The crisis cannot be attributed to any one cause, but rather it was the product of a number of interacting factors whose precise combination varied between countries. Drought, internal political and economic factors and an unfavourable external economic environment were significant contributory factors. Civil war and externally financed insurgency were primarily responsible for propelling a food crisis into a famine in four out of the six worst affected countries. Within the literature, there is a tendency for writers to emphasize the relative contribution of factors within their own disciplines. So far the literature on the responses, both within country and internationally, is comprised of eye witness accounts by journalists and evaluations by aid agencies of their performance. The international response by governments and the public was massive and unprecedented, but the response by governments, indigenous NGO's and the public within affected countries is often overlooked by the journalistic literature. Generalizations about "the African food crisis" have obscured the considerable diversity amongst countries. This is well illustrated by the experiences of Ethiopia, Kenya and Botswana. This diversity indicates the biased perspectives that arise from focussing on the extreme famines, as in Ethiopia. Research priorities should include studies of systems that coped during the crisis, historical analysis of the crisis, the way early warning information is processed within bureaucratic institutions, environmental degradation and fully integrated analysis of food production and consumption systems.  相似文献

The author contributed to a short ‘in service’ course for staff engaged on a World Bank upgrading project for Ethiopian housing. The project includes both the building of new houses by self‐build co‐operatives on the periphery of Addis Ababa, and the upgrading of a dense inner city area in conditions of acute deprivation. The paper is a highly personal account of the author's impressions of the value of such initiatives.  相似文献

Cultivated and settlement areas were studied in a small area (14 km2) in South Wollo, Ethiopia, by aerial photos, satellite images, field observations and interviews. Areas for cultivation/rural settlement decreased a few per cent between 1958 and 2013. Cultivated land per household slowly decreased in 1958–2003 but in 2003–2013 the annual decrease was 3–4 times higher. New farm buildings are often built on cultivated land, and abandoned buildings areas return to cultivation. Rainwater harvesting ponds have increased the areas with perennial crops that are important as a source of income. Tin roofed buildings are signs of improved livelihood. Very small farm size and rain-dependent agriculture combined with climate variability make food security vulnerable. Land-use inventories including remote sensing and local knowledge would be a valuable approach to assess livelihood needs. Further, it should involve decision makers at different levels, but local agricultural extension officers may play a central role.  相似文献

In the wake of the resource constraints for external farm inputs faced by farmers in developing countries, sustainable agriculture practices that rely on renewable local or farm resources present desirable options for enhancing agriculture productivity. In this study, plot-level data from the semi-arid region of Ethiopia, Tigray are used to investigate the factors influencing farmers' decisions to adopt agriculture practices, with a particular focus on conservation tillage, compost and chemical fertilizer. A trivariate probit model is used to analyze the determinants of adoption of these practices. In addition, stochastic dominance analysis is used to compare the productivity impacts of compost with that of chemical fertilizer based on a six-year cross-sectional farm-level dataset. Our results indicate heterogeneity with regard to the factors that influence adoption decisions of the three practices and the importance of both plot and household characteristics on influencing adoption decisions. In particular, we found that household endowments and access to information, among other factors, impact the choice of sustainable farming practices significantly. Furthermore, the use of stochastic dominance analysis supported the contention that sustainable farming practices enhance productivity. They even proved to be superior to the use of chemical fertilizers — justifying the need to investigate factors that influence adoption of these practices and to use this knowledge to formulate policies that encourage adoption.  相似文献

We examined the changes in forest status and people's livelihoods through building future scenarios for Chilimo Forest in Central Ethiopia where participatory forest management (PFM) is being implemented. Participatory methods were employed to collect data, and a dynamic modeling technique was applied to explore trends over time. By integrating the more quantitative model outputs with qualitative insights, information on forests and livelihoods was summarized and returned to users, both to inform them and get feedback. A scenario of open access without PFM provides higher income benefits in the short term but not over the longer term, as compared to a scenario with PFM. Follow up meetings were organized with national decision makers to explore the possibility of new provisions in the national forest proclamation related to joint community-state ownership of forests. Project implementers must constantly work towards improving short term incentives from PFM, as these may be insufficient to garner support for PFM. Other necessary elements for PFM to succeed include: ensuring active participation of the communities in the process; and, clarifying and harmonizing the rules and regulations at different levels.  相似文献

