Coastal zone management from the social scientific perspective

‘Integration’ was one of the most frequently used words at the San Feliu Euroconference but the participants did not always use it in the same way. Integration is one of the key notions discussed in the subsequent papers bySalz, Green &; Penning-Rowsell, Köhn &; Gowdy andDavos. A short introduction to these papers is presented, where some of the views expressed by the authors are compared with related conceptions which can be found in social sciences literature.     

Natural resources planning, management, and sustainable use in China

Almost all the issues of sustainable development in China relate to natural resources. Sustainable development as one of the most important strategies has been incorporated into all the actions related to the planning and management of natural resources in China. This paper gives an overview of the contributions of natural resources and the challenges facing the natural resource sectors. It contributes a series of proposals on the planning and management of natural resources. It also outlines the general framework of the planning system for natural resources and summarizes the Great Survey of Natural Resources Program that the Ministry of Land and Resources is implementing.     

淮河流域水污染防治的框架研究

1994年淮河流域发生特大水污染事件引起了各方面的极大关注。笔者介绍了淮河流域水污染的背景;指出了治理淮河流域水污染的总体框架及各组成部分之间的关系;分析了淮河流域环境问题识别评估的主要结论;归纳了强化管理能力建设,制订实施细则,调整和建设排污收费和监测系统,以及治理工程项目的研究内容。

The application of an indicator based on taxonomic distinctness for UK marine biodiversity assessments

Mankind needs to use the resources and opportunities offered by the marine environment while protecting ecological processes and systems. This is the foundation for sustainable development, which can only be achieved by adopting an appropriate management approach. Whether internationally or at a regional scale, successful management of marine ecosystems needs to be based on a scientifically robust approach to monitoring environmental change. Within such a framework, the conservation of marine biological diversity is problematic, as many conventional measures of diversity are not appropriate for measuring the types of change that require management. New indicators are required and in this paper we summarise some of the current methodology being used to derive such indices, which may be used to evaluate the effectiveness of marine stewardship initiatives. Through a series of examples we demonstrate the application of the taxonomic distinctness indicator of biodiversity to marine environmental assessment and its development towards becoming an operational tool.     

Local people's perceptions as decision support for protected area management in Wolong Biosphere Reserve, China

This paper examines local people's knowledge, attitudes and perceptions towards Wolong Biosphere Reserve (WBR) and its management policies. Pertinent data were collected through a questionnaire survey and group discussions. This study revealed that local people's perceptions were affected by many factors, including education, gender, residence location, household size and acreage of land owned. Although most respondents had limited knowledge about WBR because of their absence in WBR management, they held a positive attitude towards WBR. An in-depth analysis of their attitudes and perceptions showed that two potential conflicts might affect biodiversity conservation and protected area management. One of them was the imbalance between the limited cropland holding and the oversupply of the labor force, and the other one was the increase in electricity price versus the decrease in economic incentives for the Natural Forest Protection Project. The study also revealed that relocation was considered unacceptable to most respondents. However, those residing far from the main road were willing to relocate more than those near the main road. Based on our studies, some recommendations are given for improvement of WBR management.     

最严格水资源管理制度政策效果仿真研究——以江苏为例

为探索中国最严格水资源管理制度实施成效,本研究运用系统动力学方法构建最严格水资源管理制度政策效果仿真模型,以江苏为例,首先从横向比较研究的视角,设置无政策和政策延续两种情景,分析有无政策时用水总量、用水效率和水功能区纳污的管控效果;然后从纵向比较研究的视角,分析政策实施后2013—2030年用水总量、用水效率和水功能区纳污控制效果的演化情况。结果显示：(1)横向对比,相对于无政策情景,政策延续情景下的区域水资源需求总量、万元GDP用水量以及污废水中的COD排放总量均有不同幅度的下降,且降幅逐年扩大,政策成效显著;(2)纵向对比,政策延续情景下,2030年区域水资源需求总量将超过国家最严格水资源管理制度考核要求近20亿m3,2025年万元GDP用水量降幅低于“十四五”节水型社会建设规划目标近2%,2030年污废水中的COD排放总量将比2021年升高近24%,政策管控水平仍需进一步提升。

Coupling ecosystem science with management: A Great Lakes perspective from Green Bay,Lake Michigan,USA

Continued resource degradation in various areas of the Great Lakes has led to doubts of the adequacy of conventional science and management approaches. The need for a more holistic approach, identified as an ecosystem approach, appears now to be more widely accepted although progress with implementation is slow. We argue here that ecosystem science is an integral part of an ecosystem approach and is a prerequisite to effective management planning.One of the problems of implementing an ecosystem approach is forging the link between ecosystem based research and management. For Green Bay, Wisconsin, USA, certain structural and functional qualities of the ecosystem have been used to define operational guides and to formulate management objectives. These objectives are being utilized in the development of a remedial action plan for Green Bay.Deceased 5 February 1986.
