The involvement of buses in accidents usually is assessed implicitly on the basis of the direct involvement of the bus in the collision or in injury production. This paper deals with the scope and forms of indirect involvement of buses (as a sight obstruction, for example). Accidents were selected by identifying the presence of the term ‘bus’ or synonyms in the text parts of complete police reports (testimonies, statements by the persons involved, etc.) available in electronic form, then analysed in detail. Direct or indirect involvement of a bus is found in 3.6% of traffic injury accidents reported by the police in the community studied (direct involvement: 1.4%; indirect involvement: 2.2%). The different forms of indirect involvement are then described, and some possibilities of preventive measures are discussed.  相似文献

Nature-based solutions (NbS) are increasingly recognized as sustainable approaches to address societal challenges. Disaster risk reduction (DRR) has benefited by moving away from purely ‘grey’ infrastructure measures towards NbS. However, this shift also furthers an increasing trend of reliance on public acceptance to plan, implement and manage DRR measures. In this review, we examine how unique NbS characteristics relate to public acceptance through a comparison with grey measures, and we identify influential acceptance factors related to individuals, society, and DRR measures. Based on the review, we introduce the PA-NbS model that highlights the role of risk perception, trust, competing societal interests, and ecosystem services. Efforts to increase acceptance should focus on providing and promoting awareness of benefits combined with effective communication and collaboration. This paper summarizes the findings of a survey (256 participants) conducted to determine the attitude of the Israeli urban public towards various urban water reuse options. Israel is known for its long and successful agricultural water reuse scheme, but to date no large-scale urban reuse projects have been implemented. The survey included 21 reuse options, which were clustered into three reuse categories, namely: low, medium, and high contact levels. Results show that a high proportion of the participants supported medium contact reuse options such as sidewalk landscaping (95%), domestic WC flushing (85%) and firefighting (96%). Higher contact reuse options such as domestic laundry (38%), preserved food (13%), and potable aquifer recharge (11%) found much lesser support. Less than expected support was found for low contact reuse options with 86% for field crop irrigation, 62% for aquifer recharge for agricultural irrigation, and as low as 49% for orchard irrigation. This low support is surprising, since all three options have been practiced on a large scale for over three decades in Israel without any adverse effects to the public. No correlation was found between any biographical characteristic examined (education, gender, income, marital status, having young children, and age) and support for medium contact options. For the medium contact options, the results suggest that perceived financial gain (individual and/or communal) and positive public opinion enhances support, while perceived health effects negatively affects the degree of support. Technology, trust in authorities and awareness of water and environmental issues were found to not have a significant effect on support for medium contact reuse options. Analyzing the four possible reasons for support given by participants who identified themselves as supporters of wastewater reuse revealed that the most important reason for support was "water saving", followed by "minimization of importing water from abroad". Collaboration has taken root in national forest planning, providing expanded opportunities for stakeholder participation in decision-making, but are these processes considered meaningful by key stakeholders? Do the processes result in increased participation by key stakeholders? We present results of a study of stakeholder perspectives of a collaborative planning process on the Grand Mesa, Uncompahgre, and Gunnison National Forests in Western Colorado, U.S.A. The stakeholders were stratified by participation levels in order to explore a possible relationship between participation and perceptions of the collaborative process. We used a Q-methodology approach to compare and contrast perspectives across participant levels in the North Fork Valley Landscape Working Group process. The results demonstrate four distinct perspectives on the collaborative process: 1) The collaborative process is valued by the Forest Service and will directly influence planning decisions; 2) The Forest Service, the collaborative process, and other stakeholders are not to be trusted; 3) The collaborative process is most effective when emphasizing place-specific dialogue that primarily involves stakeholders educating the Forest Service about issues; and 4) Forest planning involves issues requiring the application of scientific knowledge and expertise rather than collaboration. These perspectives were not strongly associated with participation levels, with time constraint being the primary mediating factor affecting participation. There are several possible actions policymakers and planners can take to enhance participation and overcome high rates of nonparticipation.  相似文献

土地财政是当前政府管理中的热点问题,分地域研究土地财政差异情况,对于提出科学合理的转型对策具有重要的理论与现实意义.总结土地财政各项收入来源发展概况,考虑土地储备抵押融资为借债收入,故只以土地出让金与土地、房产税收计算1999-2010年全国31个省(市)土地财政收入总规模,同时考虑各省(市)年均土地财政收入规模占地方财政总收入的比重(贡献率),找出土地财政情况地域差异的基本规律.进一步采用SPSS19.0层次聚类分析方法,将全国31个省(市)土地财政情况划分为5种集群类型:土地财政发展期、较旺盛期、旺盛期、中期、后期.从土地财政收入规模与增长趋势及对地方财政总收入的贡献程度,分析各集群土地财政情况存在差异的原因.在此基础上,考虑土地财政不可持续性及存在的诸多弊端,针对不同集群地域从国家层面制度改革、征收物业税、改变土地财政为动力源泉的城市化、发挥闲散土地的财政作用等4方面,提出土地财政转型的政策建议.  相似文献

The use of molecular tools, principally qPCR, versus traditional culture-based methods for quantifying microbial parameters (e.g., Fecal Indicator Organisms) in bathing waters generates considerable ongoing debate at the science–policy interface. Advances in science have allowed the development and application of molecular biological methods for rapid (~2 h) quantification of microbial pollution in bathing and recreational waters. In contrast, culture-based methods can take between 18 and 96 h for sample processing. Thus, molecular tools offer an opportunity to provide a more meaningful statement of microbial risk to water-users by providing near-real-time information enabling potentially more informed decision-making with regard to water-based activities. However, complementary studies concerning the potential costs and benefits of adopting rapid methods as a regulatory tool are in short supply. We report on findings from an international Working Group that examined the breadth of social impacts, challenges, and research opportunities associated with the application of molecular tools to bathing water regulations.  相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

In many European countries, accommodating water has become the dominant paradigm in river management. In the Netherlands, extensive river restoration projects are being implemented, many of which draw serious opposition from the public. To investigate the causes of such opposition, a comprehensive study of public attitudes towards river restoration was conducted in three floodplains, both before and after river restoration. The study combined quantitative questionnaires (N = 562) with open interviews (N = 29). This paper describes how local residents perceive the effects of river restoration on landscape quality and how residents and protest groups use landscape quality in combination with other arguments to strategically frame river management policies. Results show that measurement of the perceived outcomes of nature restoration needs to be complemented by a more dynamic type of research, focusing on the social processes of the framing of restoration plans. Theoretically, the paper aims to contribute to the development of a rigorous research strategy to study framing processes in environmental management, using a mixed-methods approach.  相似文献

Home refers to a number of locations and various meanings associated with it have been identified. However, research has been limited by a focus on house and traditional family. To expand our understanding, this study explored whether a secondary space, the English professional football ground, embodied the same meanings as other places called home. Web survey respondents confirmed, to some extent, their preferred football team's home stadium does represent home similarly. Three distinct aspects of the home emerged: general qualities of home, place attachment, and the importance of social interactions. Some aspects varied by length of team occupancy and season ticket holder status; but none differed by gender. Though the football stadium does represent some qualities of home, it was speculated this may be due to the unique connection to place that underlies English football. Future research should explore how the views of stadiums and other public spaces as home places vary across locales in order to identify how home differs from places to which we are attached.  相似文献
