The mental health consequences of exposure to traumatic events and the risk factors for psychological morbidity among expatriate and Kosovar Albanian humanitarian aid workers have not been well studied. In June 2000, we used standardised screening tools to survey 285 (69.5%) of 410 expatriate aid workers and 325 (75.8%) of 429 Kosovar Albanian aid workers from 22 humanitarian organizations that were implementing health programmes in Kosovo. The mean number of trauma events experienced by expatriates was 2.8 (standard deviation: 2.7) and by Kosovar staff 3.2 (standard deviation: 2.8). Although only 1.1% of expatriate and 6.2% of Kosovar aid workers reported symptoms consistent with the diagnosis for post-traumatic stress disorder, 17.2% and 16.9%, respectively, reported symptoms satisfying the definition of depression. Regression analysis demonstrated that the number of trauma events experienced was significantly associated with depression for the two sets of workers. Organisational support services may be an important mediating factor and should be targeted at both groups. 相似文献

Humanitarian and development agencies have confronted growing insecurity in some of the regions in which they work over the course of the past decade. Consequently, aid agencies are changing their approach to security issues. Compared to aid agencies from other countries, especially the United Kingdom and the United States, German aid agencies have been relatively slow to adopt security measures. In addition, the security measures they have selected differ from one agency to another, even in comparable security contexts. The literature on organisational learning helps to explain these differences. The findings show that external and internal organisational factors influence an aid agency's choice of a particular security measure. The different responses of German aid agencies to the changing security environment demonstrate that security measures are not only influenced by an organisation's identity but also can be a way for them to demonstrate their identity and thereby distinguish themselves from other actors that deliver aid. 相似文献

ABSTRACTNatural disasters have serious negative consequences for China and it is necessary to build an effective and efficient disaster relief system. This paper aims to provide suggestions for how to restructure and optimise China’s disaster relief system. This paper first discusses the four main channels through which relief funds are currently distributed in China while also examining the relative share of relief funds directed through each channel. Then, the advantages and disadvantages of these relief channels are compared. Finally, suggestions for how China can reduce the negative economic and social impacts of natural disasters by restructuring and optimising its current disaster relief system are provided. The paper presents several main findings. Currently, government-channelled funds are the most important source of disaster relief in China. However, the actual ratio of relief funds from the government to the total amount of losses and the ratio of relief funds from the four channels added together are both very low. This paper argues that the role of commercial insurance in disaster relief is far from sufficient. Importantly, suggestions are also provided on how to restructure the system and on the relative role that each of these channels should play in China’s disaster relief system. 相似文献

Women have the right to support that enables them to breastfeed. Supporting breastfeeding in emergencies is important because artificial feeding places mothers and children at risk. In emergencies, artificial feeding is dangerous to the infant, difficult and requires substantial resources. In contrast, breastfeeding guards infant health. It is also protective against postpartum haemorrhage, maternal depletion, maternal anaemia and closely spaced births and should therefore concern not only nutritionists, but also those involved in reproductive health. However, it is common for women's ability to breastfeed to be undermined in emergencies by the indiscriminate distribution of breast-milk substitutes and the absence of breastfeeding support. Controlling the distribution of breast-milk substitutes, providing supportive environments, and appropriate medical and practical assistance to breastfeeding women safeguards the health and well-being of mothers and babies. Greater collaboration between the nutrition and reproductive health sectors is required to promote best practice in protecting breastfeeding women and their children in emergencies. 相似文献

ABSTRACT: Research on the condition of drinking water provision in the United States documents the inequitable financial impact of environmental regulations on small water systems (those serving 3,300 or fewer people). While a variety of federal and state financial assistance programs are available for water systems, few quantitative analyses have evaluated the success of these programs in alleviating the problems of small systems. A case study of the largest aid initiative for water supply infrastructure in Pennsylvania provides the empirical framework through which to analyze government funding opportunities for water systems. This study examines the allocation practices of the Pennsylvania Infrastructure Investment Authority (PENNVEST) to water systems of varying sizes. Utilizing data from PENNVEST applications and the Pennsylvania Department of Environmental Protection, the distribution of PENNVEST award recipients and denied applicants by size characteristics are compared. The study indicates that very small water systems (those serving 500 or fewer) do not apply for or receive funds with the same frequency as their larger counterparts. Understanding the allocation of awards from PENNVEST offers insight into the ability of small communities to access capital for water supply infrastructure. 相似文献

This paper begins by setting out the main arguments on which a proposal for "relief-development strategies" rest. The second part of the paper is concerned with a discussion of the way the objectives of a "relief-development strategy" might be achieved and the roles emergency food aid might have. In the third part of the paper, a number of strategic issues are discussed. A stylized account is presented of how a broad "relief development strategy" might be mounted. The last part of the paper draws together the discussion by considering how emergency projects should be assessed. Critics have long questioned the push for professionalised and performance‐driven accountability in the humanitarian sector, yet the matter is largely treated as a ‘back office’ issue of standards, guidelines, and processes. Scant attention is paid to the accountability demands experienced by early responders to disasters. Set in the contested climate of the emergency response to the earthquake in Nepal on 25 April 2015, and drawing on interviews with 15 early responders, this paper reveals three forms of accountability demands: (i) accountability as compliance; (ii) accountability as the object of government regulation; and (iii) accountability as public opposition and interrogation. Beyond the performance‐centric, non‐governmental organisation‐driven understanding of accountability, early responders to the earthquake experienced multidirectional accountability demands, not only from donors and beneficiaries, but also from the national government and wider public. Engaging with public criticism is a significant feature of early responders' responsibility that warrants further consideration by the humanitarian community. 相似文献

This paper analyses the performance of aid‐funded livelihoods recovery efforts in Sri Lanka following the Indian Ocean tsunami of 26 December 2004, with special attention paid to the effects on the rural poor. It argues that successful livelihoods recovery was hampered by an excessive focus by aid agencies on entrepreneurs and entrepreneurship, and by the lack of a politically informed understanding of the economy. Based on ethnographic and survey‐based research, the study demonstrates that the category of ‘entrepreneur’ is misleading for large parts of the economy. Indeed, the desire to build an entrepreneurial economy actually hampered successful livelihoods recovery in Sri Lanka and, in some cases, reinforced inequitable relations of power. The paper concludes that for livelihoods recovery programmes to be effective, they must be founded on an understanding of the relations of power that constitute the economy; these relations operate across scales, and are historically and geographically specific. 相似文献
