针对我国山区村镇洪灾特点,以神农架林区为对象,提出了基于云模型的洪灾承灾能力评价方法。针对山区村镇条件和山洪特点,构建评估指标体系;建立基于逆向云发生器和综合云算法结合专家打分区间和最可能值确定指标权重、使用条件云发生器获得量化指标的评价水平、耦合得到评价结果的评价方法,并对全区八个乡镇的山洪承灾能力进行了评估,为林区规划提供科学依据。结果表明,林区各村镇山洪承灾能力总体较低,孕灾环境恶劣,专项应灾能力明显落后,其中松柏镇、阳日镇、红坪镇和下谷坪乡属于低水平,木鱼镇与新华镇属于较低水平,宋洛乡属于中等水平,九湖镇为高水平。案例结果表明该方法能够直观地将客观数据和主观认识反映为综合结果,有利于获得可靠的结论。 相似文献

Disaster recovery operations that do not account for environmental sustainability (ES) risk exacerbating the impact of the disaster and hindering long‐term recovery efforts. Yet aid agencies do not always consider ES. This research is a case study of the recovery that followed the 2010 earthquake in Haiti. Using timber and concrete procurement as proxies for broader post‐disaster operations, research examined perceptions of ES as well as attempts at and barriers to incorporating it into programming. Identified barriers can be grouped into two categories: (1) prioritisations and perceptions within the disaster response sector that resulted in limited enthusiasm for incorporating ES into programming, and (2) structural and organisational barriers within the disaster response framework that impeded ES attempts and served as a further disincentive to incorporating ES into programming. As a result of those barriers, incorporation of ES was sporadic and inconsistent and often depended on the capacity and motivation of specific implementers. 相似文献

Results derived from the Climate Disaster Resilience Index (CDRI)—consisting of five dimensions (economic, institutional, natural, physical, and social), 25 parameters, and 125 variables—reflect the abilities of people and institutions to respond to potential climate‐related disasters in Chennai, India. The findings of this assessment, applied in the 10 administrative zones of the city, reveal that communities living in the northern and older parts of Chennai have lower overall resilience as compared to the flourishing areas (vis‐à‐vis economic growth and population) along the urban fringes. The higher resilience of communities along the urban fringes suggests that urbanisation may not necessarily lead to a deterioration of basic urban services, such as electricity, housing, and water. This indication is confirmed by a strong statistical correlation between physical resilience and population growth in Chennai. The identification of the resilience of different urban areas of Chennai has the potential to support future planning decisions on the city's scheduled expansion. 相似文献

This paper reports on the results of a qualitative study on the responses of Chinese school children in one junior middle school and their parents to China's post‐disaster school relocation policy. The sample comprised 22 pairs of parent–child dyads and two pupils whose parents could not be contacted. The study results were reported using Chambers and Wedel's (2009) conceptual framework, which delineates the fundamental elements of a policy. Content analysis was used to generate themes related to policy elements, such as goals, benefits and services. Both repetitive themes and idiosyncratic perspectives were reported so as to present a diversity of views. Despite adjustment difficulties and administrative problems reported by the study participants, the policy attention given to the rapid restoration of formal schooling for children was generally appreciated. In this paper a large-scale community-based disaster risk-assessment project, undertaken in the Dr Kenneth Kaunda District Municipality in the North-West Province of South Africa, is evaluated. In contrast to other disaster risk management consultancy projects in South Africa, this project included a significant skills transfer component to the at-risk communities and local government officials. In this evaluation, the authors draw on their own experiences in implementing this and similar projects, a review of the project management documents is undertaken, and a focus group interview with facilitators involved in the project is used as a primary source. The discussion is further contextualised in terms of community-based disaster risk assessment theory and the existing literature on disaster risk assessment in South Africa. Logistical and data quality issues as well as staff turnover were found to be concerns during the project. From the findings, it is argued that the common practice of outsourcing disaster risk-management projects is not conducive to effective disaster risk management. Local government entities should take responsibility for disaster risk assessment as a continual activity. This is in contrast to the view currently manifesting in South Africa as a set of bureaucratic actions undertaken by consultants to achieve ‘legislative compliance’ for municipalities. 相似文献

Numerous Western researchers have examined the influence of Confucianism on development in Asia, but almost no South Korean researchers have studied the topic in regard to emergency management in their own country. This study begins by considering Confucianism as a social culture. Next, it goes on to evaluate its role in South Korea's emergency management system, contributing, ultimately, to efficiencies in emergency management. Drawing on a literature review and a case study, the paper assesses the double‐ and single‐faced approaches, using four major Confucian components: destiny; family; ritual; and relation. The double‐faced approach includes the positive and negative aspects of emergency management, whereas the single‐faced approach incorporates only its positive aspects. This paper provides, for the first time, a systematic analysis of the relationship between Confucianism and emergency management in South Korea. Its key finding is that the double‐faced approach needs to be transformed into a single‐faced approach through active facilitation of behavioural change. 相似文献

This paper presents a Business Recovery Assessment Framework (BRAF) to help researchers and practitioners design robust, repeatable, and comparable studies of business recovery in various post‐disruption contexts. Studies assessing business recovery without adequately considering the research aims, recovery definitions, and indicators can produce misleading findings. The BRAF is composed of a series of steps that guide the decisions that researchers need to make to ensure: (i) that recovery is indeed being measured; (ii) that the indicators of recovery that are selected align with the objectives of the study and the definition of recovery; and, where necessary, (iii) that appropriate comparative control variables are in place. The paper draws on a large dataset of business surveys collected following the earthquakes in Canterbury, New Zealand, on 4 September 2010 and 22 February 2011 to demonstrate the varied conclusions that different recovery indicators can produce and to justify the need for a systematic approach to business recovery assessments. 相似文献

This paper presents the results of primary research with 40 survivors of the 2004 Indian Ocean tsunami in two communities: Khao Lak (n=20) and Koh Phi Phi Don (n=20), Thailand. It traces tsunami survivors' perceptions of vulnerability, determines whether residents felt that the tsunami affected different communities differently, identifies the populations and sub-community groups that survivors distinguished as being more vulnerable than others, highlights community-generated ideas about vulnerability reduction, and pinpoints a range of additional vulnerability reduction actions. Tsunami survivors most consistently identified the 'most vulnerable' community sub-populations as women, children, the elderly, foreigners, and the poor. In Khao Lak, however, respondents added 'Burmese migrants' to this list, whereas in Koh Phi Phi Don, they added 'Thai Muslims'. Results suggest that the two case study communities, both small, coastal, tourism-dominated communities no more than 100 kilometres apart, have differing vulnerable sub-groups and environmental vulnerabilities, requiring different post-disaster vulnerability reduction efforts. 相似文献