A study was conducted in southern Ethiopia to evaluate the nutrient status on smallholder farms with respect to land use class (garden, grassland, and outfield) and slope position (upper, middle, and lower). Soil physical and chemical properties were quantified using soil samples collected at two depths (0–15 and 15–30 cm). Available phosphorous was significantly different among the three land use classes. However, organic carbon and total nitrogen were lower in the outfield compared to the garden and grass land but not significantly different. The lower than expected nutrient status of the garden and grassland, which receive almost all available organic supplements, was attributed to the overall low availability of these inputs. Similarly, pH and cation exchange capacity were not significantly different among the different land use classes. However, the sum of the exchangeable cations was significantly higher in the garden compared to the outfields. Comparison at landscape level revealed that the sand fraction was significantly greater, whereas the silt fractions were significantly smaller, on the lower slopes relative to the middle slopes. Moreover, the organic carbon, total nitrogen, cation exchange capacity, Ca, and Mg values were significantly less on lower slopes than upper and middle slopes. Perhaps this is because of leaching and the effect of deposition of coarser sediments from the prevailing gully system. Overall, the fertility of the soil was adequate for supporting smallholder farming, but consideration must be given to reducing pressure on the land resources, addressing erosion problems, and providing a line of credit for purchasing inputs.  相似文献

During the 1980s Ethiopia experienced the effects of conflict, drought and famine on a scale far greater than many CPEs elsewhere. In May 1991, after the decisive defeat of the military dictatorship of Mengistu Haile Mariam by the Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) and after decades of civil war, drought and famine, Ethiopia faced the prospects of peace and of much needed development. This paper explores both Ethiopia's experience of conflict and humanitarian intervention in areas of Tigray held by the Tigray Peoples' Liberation Front (TPLF) during the 1980s, and its experience of post-conflict rehabilitation and reconstruction in the 1990s. It first deals with the roots of the conflicts within Ethiopia: political marginalisation, heavy state intervention and highly extractive relations between state and peasants, inappropriate and failed development policies, ethnic identity and the politicisation of ethnicity. The Mengistu regime's counter-insurgency measures are then contrasted with the policies and programmes of the TPLF, Ethiopia's most effective opposition movement and the leading element in the EPRDF, and its achievements in mobilising popular support: its establishment of democratically elected structures of local governance and its famine relief distribution programme.  相似文献

ABSTRACT

Community-based watershed development (CBWD) has been implemented in Ethiopia since the last three decades. However, the benefits of these watershed development interventions for climate change adaptation are not well documented. This study, therefore, assesses the contributions of CBWD in reducing farmers’ vulnerability to the impacts of climate change and variability in the northwestern highlands of Ethiopia. Data were collected from systematically selected 157 households using questionnaire. The questionnaire consists of questions on climate, ecosystem and households’ livelihood capital. Livelihood Vulnerability Index (LVI) and Inter-governmental Panel on Climate Change Livelihood Vulnerability Index (IPCC-LVI) methods were used to generate vulnerability indices. Vulnerability indices computed for three conserved watersheds were compared with one non-conserved watershed using one-way ANOVA test. LVI score for ecosystem related indicators was significantly low for Adef Wuha compared to the non-conserved watershed. Similarly, LVI scores generated from agriculture, wealth and social indicators were low for Tija Baji and Guansa watersheds. On the other hand, the IPCC-LVI result did not show significant differences in exposure; however, sensitivity scores of conserved watersheds were significantly lower compared to the non-conserved. The adaptive capacities of two conserved watersheds (Guansa and Tija Baji) were also significantly lower as compared to the non-conserved. The overall (composite) vulnerability of watersheds generated from both methods (LVI and IPCC-LVI) showed that the conserved watersheds were less vulnerable to climate change compared to the non-conserved. The findings suggest that CBWD is an important strategy to reduce vulnerability of smallholder farmers to the ongoing and future climate change.  相似文献

Investment in small scale irrigation (SSI) is crucial to sustain food security and livelihoods of smallholders. In Ethiopia, the government and development partners show a growing interest in developing irrigation projects. The success of irrigation projects is determined by governance and socio-cultural contexts. Yet the lack of thorough understanding of the challenging contexts undermines the efforts to achieve sustainability outcomes in irrigation projects. This article identifies the challenging contexts to irrigation projects, examines how the challenging contexts influence the effectiveness of irrigation projects, and indicates ways of improving the effectiveness of irrigation projects under the existing challenging contexts. Data were collected between April and December 2011 in three regional states of Ethiopia using in-depth interviews and focus group discussions. The lack of governance capacity and accountability are critical challenges for the sustainability of the irrigation projects. In addition, the poor consideration of local knowledge and the use of top-down approaches in planning and implementing the irrigation projects, and lack of equitable access to the irrigation schemes result in poor ownership of projects among farmers. Improving the funding scheme to support long-term capacity building at national and local levels, and in understanding the socio-cultural contexts of the intervention areas; planning irrigation projects with due consideration of the existing challenging contexts, and with active engagement of the local community, are important for the long-term viability and sustainability of irrigation projects.  相似文献
