谈企业建立与完善安全生产管理约束机制

在发展社会主义市场经济的过程中，企业是安全生产管理的主体，通过完善自我约束机制，逐步从靠人的管理转向靠机制管理，使安全生产管理步入良性循环，实现安全文明生产     

Ideology and wildlands management: The case of Rondeau Provincial Park,Ontario

This is a critical examination of some of the basic concepts that have guided management of parks and related reserves, often termed wildlands. Study is focussed on Rondeau Provincial Park, Ontario, and on concepts such as wilderness, primeval forest, and the Carolinian forest. Deer culling and other management policies and practices have been based upon the idea that the highly valued sassafras, tulip, and other species of the Carolinian forest are decreasing due to browsing. Field mapping and analysis of historic vegetation records indicate that this trend is not in fact occurring. Historic research also reveals difficulties in defining the Carolinian or other perceived types of forest for management purposes. A major reassessment of ideology and management policy and practice seem to be required in Rondeau and other wildlands. Vague or general concepts such as wilderness or preservation should be strongly complemented and supported by more precise statements of objectives, a learning attitude, and experimentation and research. As a result of the technical uncertainties and value judgments frequently involved, management should also be based upon the expressed preferences and continuing involvement of citizens.     

Utilization of environmental knowledge for watershed management in Northern Michigan

The Northern Michigan Environmental Research Program was conducted by the University of Michigan's Biological Station and Institute for Social Research to obtain information about the aquatic and human resources of water-rich, resort-oriented northern lower Michigan. Results of the study were directed toward long-term environmental management. Multiple methods were used to communicate study results, including self-contained information briefs, regular contacts and seminars with community leaders and public officials, and mass media. Selected illustrations of project data applied to environmental management problems are cited, e.g., curtailment of nutrient loadings, wetlands protection, improved effectiveness of riparian organizations, and highway planning. A series of shortLakeland Reports, designed to present factual information, general environmental principles, and action implications to a lay audience, proved to be effective. However, it became apparent that environmental decisions were not strongly affected by reports alone. Instead, several mutually reinforcing channels of communication must be employed to develop a climate of receptiveness and understanding to insure environmentally sound decisions.

以可持续发展理论为指导,分析了我国水资源自然格局及利用格局的现状与问题,提出了作为可持续发展重要支撑的水资源,其可持续利用的根本途径是建立可持续发展的水资源格局,即流域经济系统格局,并实现流域基础上的区域竞争与协作一体化     

试论我国安全生产的运行机制

笔者首先指出“企业负责 ,行业管理 ,国家监察 ,群众监督”的安全生产宏观管理体制的概念和内容与我国当前的社会主义市场经济发展形势不相适应的问题 ;进而对“安全生产运行机制”概念及其构架进行了论述 ;提出我国应该建立健全的安全生产运行机制应包括 5个方面的子机制 :“国家监督 ,部门责任 ,企业自律 ,职工维权 ,中介服务” ;最后对每一个子机制分别进行了详细的论述     

我国建筑安全管理的现状及其思考

建筑业企业由于行业自身的特点 ,安全事故比较突出。安全管理水平的高低 ,对安全事故的发生具有决定影响。笔者通过我国的与国外发达国家的安全管理水平相比较 ,认为我国建筑安全现状在管理制度、安全评估方法手段、市场主动调节等方面还存在着较大差距 ,在此基础上 ,探讨了适应于我国国情的建筑安全管理的改革思路。笔者认为 :要提高我国建筑安全管理水平 ,应从完善安全生产责任制和安全监督机制 ;完善建筑安全事故的记录、检查、申报制度 ;充分发挥市场经济杠杆对安全的巨大调节作用 ;认真推广和积极应用安全科学技术等方面深化改革 ,实践创新 ,走出新路。     

Fuzzy assessment of land suitability for scientific research reserves

Evaluating the characteristics of a set of sites as potential scientific research reserves is an example of land suitability assessment. Suitability in this case is based upon multiple criteria, many of which can be linguistically imprecise and often incompatible. Fuzzy logic is a useful method for characterizing imprecise suitability criteria and for combining criteria into an overall suitability rating. The Ecosystem Management Decision Support software combined a fuzzy logic knowledge base we developed to represent the assessment problem with a GIS database providing site-specific data for the assessment. Assessment of sites as a potential natural reserve for the new University of California campus at Merced demonstrates the benefits of fuzzy suitability assessment. The study was conducted in three stages of successively smaller assessment regions with increasingly fine spatial resolution and specificity of criteria. Several sites were identified that best satisfy the suitability criteria for a reserve to represent vernal pool habitat.

重庆市每年都会产生大量的危险废物，直接威胁到了重庆市的水环境及生态环境，因此，有效的管理重庆市的危险废物是处理和处置的重要保证。主要介绍了基于CIS危险废物管理信息系统的设计，将危险废物、计算机技术和GIS技术相结合，为危险废物的管理提供快捷、方便、科学的管理和决策支持。该系统包括六个子系统，分别是数据输入、数据查询、数据库管理和维护、模型库、决策支持、系统管理。该系统具有界面友好、操作方便、实用等特点，将在重庆市危险废物管理方面起到重要作用。

本文通过介绍秦皇岛经济技术开发区进行环境管理体系认证后发生的种种变化,阐述了区域环境管理体系认证给秦皇岛经济开发区带来的巨大变化。开展区域环境管理体系认证的好处主要体现在:提高了区域竞争力和招商引资的条件;有利于实现区域环境与经济的协调发展;促进了区内企业部分管理水平的提高;增强了全区员工的环境意识;对企业环境管理起到了推动作用。
