Academic arguments present a critique of representative democracy and suggest that enhanced participation of communities in the management, governance and regulation of their local environments is required. Similarly, theorists of environmental democracy suggest the possibility and desirability of community involvement. In this paper, we argue that theories of environmental democracy lack the explanatory power to address real-life relations between people and their environment. Drawing on empirical material from recent research in the forested communities of the former coalfields of the South Wales Valleys, we identify significant rigidities, inertia and barriers that stand in the way of community participation in environmental democracy. We do this by constructing a framework for critical analysis that postulates a connection between recent shifts towards post-productivism in British forestry policy and theories of environmental democracy. Our findings point to a dissonance between, on the one hand, post-productivist forestry policy and theoretical discourses of governance, participation and environmental democracy, and, on the other hand, the actual situation of people living in the communities of the Valleys forest in South Wales. Social movements seek to influence views on environmental issues and put pressure on policy-makers in a range of related areas. But alongside their specific goals, they also often strive to create space for genuine deliberation about the need for societal transformation. This ‘dual orientation’ places them theoretically between social movement studies’ focus on strategic considerations and the ‘sincere’ (truthful) communication envisioned by democratic theorists to be a condition for ‘authentic’ deliberation, in which actors genuinely seek to understand each other’s views. Engaging with both fields of theory, a framework is developed for separating actions that are strategic, sincere and employ sincerity as strategy. Actors choose sincerity as a strategy when they practice truthful reasoning as a means to advance their interests in the public sphere. As illustrated by green movements, the concept captures how activists may handle three risks in public discourse: commercialization, politicization and idealization.  相似文献

Common-pool governance principles are becoming increasingly important tools for natural resource management with communities and comanagement arrangements. Effectiveness of these principles depends on variability in agreements, trust, and adherence to institutional norms. We evaluated heterogeneity in governance principles by asking 449 people in 30 fishing communities in 4 East African countries to rate their effectiveness. The influences of individuals, their membership and role in stakeholder community groups, leadership, community, and country were tested. The membership and role of people were not the main influence on their perceptions of the effectiveness of governance principles. Therefore, drawing conclusions about the effectiveness of specific principles would be difficult to make independent of the individuals asked. More critical were individuals’ nationalities and their associations with the shared perceptions of a response-group's effectiveness of each principle. Perceptions of effectiveness differed strongly by country, and respondents from poor nations (Madagascar and Mozambique) were more cohesiveness but had fewer and weaker between-community conflict-resolution mechanisms. Overall, group identity, group autonomy, decision-making process, and conflict resolution principles were perceived to be most effective and likely to be enforced by repeated low-cost intragroup activities. Graduated sanctions, cost–benefit sharing, and monitoring resource users, fisheries, and ecology were the least scaled principles and less affordable via local control. We suggest these 2 groups of principles form independently and, as economies develop and natural resources become limiting, sustainability increasingly depends on the later principles. Therefore, management effectiveness in resource-limited situations depends on distributing power, skills, and costs beyond fishing communities to insure conservation needs are met.  相似文献

This paper is concerned with the quality of citizen involvement in relation to the governance of industrial risks. Specifically, it explores the hexachlorobenzene (HCB) case relative to best practice public participation, which is consistent with deliberative democratic theory. The case could be judged a public participation failure given that the community committee in combination with the corporate sponsor was unable to agree on a mutually acceptable technological pathway. This stalemate might have been attributable in part to the time spent on the task of review. A diligent participation working party could have created a much more effective public participation plan, grounded in the core values of professional public participation practice.  相似文献

This paper claims that participatory approaches to water resource management in New Zealand are highly influenced by how institutional and community actors understand and practise democracy, including indigenous Māori rights under the Treaty of Waitangi. Drawing on case study analysis from a six-year research programme in which the aim was to evaluate existing and new methods for participatory decision-making, we highlight how different but co-existing democratic beliefs and practices, referred to as democratic logics can shape relationships between governance/decision-making bodies and affected communities. One particular case is examined in detail to illustrate how the various “logics” were strengthened, extended and challenged through participatory research methodologies. Our key message is that revealing and articulating existing democratic logics for participation can help promote and facilitate new participatory approaches, as well as increase robustness and community buy-in to local government decision-making.  相似文献

Policy-makers and public participation analysts face the question of who should be involved in environmental decision-making. Participants are often representatives of organized groups who share similar demographic and other characteristics. This raises concerns about the degree to which the interests and opinions of others are represented. The research presented here investigates the nature and degree of differences in environmental attitudes, specifically those toward water resource management efforts, among people who do and do not participate in place-based groups in metropolitan Portland, Oregon. Neighborhood associations and a watershed council were the focus of this research due to their involvement in land-use planning and resource activities. Thirty-four individual attitudinal judgments were evaluated, along with four indices representing attitudes toward resource protection goals, government, regulations, and economic measures. Survey findings revealed watershed council participants were more supportive of resource protection compared to others on all attitudinal dimensions except anthropocentric goals. In contrast, neighborhood association participants are relatively representative of non-participants except for heightened support for economic strategies. Participants in both groups exhibited higher socioeconomic status than non-participants. Written survey comments highlighted the perceived value of on-the-ground projects incorporating local input and feedback while interviews provided insights on how to expand participation in place-based groups and resource protection efforts.  相似文献

We consider the extent to which the Mackenzie Valley Resource Management Act (MVRMA) provides an opportunity for deliberative democracy to emerge within the context of resource management in Canada's North. The focus is on the extent to which the tenets of deliberative democracy are exercised in the environmental assessment (EA) of the Snap Lake diamonds project. Data collection included semi-structured interviews with assessment participants, and a review of documentation surrounding the EA process, and the case study. Results combined four principles of deliberative democracy: generality, autonomy, power neutrality, and ideal role taking. The EA conducted under the MVRMA can serve as a deliberative process, as illustrated by opportunities for dialogue, access to different perspectives, and learning outcomes. However, many of these positive results occurred through nonmandated technical sessions. The absence of participant funding also limits the deliberative potential of the MVRMA.  相似文献

Despite several recent UK initiatives to promote renewable energy development at the local level, little research has been carried out to investigate public beliefs about aspects of local renewable energy development. This research attempted to address this gap. Empirical data were collected at the Awel Aman Tawe development in South Wales immediately before and after a public participation process. The results indicate that support for specific aspects of local energy development (partnership with local communities, local use of generated energy and profits put back into the local community) was consistently high across time, with support for local ownership at a slightly lower level, yet still high. Secondly, socio-demographical analyses indicated that personal factors such as respondents' age, gender and employment status were important in shaping several of these beliefs. Since UK renewable energy development has often been controversial and subject to delay, results suggest that the adoption of a locally embedded development approach by public and private sector stakeholders will be strongly supported by local people. The implications of the results are discussed in relation to existing industry best practice guidelines and recent policy initiatives.  相似文献
