ABSTRACT: The Chicago Metropolitan Floodwater Management Plan is a cooperative planning program under Public Law 566 of the 83rd Congress (The Watershed Protection and Flood Prevention Act). The planning effort was jointly sponsored by the U.S. Department of Agriculture, Soil Conservation Service, and the Metropolitan Sanitary District of Greater Chicago. The project is unique in that it studies a 1260 square mile (3266 sq. kilometer) watershed, which is approximately 35 percent urbanized and contains approximately 7.5 million people. At present, approximately 4.4 percent or 330,600 people live in a floodplain. It is presently estimated that 80,000 acres (32,000 ha.) of the study area are subject to flooding with a current average annual damage estimated at approximately $10 million. The Plan which has been developed to reduce or eliminate these damages is divided into six separate watershed plans, and has been developed through extensive use of local citizen watershed steering committees. An urban population of ducks in Puyallup, Washington, USA was studied for 14 consecutive months beginning in November 1978. Observations were made weekly from four study sites where ducks would congregate at early morning hours. Factors contributing to the presence of waterfowl in Puyallyup included abundant food supplies and a creek corridor that connected fragmented habitats in the urban area to the larger rural populations of waterfowl. Mallards (Anas platyrhynchos) were the most abundant of the 13 species observed and were the only ducks remaining during the nesting season. Habitat size and complexity were important factors influencing the species diversity of a particular site. Nesting success of mallards was poor due to limited distribution of nesting habitat, intraspecific aggression, and human disturbance. Both site-specific and more broad-based strategies are suggested for managing and planning for duck populations in urban areas. 相似文献

ABSTRACT. The Spring 1973 Mississippi River flood was investigated using remotely sensed data from ERTS-1. Both manual and automatic analyses of the data indicate that ERTS-I is extremely useful as a regional tool for flood management. Quantitative estimates of area flooded were made in St. Charles County, Missouri and Arkansas. Flood hazard mapping was conducted in three study areas along the Mississippi River using pre-flood ERTS-1 imagery enlarged to 1:250,000 and 1:100,000 scale. The flood prone areas delineated on these maps correspond to areas that would be inundated by significant flooding (approximately the 100 year flood). The flood prone area boundaries were generally in agreement with flood hazard maps produced by the U. S. Army Corps of Engineers and U. S. Geological Survey although the latter are somewhat more detailed because of their larger scale. Initial results indicate that ERTS-1 digital mapping of flood prone areas can be performed at 1:62,500 which is comparable to some conventional flood hazard map scales. 相似文献

This paper investigates the role of the science-policy interface in leveraging transitions to sustainable urban water management. The paper presents a case study of the Dutch city of Rotterdam, which is increasingly regarded as a global leader in adaptive and resilient urban water management. The analysis reveals that Rotterdam’s transition has occurred incrementally over the past 15 years, driven by policy entrepreneurs: largely municipal policy makers and policy practitioners. Strategic use of the science-policy interface (SPI) has facilitated the development of innovative solutions to achieve policy goals and created the enabling conditions necessary for transformative change. The Rotterdam case suggests that an effective SPI requires: (1) compelling water narrative; (2) cross-sectoral collaboration; (3) co-production of knowledge; (4) experiential evidence-based learning; (5) strategic use of trusted scientists; (6) fostering networks; and (7) generating business from science-based innovation. Rotterdam’s strategic approach to knowledge and innovation coupled with a new narrative around water sets it apart from many other cities and adds a new dimension to debates regarding enabling factors for advancing sustainable practices. Mapping, modeling, and valuing urban ecosystem services are important for integrating the ecosystem services concept in urban planning and decision-making. However, decision-support tools able to consider multiple ecosystem services in the urban setting using complex and heterogeneous data are still in early development. Here, we use New York City (NYC) as a case study to evaluate and analyze how the value of multiple ecosystem services of urban green infrastructure shifts with shifting governance priorities. We first examined the spatial distribution of five ecosystem services – storm water absorption, carbon storage, air pollution removal, local climate regulation, and recreation – to create the first multiple ecosystem services evaluation of all green infrastructure in NYC. Then, combining an urban ecosystem services landscape approach with spatial multicriteria analysis weighting scenarios, we examine the distribution of these ecosystem services in the city. We contrast the current NYC policy preference – which is focused on heavy investment in stormwater absorption – with a valuation approach that also accounts for other ecosystem services. We find substantial differences in the spatial distribution of priority areas for green infrastructure for the valuation scenarios. Among the scenarios we examined for NYC, we find that a scenario in which only stormwater absorption is prioritized leads to the most unevenly distributed ES values. By contrast, we find least variation in ES values where stormwater absorption, local climate regulation, carbon storage, air pollution removal, and recreational potential are all weighted equally.We suggest that green infrastructure planning strategies should include all landscape components that contribute to the production of ecosystem services and consider how planning priority alternatives generate different ecosystem services values. 相似文献

