Coastal hazards and community-coping methods in Bangladesh   总被引:1,自引:0,他引:1  
Addressing one of the most vulnerable coastal communities in Bangladesh, this paper explores people’s perception and vulnerabilities to coastal hazards. At the same time, it investigates the methods that communities apply to cope with different coastal hazards. Findings revealed that people perceived an increase in both the intensity of hazards and their vulnerabilities. In spite of having a number of socio-economic and locational factors enhancing their vulnerabilities, the community is creating their own ways to cope with these hazards. For different aspects of life like shelter, employment, water supply, and health, communities apply different coping methods that vary with the types of hazard. Efforts have also been made by governments and NGOs to manage coastal hazards. By highlighting both community-coping methods and efforts of development organizations, this paper attempts to devise an integrated approach for managing the coastal hazards that occur in Bangladesh.  相似文献

The loss and degradation of nature can lead to hopelessness and despair, which may undermine engagement in conservation actions. Emerging movements, such as that behind the organization Conservation Optimism, aim to avert potential despair of those involved in conservation. Some argue that fostering positive states, such as hope or optimism, can motivate engagement and action; however, others question whether fostering hope or optimism may inadvertently undermine perceived gravity of conservation challenges. We examined this issue by quantifying dispositional hope and optimism with a representative sample of Australians (n = 4285) and assessing their relationship with indicators of conservation engagement. We used the Great Barrier Reef (GBR) in Australia as a case study. We asked participants what they could do to help the GBR, then classified their responses into 2 outcome variables: identifying climate actions (i.e., actions that tackle the main threat to the reef) and identifying plastic actions (i.e., actions that are popular among community members). We also quantified likelihood of performing these actions and appraisals of both threats and actions. One dimension of hope, hope pathways (defined by Snyder's hope theory as knowing different ways to act), was associated with greater capacity to identify climate-related behaviors (odds ratio [OR] = 1.44) and plastic reduction behaviors (OR = 1.22) and greater likelihood of adopting climate-related actions (β = 0.20). Optimism was associated with recognition of plastic reduction behaviors only (OR = 1.22). Neither hope nor optimism undermined appraisal of conservation threats. The effects of optimism were mediated by reduced action futility, and effects of hope pathways were mediated by stronger perceptions of threats to the reef (threat appraisal) and confidence in performing useful actions (coping appraisal). Our findings suggest that dispositional hope can strengthen, rather than undermine, appraisal of conservation challenges and solutions and thereby increase conservation engagement.  相似文献

基于水利工程群应对干旱能力的影响因素分析,从水利工程的布局、规模和运行管理两个层面构建水利工程群应对干旱能力评价指标体系。综合层次分析法和熵值法两种确定权重的方法,确定各评价指标的组合权重,采用模糊综合评价法构建了水利工程群应对干旱能力评价模型。该评价模型在漳卫河流域的应用结果表明,该流域整体应对干旱能力水平较弱,未来需要加强对现有水利工程体系的科学调度管理,并充分利用流域外调水提高干旱应对能力。  相似文献

For generations, cyclones and tidal surges have frequently devastated lives and property in coastal and island Bangladesh. This study explores vulnerability to cyclone hazards using first‐hand coping recollections from prior to, during and after these events. Qualitative field data suggest that, beyond extreme cyclone forces, localised vulnerability is defined in terms of response processes, infrastructure, socially uneven exposure, settlement development patterns, and livelihoods. Prior to cyclones, religious activities increase and people try to save food and valuable possessions. Those in dispersed settlements who fail to reach cyclone shelters take refuge in thatched‐roof houses and big‐branch trees. However, women and children are affected more despite the modification of traditional hierarchies during cyclone periods. Instinctive survival strategies and intra‐community cooperation improve coping post cyclone. This study recommends that disaster reduction programmes encourage cyclone mitigation while being aware of localised realities, endogenous risk analyses, and coping and adaptation of affected communities (as active survivors rather than helpless victims).  相似文献

