The equivalence between multilayered barriers regarding diffusion and adsorption is analyzed by means of an analytical method. The bottom boundary of the liner system is defined by assuming concentration continuous and flux continuous conditions of the contaminant between the bottom liner layer and the underlying soil. Five different liner systems were compared in terms of solute breakthrough time. The results of the analysis show that breakthrough time of the hydrophobic organic compounds for a 2-meter-thick compacted clay liner (CCL) can be 3-4 orders of magnitude greater than the breakthrough time for a geosynthetic clay liner (GCL) composite liner. The GM/GCL and GM/CCL composite liner systems provide a better diffusion barrier for the hydrophilic organic compounds than that for the hydrophobic compounds due to their different Henry's coefficient. The calculated breakthrough times of the organic contaminants for the Chinese standard liner systems were found to be generally greater than those for the GCL alternatives, for the specific conditions examined. If the distribution coefficient increases to 2.8 for the hydrophobic compounds or 1.0 for the hydrophilic compounds, the thickness of the attenuation layer needed to achieve the same breakthrough time as the standard liner systems can be reduced by a factor of about 1.9-2.4. The catastrophic consequences of recent NaTech events triggered by earthquakes highlighted the inadequacy of standard approaches to seismic risk assessment of chemical process plants. To date, the risk assessment of such facilities mainly relies on historical data and focuses on uncoupled process components. As a consequence, the dynamic interaction between process equipment is neglected. In response to this gap, researchers started a progressive integration of the Pacific Earthquake Engineering Research Center (PEER) Performance-Based Earthquake Engineering (PBEE) risk assessment framework. However, a few limitations still prevent a systematic implementation of this framework to chemical process plants. The most significant are: (i) the computational cost of system-level simulations accounting for coupling between process equipment; (ii) the experimental cost for component-level model validation; (iii) a reduced number of hazard-consistent site-specific ground motion records for time history analyses.In response to these challenges, this paper proposes a recently developed uncertainty quantification-based framework to perform seismic fragility assessments of chemical process plants. The framework employs three key elements: (i) a stochastic ground-motion model to supplement scarcity of real records; (ii) surrogate modeling to reduce the computational cost of system-level simulations; (iii) a component-level model validation based on cost-effective hybrid simulation tests. Given many potential obstacles, what types of strategic plans and measures for climate protection and/or energy sustainability are more likely than others to be adopted by cities? What are the key internal and external obstacles to adopting and implementing these plans and measures? Based on data obtained from a survey conducted from 2010 to 2011 and other sources, this paper develops a framework derived from political contracting theory and strategic orientation literature to examine how public management obstacles, socio-economic factors, and political factors influence a city's likelihood of having strategic energy sustainability plans and measures in place. Moreover, this paper finds that many California cities remain reluctant to require residents and businesses to comply with more challenging sustainability measures, such as smart-growth land-use practices, and that those cities with a strategic energy sustainability plan already in place tend to be more willing to adopt smart-growth land-use measures. 相似文献
