解决中国农村环境保护信息非对称性的方法探索

基于对世界银行项目——“中国乡镇工业企业环境行为研究”的子项目“乡镇工业企业污染控制报告制度研究”在江苏省丹阳市的实施过程的研究，发现污染控制报告会在乡镇环境管理中有着良好的社会效益、经济效益和环境效益，不失为一种解决农村环境保护信息非对称性的优选方法。     

Strategic investment in reputation

Although collective efforts are common in both animal and human societies, many human and probably animal social dilemmas have no obvious cooperative solution, which is a challenge for evolutionary biologists. In public goods games, i.e. the experimental paradigm for studying the sustainability of a public resource with human subjects, initial cooperation usually declines quickly. Recently, it has been shown that the interaction with another social game in which good reputation attracts help, can maintain a high level of cooperation in the public goods game. Here we show experimentally that humans use different strategies in the public goods game conditional on whether the player knows that his decisions will be either known or unknown in another social game. The knowledge of being recognized as the same individual in both scenarios motivates players to invest in their reputation and thus sustain the public resource. However, cooperation declines immediately when individual identities switch from being recognizable to being unrecognizable between the two interacting games.Communicated by M. 重庆市主要公共集会场所、交通道路和风景旅游区环境空气质量的研究

通过对满足选点标准的5个调查点和7个空气质量质控对照点，一年四个季度每季度抽样5d以上连续自动监测环境空气质量的科研性监测方式，共获取各类有效数据约20万个，从而以定量的方式确定了重庆市主要公共集会场所，交通道路和风景旅游区的环境空气质量水平。     

关于建立工业企业环境行为信息公开化制度的几个问题

阐述了工业企业地为信息公开化制度在中国环境管理和政策创新中的重要意义和作用，对工业企业环境行为信息公开化内容、指标体系和标准等进行了分析，并结合镇江市的经济、社会和环境状况作实例分析，提出了进一步完善该制度的建议。     

Further studies on the influence of zeolite type A on metal transfer in the activated sludge process

Investigations were carried out to determine the effect of zeolite type A on metal removal by activated sludge using laboratory activated sludge simulations. They were operated at constant aerator sludge age and settler surface loading. Different concentrations of raw zeolite and zeolite extracted from washing powder (0, 15, 30, 60, 120 mgl^?1) were introduced into the simulations. The zeolite was added at two degrees of calcium exchanged for sodium, 25 and 75% of the maximum exchange capacity. Metals were added at concentrations typical of mixed domestic-industrial waste waters. The results show that there was no adverse effect on metal removal by the laboratory activated sludge simulations in the presence of zeolite type A.     

城乡基本公共服务均等化评估指标研究——以城乡环境服务领域为例

在界定环境基本公共服务范围的基础上,从安全的饮用水、清洁的大气和城乡污水垃圾治理基础设施3个领域构建了城乡环境基本公共服务均等化评估指标体系,并选取长春、贵阳、广州3个地区进行实证评估.结果表明,该指标体系下,环境基本公共服务领域,城乡均等化水平由高到低依次是广州、长春和贵阳.所构建的指标体系可以对城乡环境基本公共服务均等化水平进行识别和定量评估,评估结果可识别区域内城乡环境基本公共服务均等化过程中存在的问题和关键节点。     

The gap report of global climate change mitigation,finance, and governance after the United States declared its withdrawal from the Paris Agreement

On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus among policy circles and of the international community. Based on the self-developed US Policy Assessment Model, this paper systematically evaluates the three potential “major deficits” in terms of mitigation, climate finance, and global climate governance, as a result of the US withdrawal from the Paris Agreement and puts forward policy suggestions for coping with such transformations accordingly. The study shows that the United States ’withdrawal from the Paris Agreement will affect the existence and implementation of successive climate policies and result in an additional 8.8–13.4% increase in the global emissions reduction deficit. The United States’ withdrawal will also deteriorate the existing climate finance mechanism. The Green Climate Fund (GCF)’s funding gap will increase by US$2 billion, while the gap of long-term climate finance will increase by about US$5 billion a year. Either the China–EU or the “BASIC plus” mechanism could fill the governance deficit caused by the United States and the lack of political momentum may continue for a while in the future.     

Beyond Frames: Recovering the Strategic in Climate Communication

Recent calls for communication scholars and practitioners to identify effective communication means for mobilizing constituencies to address climate change often fall to distinguish between communicative acts that “mobilize” and mobilization that enables a particular end. The latter presupposes an account of the intentional or strategic alignment of mobilization, that is, the predicted or assumed relationships among a mobilized public, the mode(s) of influence or leverage this creates, and the expected consequences of such influence, i.e., how specific communicative efforts are related to outcomes or “effects” within a system. This essay argues that the neglect of strategic alignments in some recent climate communication campaigns have caused these campaigns to be non-adaptive at the scale and/or urgency required. Drawing on case studies of the 2007 Step It Up initiative and the Sierra Club's “Beyond Coal” campaign, the essay proposes viewing the strategic as an heuristic for identifying openings within networks of contingent relationships and the potential of certain communicative efforts to interrupt or leverage change within systems of power.
