农户兼业阶段性分化探析 总被引:3,自引:0,他引:3
当前农户兼业的阶段性分化其本质是农户之间兼业进程的不统一,进而导致了严重的农村社会分化问题。本文利用江苏省苏北地区农户调研数据分析了当前农户兼业阶段性分化的现状及其带来的社会后果,利用似不相关双变量Probit模型分析了农户兼业阶段性分化的原因,得出了阻碍农户兼业发展的主要制约因素。结果显示,家庭人力资本稀缺是农户实现兼业生产的主要制约因素,农户无法进行非农工作主要是受到家庭人口规模小、老龄化严重的限制,这一部分农户家庭生活水平低,面临严重的"贫困陷阱"。政府直接干预土地流转使部分农户被动退出了农业生产,形式上实现了农户兼业进程的统一,但损害了农户的土地权益,造成农村土地产权不稳定,降低了农户自发性退农倾向,妨碍了土地市场的进一步发展,因此实质上对农户兼业进程起到了阻碍作用。此外,由于土地承包经营证书对承包经营权权能、地块四至等信息界定不清晰,对农户兼业进程的发展没有刺激作用。综合以上结论可知,土地产权以及农户家庭人力资本是导致当前农户阶段性分化的主要原因。政府不应对农村土地市场进行直接干预,而应通过完善农村社保体系、扶持农户非农就业、加快新一轮土地确权发证工作以促进土地市场与农户兼业进程的发展,在市场机制为主、政府调控为辅的环境下合理实现土地的集中与农业规模经营。 相似文献

The Convention on Biological Diversity's national biodiversity strategies and action plans (NBSAPs) are major mechanisms for mainstreaming biodiversity into national policies. This article examines whether and how the NBSAPs contribute to mainstreaming biodiversity across policy sectors in Finland in order to halt biodiversity loss. We have developed an innovative analytical framework where the concept of responsibility addresses how motivations for mainstreaming can be built, and the concept of social learning outcomes addresses the extent of institutional changes for biodiversity. The Finnish NBSAP processes have been able to build diverse forms of responsibility (liability, accountability, responsiveness and care) in different policy sectors by providing new knowledge, careful process design and developing institutional linkages. Despite pro-biodiversity outcomes in the targeted policy sectors, the responsibilities do not diffuse from the environmental administration to other policy sectors to a sufficient extent. We propose a method for the appropriate assessment of adverse effects of roads in compliance with the European Union Habitats Directive. The method incorporates an analysis of ecological risk of edge effects by the proposed roads with the related increase in accessibility. The method was tested on 30 km of planned forest roads inside an 8,000-ha reserve included in two Natura 2000 sites. As a result, the cumulative effect of 19 road segments was judged as not significantly affecting the integrity of the sites, although they made accessible an extra 314 ha. On the basis of the accessibility calculation, 20 ha of land were set aside from forest exploitation as a mandatory mitigation measure. The method objectively determined the cumulative adverse effects, enabled comparison of plan revisions and alternatives and proved to measure direct and indirect significant effects with a realistic effort in terms of field survey and geographic information system processing. 相似文献

规模养猪是专业化、集约化生产方式,也是农业产业化经营的发展趋势。如果养猪场产生的大量粪尿得不到妥善处置和充分利用,将对环境产生很大的危害。猪粪尿中含有大量的营养物质和生物质能,以猪粪尿厌氧发酵为纽带,充分利用沼液和沼渣作为发展种植业和渔业的肥料或饲料,形成“农林渔牧”生态农业体系,不仅有效促进农村经济发展、增加农民收入,而且能够保护生态环境、节约资源。剖析了小、中、大3类猪场以沼气建设为纽带发展生态农业的规律、生产模式、系统结构及其效果。结果表明,为了促进规模养猪健康发展,形成“农林渔牧”生态农业体系,养猪专业户必须增强节约资源、保护环境的社会责任感,政府要加强猪场污染物排放的监管,同时制定优惠政策引导和促进猪粪尿资源综合利用。 相似文献

Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport
plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing
integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant
discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of
the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning
documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality
towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the
Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable
development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising
existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the
European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially
fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate
sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful
for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires
testing elsewhere.

In this paper, we present and defend the theoretical framework of an empirical model to describe people’s fundamental moral
attitudes (FMAs) to animals, the stratification of FMAs in society and the role of FMAs in judgment on the culling of healthy
animals in an animal disease epidemic. We used philosophical animal ethics theories to understand the moral basis of FMA convictions.
Moreover, these theories provide us with a moral language for communication between animal ethics, FMAs, and public debates.
We defend that FMA is a two-layered concept. The first layer consists of deeply felt convictions about animals. The second
layer consists of convictions derived from the first layer to serve as arguments in a debate on animal issues. In a debate,
the latter convictions are variable, depending on the animal issue in a specific context, time, and place. This variability
facilitates finding common ground in an animal issue between actors with opposing convictions. 相似文献
