从加强高速公路紧急事件应急处置、协同管理的角度出发,给出区域高速公路网和紧急事件的定义,界定了紧急事件的分类和特征,阐明建立救援协作体系的必要性。从工作流程和环节控制入手,构建包括决策组织、信息共享、交通管控、现场救援、应急储备等内容在内的区域高速公路网紧急事件救援协作体系,提出各模块构成要件及典型运作模式,有助于统筹区域高速公路网决策指挥,优化应急资源配置和调度,密切紧急事件协同处置,提高救援效率和水平。  相似文献

Despite more than 20 years of distribution of free emergency food in eastern Sudan (38 years in the case of refugees) Global Acute Malnutrition rates are currently the highest in the country. There has been no real improvement in the chronic livelihoods vulnerability that affects people in the region—particularly pastoralists. Food security must be seen from an informed livelihoods perspective. While food aid may still be required as part of transition, WFP must rethink its assistance strategy and advocate for complementarity in the efforts by development actors working across a range of sectors. Alternative models and interventions focused on the rehabilitation of markets and the development of' cargo nets' for the destitute, including cash transfers, must be developed and tested. Land tenure issues should be given particular attention. Food aid will probably remain an important element in the overall response, but its significance relative to other less developed forms of interventions should be reassessed.  相似文献

Painting an accurate picture of the situation on the ground in countries in crisis is vital for the efficiency of humanitarian aid and reconstruction agencies. This study describes a method for standardising and mapping the plethora of open-source information. The test site for the study is post-conflict Iraq. Important information on aid distribution, reconstruction and security in Iraq can be derived from the reports of humanitarian aid agencies and the media, before being formatted, inserted into a database and mapped. The product is a visual, cartographic structure of otherwise random information, showing which organisations are working in the country, which thematic and geographic areas are being prioritized in the field, and which areas most frequently experience security events. This type of mapping not only highlights the overall working environment within different parts of the country, but it may also serve as a decision-making tool for donors and humanitarian aid agencies planning to deploy personnel.  相似文献

This paper examines advocacy initiatives by humanitarian and human rights organisations to address problems of governance in resource-rich and conflict-affected countries, focussing on the case of Angola. Humanitarian principles preclude the use of indiscriminate conditionality and point towards a cautious approach to advocacy aimed at assisting vulnerable populations. Furthermore, the relatively insignificant amount of aid supplied to resource-rich local authorities means that individual agencies have precious little leverage, especially when commercial interests rather than humanitarian or 'good governance' principles influence the priorities of bilateral donors. A context of resource wealth calls for: high levels of coordination and cooperation between human rights groups, aid agencies and donors; balanced use of conditionality, based on the drawing, by donors, of a clear distinction between emergency and development-oriented assistance; and a sustained effort to highlight the responsibilities of local authorities, foreign governments and businesses in meeting humanitarian and development objectives.  相似文献

Mortality rates are among the main indicators of the human impact of armed conflict and many surveys have assessed this impact both for targeting and evaluating humanitarian aid programmes. Almost no epidemiological analysis such as calculating relative risk was performed nor were reference values clearly described. Here the aim is to review published mortality rates for a better understanding of age-specific mortality in armed conflict. Published mortality rates from conflict situations were collected and pre-conflict reference rates composed. We calculated the relative risk of dying in conflict compared to pre-conflict for children under 5 and people older than five years old. Although limited by reporting inadequacies, the results confirm the high vulnerability of children < 5 but identify a higher relative risk of dying among the > or = 5 year olds. Although not entirely new, this observation is not fully understood. Further systematic epidemiological research is needed to estimate and understand the impact of armed conflict on mortality.  相似文献

