Abstract Local Agenda 21 (LA21), which has its roots in the UN Conference on Environment and Development held in 1992 in Rio de Janeiro, aims at fostering processes of sustainable development on a local level. In this article, we compare the LA21 processes of two cities, Helsingborg in Sweden and Vienna in Austria, to seek insight into the varying implementation approaches of common international political commitments. Our focus of analysis is on the social organisation of the two processes, the way local residents are integrated into LA21 work, and especially the political images of citizens—which we call ‘imagined citizens’—that different actor groups hold. The results of the study illustrate two almost diametrically opposed organisational forms of local sustainability governance, the Swedish process relying on a more expert-led, technocratic model of implementation and the Austrian process strongly building on deliberative forms of citizen participation. 相似文献

This article reviews attempts by other workers to derive full economic evaluations of local authority waste paper recovery operations and proposals from government bodies to devise uniform costing systems for these schemes. In the light of this work a standard costing system for local authority waste paper recovery operations is proposed. Empirical data was obtained from a number of local authorities and analysed using this standard costing system. ABSTRACTThe media play a vital role in framing the narrative on climate change, however little work exists to assess the extent to which local media outlets increase public engagement on climate change through interaction and engagement with local academics. As temperatures rise and concerns mount that we have passed the tipping point, local media play a potentially critical role in communicating how climate change exacerbates their impact. Based on a review of extant literature on this topic, and a small pilot email survey, this article argues that scientists could be more active in increasing local salience of climate change by building trusted relationships with local media. Coverage of science in the media could benefit from closer engagement with local scientists as environmental stories often get more coverage in local media (compared to national media) which constitute an important source of knowledge on climate change. This would enable constructive discussions between local media and scientists, better translation of science to publics, increased awareness and interest of science production locally, and ultimately creating a trusted intermediary in the science-public interface. 相似文献

Risk communication in flood incident management can be improved through developing hydrometeorological and engineering models used as tools for communicating risk between scientists and emergency management professionals. A range of such models and tools was evaluated by participating flood emergency managers during a 4-day, real-time simulation of an extreme event in the Thamesmead area in the Thames estuary close to London, England. Emergency managers have different communication needs and value new tools differently, but the indications are that a range of new tools could be beneficial in flood incident management. Provided they are communicated large model uncertainties are not necessarily unwelcome among flood emergency managers. The populations of many species are structured such that mating is not random and occurs between members of local patches.
When patches are founded by a single female and all matings occur between siblings, brothers may compete with each other for
matings with their sisters. This local mate competition (LMC) selects for a female-biased sex ratio, especially in species
where females have control over offspring sex, as in the parasitic Hymenoptera. Two factors are predicted to decrease the
degree of female bias: (1) an increase in the number of foundress females in the patch and (2) an increase in the fraction
of individuals mating after dispersal from the natal patch. Pollinating fig wasps are well known as classic examples of species
where all matings occur in the local patch. We studied non-pollinating fig wasps, which are more diverse than the pollinating
fig wasps and also provide natural experimental groups of species with different male morphologies that are linked to different
mating structures. In this group of wasps, species with wingless males mate in the local patch (i.e. the fig fruit) while
winged male species mate after dispersal. Species with both kinds of male have a mixture of local and non-local mating. Data
from 44 species show that sex ratios (defined as the proportion of males) are in accordance with theoretical predictions:
wingless male species<wing-dimorphic male species<winged male species. These results are also supported by a formal comparative
analysis that controls for phylogeny. The foundress number is difficult to estimate directly for non-pollinating fig wasps
but a robust indirect method leads to the prediction that foundress number, and hence sex ratio, should increase with the
proportion of patches occupied in a crop. This result is supported strongly across 19 species with wingless males, but not
across 8 species with winged males. The mean sex ratios for species with winged males are not significantly different from
0.5, and the absence of the correlation observed across species with wingless males may reflect weak selection to adjust the
sex ratio in species whose population mating structure tends not to be subdivided. The same relationship is also predicted
to occur within species if individual females adjust their sex ratios facultatively. This final prediction was not supported
by data from a wingless male species, a male wing-dimorphic species or a winged male species.