Studies based on information acquired by participative geographic approaches have sought to cope with emergency situations and disasters such as floods. However, the impact of these approaches to flood risk governance systems in order to understand these types of events as a complete risk cycle is still not clear. This paper focuses on analysing the governance possibilities of using participative geographic information like volunteered and public participatory geographic information for flood risk reduction in the case of Santiago de Chile, a city which regularly experiences urban floods during rainy seasons. Based on in-depth interviews and document analysis, our study indicates that a relevant part of the current information used for flood risk reduction efforts is provided to local and regional authorities by the affected population. Though, local actors are not recognized by central agencies as valid agents for the production of official information. Moreover, there are neither instances of communication or deliberation with the community, which reduces the capacity of local actors to discuss possible solutions. Participative geographic instruments are seen as potential mechanisms to strengthen work relations among local actors and authorities, by enhancing new logics for producing and sharing information. The impacts for the current risk governance system though can be diverse depending on the participants' level of commitment of participants and the political relations between actors and agencies. Considered as merely data acquisition and analysis mechanisms, participative instruments reproduce the existing hierarchical top-down structures. New York City’s extensive municipal park system is home to forests, wetlands, and grasslands that provide important ecological and social benefits to the city’s population. While efforts and programs exist to restore and protect these spaces, management recommendations are complex due to variable conditions in urban natural areas. To advance the management of urban natural areas, the first comprehensive ecological assessment was conducted through a collaborative effort across 4000 ha of natural areas within New York City parkland. Field and spatial data were collected and analyzed to identify the extent of forests, the types of forests, and their conditions. This approach will help guide decision-making and prioritization of natural area management at the regional level by developing unique quantitative targets for urban forests. This project serves as an example of collaboration between private and public institutions advancing the governance of urban natural areas to achieve citywide conservation and policy goals. 相似文献

Contemporary urban planning is characterised by the following: (a) a large amount of specific research gives a large quantity of facts, but like stones of the mosaic do hot make an entire picture; (b) in the basis of these researches no one finds entire creative conceptions; (c) the theories lose touch with practical design matter; (d) in contradiction to the classical architectural epoch, urban planning loses touch with the construction of buildings; (e) the practice of urban planning and the construction of buildings lose touch with historical traditions. The corollary of these academic and unnatural specialisations is a break not only from “the tie of times” but also from the ties inside the profession. This situation has an effect on the practice of urban planning and architecture; society returns to destructive criticism. It is impossible to get away from this fact. The author makes an attempt to change this situation for the better — at least in some measures. On the basis of many years study of the results of research this paper presents a concept of contemporary urban planning. Urban areas are increasingly seen as having distinct need for climate adaptation. Further, as resources are limited, it is essential to prioritize adaptation actions. At the municipal scale, we suggest that priorities be placed where there is a gap between adaption need and existing adaptation effort. Taking Seattle, USA, as an example, we present this gap in terms of four categories of adaptation options (no-regret, primary, secondary, and tertiary) for the three primary urban hazards—flooding, heat wave, and drought. To do so, we first establish current adaptation need by identifying and categorizing adaptation options. Next, we consider for each option the number of hazards addressed and benefit to and beyond climate adaptation, the projected magnitude of the hazards addressed, the projection’s uncertainty, and the required scale and irreversibility of investment. Third, we assessed Seattle’s current adaptation efforts by reviewing adaptation plans and related materials. Finally, we identify the distance or “gap” as the proportion of adaptation options not identified by existing adaptation plans.For Seattle, we categorized seven options as no-regret adaptation, five as primary, two as secondary, and three as tertiary. Each level’s adaptation gap highlights significant opportunities to take steps to reduce climate risks in key areas. 相似文献

Air pollution Integrated Assessment Models (IAM) can be used for determining how emissions should be reduced to improve air quality and to protect human health in a cost-efficient way. The application of IAM is also useful to spread information to the general public and to explain the effectiveness of proposed Air Quality Plans. In this paper, the application of the RIAT+ system to determine suitable abatement measures to improve the air quality at a regional/local level is presented for two European cases: the Brussels Capital Region (Belgium) and the Porto Urban Area (Portugal). Both regions are affected with PM10 or NO2 concentrations that exceed the limit values specified by the European Union legislation. To properly assess air quality abatement measures a surrogate model was used, allowing the implementation of an efficient optimization procedure. This model is derived in both cases through a set of simulations performed using a Chemistry Transport Model fed with different emission reduction scenarios. In addition, internal costs (due to the implementation of emission reduction measures) and external costs (due to population exposure to air pollutant concentrations) of policy options were considered. The application of this integrated assessment modelling system in scenario (Brussels case) and optimization (Porto) modes contributes to identifying some advantages and limitations of these two approaches and also provides some guidance when urban air quality has to be assessed. 相似文献