A large number of organizations make decisions that directly or indirectly affect tropical forests. The principal constraints that affect these organizations are (1) insufficient funds; (2) insufficient knowledge about the resources and appropriate technologies; (3) institutional, cultural, and political factors; (4) inadequate communication; and (5) contradictory efforts. Opportunities for improving the efficiency and effectiveness of these organizations include (1) increasing cooperation among US government agencies; (2) redirecting international organizations; (3) increasing coordination among organizations; (4) boosting support of nongovernmental organizations and universities; (5) encouraging responsible involvement by private corporations; (6) strengthening existing organizations; and (7) creating new organizations.This article is drawn from US Congress, Office of Technology Assessment (1984), Technologies to Sustain Tropical Forest Resources, chap. 5. Other articles drawn from the OTA report are Hyman (1984a and b) and Hyman and Ross-Sheriff (1984). It has been nearly 20 years since a working definition for “sustainable development” was put forward by the World Commission on Environment and Development. The concept endures in the mission statements and frameworks of action of various societal actors, including those of neighborhood associations, metropolitan development authorities, environmental ministries, and United Nations (UN) specialized organizations, to name a few. Yet many observers doubt that sustainable development is occurring in poor countries. This failure, the critics contend, stems from miserly transfers of foreign aid. The extent to which inadequate aid is to blame for poor environmental/developmental outcomes is an open question. But vocal demands for increasing aid to meet sustainable development goals come from many parts of society and are persistent. Exhortations for more aid to help poor countries are noble, perhaps even justifiable, but there are understandable doubts about the wisdom of transferring large capital and technical resources to countries that are slow to adopt needed institutional reforms. Aid without institutional reform is a recipe for wasted resources and donor fatigue. Worse, it may enhance inequities of wealth and power in recipient countries. There are few illustrations to draw on demonstrating how institutionally impoverished societies are affected when they are compelled to absorb massive aid inputs over a short period––a remedy suggested by some prominent aid experts. As a proxy, it is valuable to examine instances where swift macroeconomic changes, spurred by external investment and export-led growth, has occurred without significant institutional development. The case of Equatorial Guinea and its sudden oil riches is examined to discern whether, in the absence of meaningful institutional reform, rapid and profound increases in foreign direct investment and export income enable poverty alleviation and sustainable development.

采用烧杯搅拌实验研究了用粉末活性炭作前助凝剂提高聚合氯化铝(PAC)去除铜绿微囊藻的有效性。结果表明,单独使用粉末活性炭作前助凝剂的除藻效果并不好,而先投加20 mg/L高岭土,再将15 mg/L PAC与粉末活性炭同时投加,除浊除藻效果明显提高。考虑首先充分发挥粉末活性炭对有机物的去除能力,在除浊除藻率仍然较高的情况下,采用粉末活性炭先于高岭土2 min投加的方式,粉末活性炭的最佳助凝剂量为10mg/L。采用粉末活性炭、高岭土和FeCl3依次投加的完整助凝技术路线,除浊除藻效率最高。碱性水体比酸性水体有利于联用三种助凝剂除藻。扫描电镜(SEM)观察结果表明,采用助凝技术,藻细胞主要与高岭土无机颗粒发生凝聚,投加粉末活性炭有助于絮凝体体积增长,而在絮凝阶段投加FeCl3可使絮凝体的分维数达到1.947的最高值。联用粉末活性炭、高岭土和FeCl3是非常有效的助凝除藻新技术。  相似文献

Typhoon Haiyan struck the Philippines on 8 November 2013 with maximum sustained winds of 235 kilometres per hour, adversely affecting at least 11 million people and displacing some 673,000 in the central regions of the country. The disaster clearly overwhelmed the Philippine government despite its seemingly well‐crafted disaster management plan. Using timelines of different organisations, this paper identifies gaps in the government's response, mainly due to its failure in coordinating and managing relief operations, which adversely affected its effectiveness and efficiency in the delivery of critical goods and services following the disaster. The paper also demonstrates how non‐governmental organisations (NGOs), the United Nations, foreign governments and other organisations provided assistance, mainly through aid niching, to cover the government's shortcomings. The paper recommends a paradigm shift in the government's disaster response by integrating collaborative arrangements between government agencies and NGOs, and giving local governments the lead role, with the national government as support, in disaster planning and response.  相似文献

Infants and young children are vulnerable in emergencies. The media plays an important role in aid delivery and has a positive impact when reports are accurate. However, the media has been implicated in encouraging harmful aid in the form of donations of infant formula and other milk products. Internet‐based media reports were collected after Cyclone Nargis in Myanmar and the WenChuan Earthquake in China (2008) and examined for content related to infant and young child feeding. Common messages identified included that: babies are vulnerable; stress prevents breastfeeding; and providing infant formula saves lives. Messages rarely reported included that: artificial feeding is dangerous; and breastfeeding protects infants. This analysis suggests that current patterns of media reporting may encourage harmful aid and increase child morbidity and mortality. Aid organisations should encourage the media to report accurately on the needs of infant and young children in emergencies so as to improve aid delivery.  相似文献