There is a growing recognition in developing countries that community participation in water and sanitation projects is a
necessary strategy in sustainable development. The main advantage of following such an approach is that, if participation
can encourage a sense of ownership of the projects, the benefits of the project are more likely to extend over the long term.
The case study at hand focuses on the challenges faced in implementing a wastewater treatment system to solve an environmental
and public health problem in a rural community, Rosario de Tesopaco, in northwest Mexico. Until recently, the community has
been unable to implement an effective plan to treat the wastewater generated in the community. The problems faced by the community
can be attributed to the political arrangement of water and sanitation decentralization in Mexico that occurred in the mid
1980’s, whereby communities were required to meet wastewater treatment standards, but were not given the technical and political
guidance needed to achieve this goal. However, in this instance, cooperation between the authorities in Rosario de Tesopaco,
the federal agency for social development, and an academic institution has led to the successful design and approval of a
wastewater treatment project. This achievement can be attributed to the use of an effective collaborative strategy, tailoring
the project to the needs and capacity of the local community, positioning the community as the leaders and owners of the project.
A model for following this strategy for developing rural sanitation projects in Mexico is proposed.

Learning for sustainability: participatory resource management in Cambodian fishing villages 总被引:1,自引:0,他引:1
Considerable attention is now being given to the role and importance of education and learning implications of participatory resource and environmental governance. The contention is that such learning has the potential to transform behaviour, and in the case of resource management, may help change current patterns in resource use towards a more sustainable social-ecological system. Our purpose is to establish the opportunities for learning afforded to those participating in local level resource management committees in two Cambodian fishing communities and consider the learning outcomes from such opportunities. Our approach was qualitative and used a case study design. The findings establish a wide range of committee resource management activities that resulted in both instrumental (e.g., learning about administrative procedures) and communicative (e.g., insights into the need to conserve mangroves) learning. It was revealed that such learning can lead to changes in behaviour at the community level (e.g., managing local waste). Our findings also indicated a number of motivators and enablers of learning such as opportunities for dialogue, leadership and the presence of declining resources. 相似文献

During the last 20 years, the existence of rich systems of local knowledge, and their vital support to resource use and management regimes, has been demonstrated in a wide range of biological, physical and geographical domains, such as agriculture, animal husbandry, forestry and agroforestry, medicine, and marine science and fisheries.Local knowledge includes empirical and practical components that are fundamental to sustainable resource management. Among coastal-marine fishers, for example, regular catches and, often, long-term resource sustainment are ensured through the application of knowledge that encompasses empirical information on fish behaviour, marine physical environments, fish habitats and the interactions among ecosystem components, as well as complex fish taxonomies. Local knowledge is therefore an important cultural resource that guides and sustains the operation of customary management systems. The sets of rules that compose a fisheries management system derive directly from local concepts and knowledge of the resources on which the fishery is based.Beyond the practical and the empirical, it is essential to recognise the fundamental socio-cultural importance of local knowledge to any society. It is through knowledge transmission and socialisation that worldviews are constructed, social institutions perpetuated, customary practices established, and social roles defined. In this manner, local knowledge and its transmission, shape society and culture, and culture and society shape knowledge.Local knowledge is of great potential practical value. It can provide an important information base for local resources management, especially in the tropics, where conventionally-used data are usually scarce to non-existent, as well as providing a shortcut to pinpoint essential scientific research needs. To be useful for resources management, however, it must be systematically collected and scientifically verified, before being blended with complementary information derived from Western-based sciences.But local knowledge should not be looked on with only a short-term utilitarian eye. Arguments widely accepted for conserving biodiversity, for example, are also applicable to the intellectual cultural diversity encompassed in local knowledge systems: they should be conserved because their utility may only be revealed at some later date or owing to their intrinsic value as part of the world's global heritage.At least in cultures with a Western liberal tradition, more than lip-service is now being paid to alternative systems of knowledge. The denigration of alternative knowledge systems as backward, inefficient, inferior, and founded on myth and ignorance has recently begun to change. Many such practices are a logical, sophisticated and often still-evolving adaptation to risk, based on generations of empirical experience and arranged according to principles, philosophies and institutions that are radically different from those prevailing in Western scientific circles, and hence all-but incomprehensible to them. But steadfastly held prejudices remain powerful.In this presentation I describe the 'design principles' of local knowledge systems, with particular reference to coastal-marine fishing communities, and their social and practical usefulness. I then examine the economic, ideological and institutional factors that combine to perpetuate the marginalisation and neglect of local knowledge, and discuss some of the requirements for applying local knowledge in modern management. 相似文献