This study describes the different coping and adaptation strategies used by smallholder farmers to mitigate the adverse impacts of climate change and variability in the central highlands of Ethiopia. A distinction was made between coping and adaptation strategies, respectively, as short-term and longer term measures. The study surveyed 200 farm households in three districts, and three focus group discussions and three key informant interviews were conducted in each district. All the surveyed farmers perceived at least one aspect of change in the local climate. Their perception of an increasing trend of temperature was supported by meteorological records, while their perception of declining annual rainfall was not supported by actual records in two of the three districts, where positive trends in rainfall were observed. Farmers identified changes in rainfall and drought as their major climate change-related risks. In response, farmers used different strategies to mitigate the adverse effects of climate change and variability. The most widely used coping strategy was selling livestock (85% of the respondents), followed by changing consumption pattern (76% of the respondents). Changing crop planting dates was the most preferred adaptation option (89% of the respondents), while irrigation as an adaptation strategy was used only by 10% of the surveyed farmers. Shortage of water for irrigation (83% of the respondents) and shortage of money to buy necessary inputs (77% of the respondents) were the major barriers to effective adaptation frequently cited in the study area. We conclude that adaptation policy should build on existing coping and adaptation strategies and focus on addressing barriers to the adoption of coping and adaptation measures at different scales.  相似文献

The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.  相似文献

Climate change and disasters pose a serious risk to sustainable development. In the South, local coping strategies are an important element of adaptation to climate and disaster risk. Such strategies have emerged because of the limited assistance provided by urban actors and associated social security and governance systems. In the North, in contrast, local coping strategies are comparatively poorly developed. However, the extent of the changing climatic conditions is also reducing the capacity of Northern institutions to deal with climatic extremes and variability, which emphasises the need for more local-level engagement in the North. This paper analyses the differences in local and institutional responses to climate change and disasters in a Southern and a Northern city (San Salvador, El Salvador, and Manchester, United Kingdom, respectively), and highlights how the lessons learned might be translated into an improved distributed governance system; that is, an 'integrated engagement model', where local and institutionalised responses support rather than hinder each other, as is currently the case.  相似文献

Drought is a recurring challenge to the livelihoods of those living in Tharaka District, Kenya, situated in the semi-arid zone to the east of Mount Kenya, from the lowest slopes of the mountain to the banks of the Tana River. This part of Kenya has been marginal to the economic and political life of Kenya from the colonial period until the present day. A study of more than 30 years of change in how people in Tharaka cope with drought reveals resilience in the face of major macro-level transformations, which include privatisation of landownership, population growth, political decentralisation, increased conflict over natural resources, different market conditions, and environmental shifts. However, the study also shows troubling signs of increased use of drought responses that are incompatible with long-term agrarian livelihoods. Government policy needs to address the challenge of drought under these new macro conditions if sustainable human development is to be achieved.  相似文献

This study addresses coping processes as explanation of age‐related differences in strain experience. Based on the life‐span theory of control, we posit that older workers employ more active problem‐focused and more active emotion‐focused coping strategies than younger workers, which should mediate age effects on strain at work. The correlation between age and passive avoidance coping, in contrast, is expected to be qualified by external resources such as job control. Hypotheses were tested in a two‐wave panel study (8 months lag) with 634 workers (age range 16–65 years). Job demands were considered as control variables. As predicted, older as compared with younger workers reported more active problem‐focused coping, which mediated age differences on strain in the longitudinal analysis. No mediation was found for active emotion‐focused coping. Moreover, age‐contingent effects of passive avoidance coping were moderated by job control. When job control was low, younger as compared with older workers reported more avoidance coping, which in turn decreased strain in the longitudinal analysis. Finally, reverse longitudinal effects of age‐contingent strain on active problem‐focused and active emotion‐focused coping provide initial evidence for age‐contingent resource spirals.
