ABSTRACT: Computer-based models together with their interactive interfaces are typically called decision support systems. DSSs are interactive computer-based information providers. The common objective of all DSSs, regardless of the frameworks, methodologies, or techniques used, is to provide timely information that supports human decision makers - at whatever level of decision making. The informational needs of the decision making process are the key considerations that motivate the development of DSSs. The growth of DSS development and use has been substantial. In spite of this impressive growth, computer-aided decision support systems can still be improved and made more useful to those they are intended to support. Researchers and practitioners, and indeed the computer industry, continue to identify ways of doing this. This paper reviews some of these needs and opportunities by focusing on the process of successful DDS development and implementation. The paper outlines an approach and some guidelines for developing DSSs. The approach emphasizes and requires considerable interaction between the DSS developers (analysts) and the DSS users (decision makers). This interaction and feedback is required throughout the entire DSS building, testing and evaluation (debugging), and implementation processes. The paper concludes by identifying some research needs and opportunities affecting DSS development and effective use. 相似文献

ABSTRACT: A history of flood control in the United States shows an undying affair with levees. This love affair, however, was put severely to the test by the record flooding in the summer of 1993. About 70 percent of levees in the upper Midwest failed during this time, leading to extensive damage to both farmland and urban areas. Consequently, there were repeated calls to re-assess the nation's floodplain management policies. The report of the Intera-gency Floodplain Management Review Committee is one outcome of this and it forms the basis of this commentary on levees. In many respects, levees are effective flood control measures, being relatively cheap to implement and easy to build. At the same time, levees have negative impacts, affecting the hydrological regime both up and down stream, and often exacerbating flooding in other places. Furthermore, technical weaknesses in design, planning, construction, and maintenance have all contributed to levee failures. While the report recommends changes in floodplain management to address some of these issues, it is difficult to see how these will materialize given the current political, economic, and social climate. 相似文献

Aerial photography has been routinely used for several decades by natural resource scientists and managers to map and monitor the condition of forested landscapes. Recently, along with the emergence of concepts in managing forests as ecosystems, has come a significant shift in emphasis from smaller to larger spatial scales and the widespread use of geographic information systems. These developments have precipitated an increasing need for vegetation information derived from other remote sensing imagery, especially digital data acquired from high-elevation aircraft and satellite platforms. This paper introduces fundamental concepts in digital remote sensing and describes numerous applications of the technology. The intent is to provide a balanced, nontechnical view, discussing the shortcomings, successes, and future potential for digital remote sensing of forested ecosystems. 相似文献

ABSTRACT: Appraisal-level, engineering economic analyses for two types of irrigation systems are compared: (1) a surface-water irrigation system, and (2) a ground-water recharge irrigation system. An artificial recharge irrigation system is an economically viable alternative to surface-distributed irrigation in a conjunctive irrigation plan if electric power rates remain sufficiently low. As electric rates increase, this viability generally decreases until it becomes completely unattractive at rates of about 0.012 dollars per kilowatt hour. 相似文献

Water quality monitoring conducted routinely over time at fixed sites has been a part of most water quality management efforts for many years. It has been assumed that such monitoring plays a major role in management. However, the lack of routine data analysis, and reporting of information derived from such analysis, points up the fact that the exact nature of the role of routine, fixed-station monitoring is poorly defined.There is a need to very clearly define this role in the design of such systems if routine monitoring is to efficiently and effectively meet the information expectations placed on it. Design of routine monitoring systems will therefore have to consider not only the where, what, and when of sampling, but also why. A framework for including the why of monitoring in the design process is proposed and experience with using the framework in New Zealand is discussed. 相似文献

ABSTRACT: A 1984 survey of water resources personnel was conducted to determine the current and future uses of mathematical models in planning, design and operations of water resources systems. Eighty-six percent of those responding indicated they have used mathematical models in the last year. Lack of appropriate data, inadequate time and funding to do the modeling and lack of models that represent the “real world” situation were the most frequently mentioned constraints to model use. ABSTRACT: A ground water management model based on the linear systems theory and the use of linear programming is formulated and solved. The model maximizes the total amount of pound water that can be pumped from the system subject to the physical capability of the system and institutional constraints. The results are compared With analytical and numerical solutions. Then, this model is applied to the Pawnee Valley area of south-central Kansas. The results of this application support the previous studies about the future ground water resources of the Valley. This paper discusses strategies for the development of water resources, emphasizing the delivery of reliable water supplies, for both domestic and production purposes, to every village and to every farmer. This necessitates a shift of emphasis from the construction of large storage reservoirs to the construction, operation, and maintenance of water distribution systems capable of reaching the largest number of farms, and a shift from projects that benefit the few, to projects that benefit the many. Water distribution in this context takes on three interrelated meanings: a geographical meaning, a technical meaning, and an economic meaning. The geographical meaning focuses on the spatial distribution of the recipient population as a key to identifying the proper distribution of water projects in physical space. The technical meaning relates to the physical distribution of water through canal systems to the farmers' fields. The economic meaning refers to the equitable distribution of benefits from water projects. The paper provides an illustration of the need for an emphasis on distribution, using the state of development of water resources in northeast Thailand as an example, with a proposed program for the further development of these resources. The northeast, the poorest region in the country, has been recognized by the Government of Thailand as a priority area for accelerated regional development efforts. 相似文献

: Irrigation systems can be formulated to enable linear programming to be used to obtain optimal systems. Linear programming is a readily available technique in most scientific and technical centers which have computer facilities. The objective function towards a minimal cost is based on a suggested classification of the system components, and the constraints mainly refer to required pressures and discharges.
