Communities neighboring federally protected natural areas regularly weigh the costs and benefits of the administering agency’s
programs and policies. While most agencies integrate public opinion into decision making, efforts to standardize and formalize
public involvement have left many local communities feeling marginalized, spurring acrimony and opposition. A significant
body of research has examined barriers to effective public participation as well as strategies for relationship building in
planning processes; many of which point to trust as a key factor. Trust is especially tenuous in local communities. This paper
explores perceptions of trust, expectations for management, as well as constraints to building trust. In-depth interviews
were conducted with 21 community members and USDA Forest Service personnel at the Midewin National Tallgrass Prairie in northeastern
Illinois. The interviews revealed that trust is perceived as important to effective management. Distinct expectations for
management outcomes and processes emerged, including the values, knowledge, and capacity demonstrated in management decisions
and actions and opportunities provided for communication, collaboration, and cooperation within the agency-community relationship.
The case study identified several constraints to building trust, including competing values, knowledge gaps, limited community

Illegal wildlife trade enforcement is a cornerstone conservation strategy worldwide, yet we have a limited understanding on its social impacts. Using Chinese online wildlife seizure news (2003–2018), we evaluated the interactions among enforcement operations, news frequency, and social engagement (i.e., whistle-blowing) frequency. Our results showed that intensive enforcement operations, which commenced after 2012, have social impacts by increasing the frequency of all seizure news significantly by 28% [95% Confidence Interval (CI): 5%, 51%] and those via whistle-blowing by 24% [95% CI: 2%, 45%], when compared to counterfactual models where possible confounding factors were accounted for. Furthermore, we revealed the potential interaction between enforcement seizure news with and without social engagement, and the consequential social feedback process. Of the species identified from ‘whistle-blowing’ news, up to 28% are considered as high conservation priorities. This article deals with the use of the procurement or purchasing power of governments to protect the environment. The focus is on South Africa and the aim is to show that South African organs of state can use procurement as an environmental policy tool to contribute to sustainable development as they have commendably done so to address past discriminatory policies and practices. It is argued that such use does not fall outside the current legislative framework governing procurement and suggestions are made as to how environmental considerations could be incorporated throughout the procurement process, namely the preparatory stage; the drawing up of tender or technical specifications; ensuring the capability or responsibility of contractors; the use of criteria to compare different tenders; and ensuring that eventual performance under a contract is environmentally sound. 相似文献
