区域危险品道路运输网络双层反馈规划模型及算法   总被引:1,自引:0,他引:1  
为通过运输网络规划方式降低区域路网危险品运输风险,根据危险品道路运输网络规划中存在监管者路网规划和运输者路线选择的双层约束特征,在假设监管者网络规划目的为总运输风险最小,运输者选线目的为总运输成本最小的基础上,建立区域危险品道路运输网络双层规划模型。进一步提出能求解得到稳定运输网络的双层反馈式算法,即在传统模型算法中增加稳定性检验和反馈调整算法,进而保证运输者在监管者规划路网中所选路线运输成本最小的同时运输风险也尽可能小。最后,通过实例分析检验模型和算法的有效性。计算结果显示,反馈式算法求得的运输网络更稳定,总运输风险值也比传统模式和算法的低。  相似文献

Self‐awareness represents an important aspect of leadership. However, past research on leader self‐awareness has focused on one component of self‐awareness, self versus others' ratings, leaving the second component, the ability to anticipate the views of others, largely neglected. We examined this second component of self‐awareness by focusing on women leaders who have been found to under‐predict how others rate them. In two studies, we measured how women leaders anticipate the views of their bosses in regard to their leadership. In Study 1, 194 leaders rated their leadership, were rated by their bosses, and then predicted how their bosses rated their leadership. While we found that women under‐predict their boss ratings compared with men, we did not find that boss gender or feedback played a role in this under‐prediction. In Study 2, 76 female leaders identified (via open‐ended questions) possible reasons and consequences of under‐prediction for women in organizations. Results from Study 2 reveal the following: (1) the reasons for women's under‐prediction include a lack of self‐confidence, differences in feedback needs, learned gender roles, and self‐sexism; and (2) the perceived consequences of under‐prediction are negative for both women and the organization. The aim of the present article is to examine the importance of public participation in the production and use of environmental science, with special reference to “expert citizens” who can facilitate and mediate between expert knowledge and lay people. The study of expert citizens is largely unexplored in Japan's environmental policy. As uncertainty, inherent in the complexity of environmental science, increases, there are calls for refashioning expert knowledge into a more citizen–expert interactive governance. In the USA, the way that lay people can participate in scientific knowledge application and policy-making is organised through grassroots and national environmental organisations, such as the National Resources Defense Council. In Japan, such professional associations that build networks of interaction with scientific experts, policy-makers, interest groups and the media, have yet to emerge on a wider scale. Nonetheless, voluntary citizens individually or collectively have developed their expertise over many years and have begun to play an intermediary role at the local level. This article will analyse the potential roles of expert citizens by conducting the case studies of two Japanese localities, Shiki and Joyo cities.  相似文献

Uses of science by environmental justice (EJ) activists reflect struggles to challenge professional scientific expertise, achieve fair outcomes, and effectively participate in decision-making processes. This qualitative research analyses the relationship between citizen science and EJ in a new waste facility siting conflict in urban Los Angeles, namely connections between citizen science and four dimensions of EJ: fair distribution, respect and recognition, participation in decision-making, and community capabilities. Citizen science is one tactic in EJ, yet little research investigates its role in a new facility siting conflict, particularly in relation to multi-faceted EJ goals. The research reveals opportunities for individual empowerment and community capacity building using citizen science, and a small measure of improved respect and recognition for participants who brought their own knowledge, research, and voices to the table. At the same time, the work identifies limitations on citizen science to improve local participatory procedures and decision-making, which also constricted the achievement of outcomes most desired by the EJ group: to prevent approval and construction of the new waste facility. This paper argues that uses of citizen science contributed to partial achievement of EJ goals, while hindered by governance processes that call for public participation yet shield decision-makers from substantive engagement with the volume or content of that participation.  相似文献

基于利益相关者和政策过程理论,以某地耕地重金属污染治理试点为案例,对农业主管部门、环境主管部门、粮食收储部门、科研单位、农资生产商、农资流通主体、农户以及新型农业经营主体等八类利益相关者的利益诉求、行为特征以及与政策的相互影响进行了深入分析。研究表明,不同相关者的利益诉求和行为特征构成了试点区错综复杂的治理格局。在政策过程中,农业主管部门的主导作用明显,存在着因有效互动不足造成的政策制定缺乏共识,政策执行成本较高、阻力较大,政策评估有待完善等问题。虽然现行政策在一定程度上调动了除部分农资流通主体外其余利益相关者的积极性,但尚未形成利益相关者共同治理且与政策良性互馈的局面,需从政策过程视角加以完善。  相似文献

Fires are critical elements in the Earth System, linking climate, humans, and vegetation. With 200–500 Mha burnt annually, fire disturbs a greater area over a wider variety of biomes than any other natural disturbance. Fire ignition, propagation, and impacts depend on the interactions among climate, vegetation structure, and land use on local to regional scales. Therefore, fires and their effects on terrestrial ecosystems are highly sensitive to global change. Fires can cause dramatic changes in the structure and functioning of ecosystems. They have significant impacts on the atmosphere and biogeochemical cycles. By contributing significantly to greenhouse gas (e.g., with the release of 1.7–4.1 Pg of carbon per year) and aerosol emissions, and modifying surface properties, they affect not only vegetation but also climate. Fires also modify the provision of a variety of ecosystem services such as carbon sequestration, soil fertility, grazing value, biodiversity, and tourism, and can hence trigger land use change. Fires must therefore be included in global and regional assessments of vulnerability to global change. Fundamental understanding of vulnerability of land systems to fire is required to advise management and policy. Assessing regional vulnerabilities resulting from biophysical and human consequences of changed fire regimes under global change scenarios requires an integrated approach. Here we present a generic conceptual framework for such integrated, multidisciplinary studies. The framework is structured around three interacting (partially nested) subsystems whose contribute to vulnerability. The first subsystem describes the controls on fire regimes (exposure). A first feedback subsystem links fire regimes to atmospheric and climate dynamics within the Earth System (sensitivity), while the second feedback subsystem links changes in fire regimes to changes in the provision of ecological services and to their consequences for human systems (adaptability). We then briefly illustrate how the framework can be applied to two regional cases with contrasting ecological and human context: boreal forests of northern America and African savannahs.  相似文献

城市生态系统是一个复杂的巨系统,随着经济社会的发展,城市生态系统面临着诸多环境问题,研究城市生态系统建设路径对城市生态环境的改善具有重要意义.本文将影响城市生态系统建设的宏观因素分为5个主要子系统:经济子系统、人口子系统、环境子系统、资源子系统和能源子系统.利用系统动力学模型(System Dynamics, SD)构建城市生态系统的因果回路图和存量流量图,定量描述人口、资源、环境、能源与经济子系统中各相关变量之间的动态反馈关系,以模拟其建设状况及未来变化趋势.考虑到不同的政策驱动因素对城市生态系统建设的影响不同,设置了自然增长型、人口控制型、环境导向型、科技导向型、资源节约型和平衡发展型6种建设路径,通过改变主要模型参数的值来模拟关键变量的变化.研究发现,城市生态环境问题是人口增速过快、产业发展不均衡、水资源匮乏等综合原因造成的.最适合天津市的发展路径是在控制人口增量的同时加强人才引进政策,以此来提高全市科技发展水平,在增加供水方面不仅要依靠科技进步来促进再生水利用量,还要增加外来调水.  相似文献
