It was found that the overall level of preparedness was low, but statistically significantly related to agency size, perceived risk, and information seeking. The implications of these findings underscore the potential for disruption to government service delivery and permit the identification of potential avenues for increasing levels of preparedness.KEY WORDS: Emergency planning; Earthquakes; Government preparedness 相似文献

This paper introduces the process for, and the result of, the selection of performance influencing factors (PIFs) for the use in human reliability analysis (HRA) of emergency tasks in nuclear power plants. The approach taken in this study largely consists of three steps. First, a full-set PIF system is constructed from the collection and review of existing PIF taxonomies. Secondly, PIF candidates are selected from the full-set PIF system, considering the major characteristics of emergency situations and the basic criteria of PIF for use in HRA. Finally, a set of PIFs is established by structuring representative PIFs and their detailed subitems from the candidates. Public evacuation preparation exerts an important impact on overall evacuation efficiency during regional evacuations. Early warnings often delay the occurrence of chemical accidents. Studying the characteristics of public evacuation preparation in such accidents will help develop better evacuation strategies considering the actual public response. In this work, the characteristics and factors influencing public evacuation preparation behaviors were analyzed by examining an evacuation case in China. The results indicated that the probability distribution of public's evacuation preparation time during a regional evacuation conforms to a Weibull distribution regardless of whether or not evacuation warnings were received. An estimation model of the traffic flow loading rate in a regional evacuation was then proposed on the basis of this finding. The results of this research can provide a reliable reference for evacuation modeling or logistics optimization for future incidents. 相似文献
