The management of construction and demolition waste (CDW) is essential in the formation, growth and renovation of urban areas. This paper presents part of a study on CDW generation and management in the Lisbon Metropolitan Area (LMA). CDW generation was estimated for 2006 and 2007 based on construction activity and waste load movements. The results revealed that in the municipality of Lisbon, remodeling construction activity prevailed, with CDW generation indicators of 954 t/day and a per capita rate of 0.60 t/year. Both values are above the average for the LMA and its two sub-regions (Greater Lisbon and the Setúbal Peninsula). The installed infrastructure for CDW management identified in the LMA is situated within a maximum distance of about 23 km from the geometric center of the city of Lisbon. Despite the fact these locations favor the municipality of Lisbon, the occurrence of illegal dumps is still a reality. A notable effort towards environmental education addressing CDW management is under way so as to make involved citizens aware of the recent CDW legislation, Decree-Law Nr. 46/2008, as well as of the problems arising from scenarios of environmental degradation and uncontrolled use of natural resources in the civil construction sector. The conceptual underpinnings for adaptive management are simple; there will always be inherent uncertainty and unpredictability in the dynamics and behavior of complex ecological systems as a result non-linear interactions among components and emergence, yet management decisions must still be made. The strength of adaptive management is in the recognition and confrontation of such uncertainty. Rather than ignore uncertainty, or use it to preclude management actions, adaptive management can foster resilience and flexibility to cope with an uncertain future, and develop safe to fail management approaches that acknowledge inevitable changes and surprises. Since its initial introduction, adaptive management has been hailed as a solution to endless trial and error approaches to complex natural resource management challenges. However, its implementation has failed more often than not. It does not produce easy answers, and it is appropriate in only a subset of natural resource management problems. Clearly adaptive management has great potential when applied appropriately. Just as clearly adaptive management has seemingly failed to live up to its high expectations. Why? We outline nine pathologies and challenges that can lead to failure in adaptive management programs. We focus on general sources of failures in adaptive management, so that others can avoid these pitfalls in the future. Adaptive management can be a powerful and beneficial tool when applied correctly to appropriate management problems; the challenge is to keep the concept of adaptive management from being hijacked for inappropriate use. 相似文献

为了解我国农民工参加工伤保险的影响因素,提高农民工工伤保险的参保率,通过对全国9个省市共3 848名农民工的问卷调查,应用Logistic回归模型分析政策的因素和企业的因素对农民工参加工伤保险的影响。结果表明,农民工是否参加工伤保险受到各地工伤保险政策以及农民工所在企业两方面的影响。从政策的角度看,个体工商户参加工伤保险的规定、工伤保险基金的统筹水平以及工伤保险的偿付方式对农民工参加工伤保险有显著影响;从企业的角度看,农民工所在企业是否建有工会、企业所有制对农民工参加工伤保险有显著影响。建议各地进一步明确工伤保险政策中对个体工商户的参保要求,继续提高工伤保险基金的统筹水平,增加农民工领取工伤保险偿付的方式。建议劳动保障部门加强对未建有工会的企业,加强对私企,特别是个体工商户的监察力度。 相似文献

为更好地预防机械原因飞行事故,提高安全管理和决策的水平,提出机械原因飞行事故诱因的分析与预测方法。首先借鉴"瑞士奶酪"模型的思想,建立了机械原因飞行事故诱因分析分类体系;而后构建了事故的二进制矩阵,通过进行比例矩阵分析和单一聚类分析来辨识重要的单诱因、两两诱因组合和事故主要诱发模式;最后采用Bootstrap方法对其进行预测。结果表明:所提出的方法能够辨识出机械原因飞行事故中的重要单诱因、两两诱因组合和主要诱发模式,并对其做出较为准确的预测,进而对制订事故防控预案,预防此类事故的发生具有重要意义。 相似文献

地下水曝气法(Air Sparging,AS)凭借其高效、原位的优势已经成为治理土壤、地下水有机污染的重要技术,其修复机理是将加压空气注入到饱和含水层以下,有机污染物通过相间传质作用(溶解、挥发、解吸、生物降解等)转化为挥发性污染物,并随气流迁移至包气带,再由其他抽气装置收集到地表气体处理设备。本文总结了AS技术在理论模型、曝气性能影响因素(气体流型、曝气影响半径)等方面的研究现状,归纳了气体流型的发展过程以及测量曝气影响半径的常见方法。地下水曝气法在国外地下水、土壤有机污染修复中的应用越来越广泛,理论研究方面也比较成熟。文章比较了AS技术在国内外的研究和应用情况,认为目前该技术应朝着综合的方向发展,以提高污染物修复效率。 相似文献

矿井工作面瓦斯涌出是一个动态不确定过程。在分析了影响瓦斯涌出因素基础上,将可变模糊聚类与可变模糊模式识别两种模型相结合,提出了一种瓦斯涌出量预测的可变模糊组合方法。该方法首先利用粗糙集理论确定权重初值及各因素的重要性,然后利用可变模糊聚类模型求解最优模糊分类中心矩阵和最优权重,最后利用模式识别模型对待预测样本进行预测。以某矿井瓦斯涌出量预测为例,给出了具体预测过程。结果表明:可变模糊组合方法可行、有效。 相似文献

In this study, a two-stage support-vector-regression optimization model (TSOM) is developed for the planning of municipal solid waste (MSW) management in the urban districts of Beijing, China. It represents a new effort to enhance the analysis accuracy in optimizing the MSW management system through coupling the support-vector-regression (SVR) model with an interval-parameter mixed integer linear programming (IMILP). The developed TSOM can not only predict the city's future waste generation amount, but also reflect dynamic, interactive, and uncertain characteristics of the MSW management system. Four kernel functions such as linear kernel, polynomial kernel, radial basis function, and multi-layer perception kernel are chosen based on three quantitative simulation performance criteria [i.e. prediction accuracy (PA), fitting accuracy (FA) and over all accuracy (OA)]. The SVR with polynomial kernel has accurate prediction performance for MSW generation rate, with all of the three quantitative simulation performance criteria being over 96%. Two cases are considered based on different waste management policies. The results are valuable for supporting the adjustment of the existing waste-allocation patterns to raise the city's waste diversion rate, as well as the capacity planning of waste management system to satisfy the city's increasing waste treatment/disposal demands. 相似文献

Urbanization is a human-dominated process and has greatly impacted biodiversity, ecosystem processes, and regional climate. To understand the socioeconomic drivers of urbanization and project future urban landscape changes, multi-agent systems provide a powerful tool. We develop an agent-based model of urban growth for the Phoenix metropolitan region of the United States, which simulates the behavior of regional authorities, real estate developers, residents, and environmentalists. The BDI (Beliefs-Desires-Intentions) structure is employed to simulate the agents behavior and decision models. The heterogeneity of agents is reflected by adjusting parameters according to the agents’ beliefs, desires and preferences. Three scenarios, baseline, economic development priority and environmental protection, are developed and analyzed. The combination of multi-agent system and spatial regression model is employed to predict the future urban development of the Phoenix metropolitan region. Landscape metrics are used to compare the spatial patterns of the urban landscape resulting from different scenarios in different times. In general, with the rapid urban expansion, the shape of urban patches will become more regular as many of them become coalesced. The spatial analysis of urban development through modeling individual and group decisions and human-environment interactions with a multi-agent systems approach can enhance our understanding of the socioeconomic driving forces and mechanisms of urban development. 相似文献
