Spontaneous resettlement after drought: An Ethiopian example*

Based upon two recent periods of fieldwork among a spontaneously resettled population of cattle herders in southwestern Ethiopia, this paper is an attempt to illustrate, by a particular case, the general proposition that external aid, if it is not to be counter-productive, must meet people's needs as they themselves define them. The people in question, the Mursi, have experienced, since 1970, their worst period of drought and hunger in living memory. They have responded to this experience with resilience and inventiveness and largely without external assistance. The paper concentrates on a recent, drought induced, migration of Mursi to higher land, outside their traditional territory, and shows how the migrants are adapting to a new way of life which brings them into direct conflict with some of their most cherished cultural traditions.

Significant developments in sustainable development law and governance: A proposal

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.     

Women and biodiversity: The long journey from users to policy-makers

Although there has been a broad acknowledgment that women's local and traditional knowledge is fundamental to guarantee food security and conserve biological diversity, few women are represented at the managerial and decision‐making level of environmental movements and organizations. The United Nations, its agencies and agreements have long promoted the full and effective participation of women in decision‐making processes. So how can commitments contained in international agreements be translated into concrete actions? By using the case of the Convention on Biological Diversity, one of the key agreements adopted at the 1992 Earth Summit in Rio de Janeiro, this article analyses how gender‐equitable initiatives tend to assume an ad hoc character with few governments effectively involving women in their sustainable development strategies. 利用GPS-RTK技术进行既有线曲线整正测量研究

既有线曲线整正测量是铁路既有线提速改造和工务部门大修设计的主要任务之一。需要改造的既有铁路一般均为繁忙干线,并行车密度较高。传统的测量方法是将测量仪器安置在线路上,这样不仅在作业过程中受行车干扰,作业效率也不够高,而曲线地段通视条件差,作业难度是相当大的。同时,作业人员的安全问题也变得十分突出。笔者提出采用先进的GPS-RTK技术,对既有线曲线整正进行测量。采用该技术不仅能克服气候条件的限制,而且能以较高的频率,较高的精度测定互不通视的各被测点的坐标,克服了传统的作业方法要求置镜点与被测点之间必须通视、作业受天气影响、存在误差累积、内业计算工作量大等缺陷。该法在保证作业人员安全的前提下大大提高作业效率。

Seven suppositions about energy security in the United States

Changing the patterns of energy use requires investigating how energy consumers - not experts - conceive of energy challenges. This article explores the varying beliefs, attitudes, and views on energy security in the United States among experts and residents. Based primarily on an academic literature review to distill expert views, and a survey distributed to hundreds of residents in the U.S. to capture consumer views, the study begins by explaining its methodology before identifying seven suppositions related to energy security. These suppositions involve security of fuel supply, energy democracy, energy research and development, affordability of energy services, environmental pollution, and climate change adaptation and mitigation. The second section of the study tests these suppositions with a survey distributed to 427 respondents in the United States. Three suppositions are supported, two are unsupported, and two are neither supported nor unsupported. The final section of the study offers implications for U.S. energy policy and scholarship.

结合四川省环境空气自动监测系统的运行,从运行管理模式方面探讨了我国空气自动监测系统的发展现状,以及通过国内外环境空气评价指标的比较,探讨了现阶段中国环境空气质量评价体系的不足以及增加空气污染指数分指标的必要性.     

城市污水处理厂控制系统现状及发展趋势

随着我国经济的发展和城市化进程的加快,城市规模不断扩大,城市的人口迅速增长,随之而来的是城市生活污水量不断增加。因此,未来我国应当加大对城市生活污水的处理力度,以改善不断恶化的水环境污染趋势。自动控制系统在城市污水处理系统中至关重要,目前已经逐步应用到污水处理工艺过程及出水水质监测过程当中,并且取得了很好的效果,这样不但节约了能源,而且有着广阔的发展前景。
