This paper examines humanitarianism's moral positioning above private and political interests to save lives and alleviate suffering. It does not aim to assess the legitimacy of this stance, but rather to probe the way in which humanitarian actors relate to this moral dimension in their everyday work. It investigates empirically humanitarian ethics from the perspective of humanitarian actors, drawing on interviews conducted in Beirut, Lebanon, in 2014. As it is exploratory, three key conceptual innovations were required. The first of these is the introduction of the tools developed to consider a neglected reality: humanitarian actors’ ‘moral sense’ vis‐à‐vis the humanitarian sector's ‘moral culture’. Second, the study shows how the sector's moral culture is structured around the notion of ‘concern for persons in need’. Third, it analyses the way in which the sector and its actors handle the asymmetrical relationships encountered daily. Ultimately this paper seeks to valorise humanitarian actors’ creativity in their common practices and explore potential challenges to it.  相似文献

While other works have analysed what constitutes a faith‐based approach, this study examines what values and practices are employed in a secular approach to disaster response in communities where religion matters. Evidence of a secular approach is assessed in the context of the disaster response to Typhoon Haiyan (2013) in the Philippines, a country in which more than 90 per cent of the population identify themselves as religious. Using interviews with staff members of non‐governmental organisations (NGOs) and focus groups composed of beneficiaries, this paper provides an overview of how respondents commonly characterise a secular approach to disaster response. Results indicate differing NGO and beneficiary opinions on interaction over efficiency and the impartiality and neutrality of organisations. Secularity had a distinct effect on the disaster response to Haiyan, mostly by creating boundaries vis‐à‐vis when and where religion was permitted in the secularised humanitarian system. An awareness of these effects is encouraged to improve interaction with affected populations and local organisations.  相似文献

The conclusion in December 2000 of the negotiations for the 'Stockholm Convention' can clearly be labeled as a success. The Convention text was negotiated in merely five sessions of the Intergovernmental Negotiating Committee (INC) and accomplished after its fifth session despite the fact that numerous controversial issues, such as the inclusion of new substances under the ambit of the Convention, the acknowledgement of the precautionary principle or--clearly most controversial--the financing mechanisms, remained to be resolved. This paper attempts to provide a somewhat impressionistic account of the negotiations leading to the conclusion of the 'Stockholm Convention' as experienced by the members of the Swiss delegation participating in the negotiations of the INC. Besides a brief overview on the 'history' of the negotiations, it will focus on some issues of special interest--and controversy--to the negotiators, and finally attempt to provide an outlook on the future of the work performed by the INC and the implementation of the Convention. Issues of special interest are environmental policy issues, capacity building and financing, trade-related issues, precautionary principles, and technical and scientific issues.  相似文献

Changes in the nature of humanitarian crises and in the ways that the international community responds to such crises demand a radically overhauled role for the United Nations system. At a time when the UN and its member states are pursuing reform of some of that institution's most fundamental peace and security functions, this paper suggests that reform, too, is required to meet humanitarian crises of the future. This paper proposes a new type of operational role for the UN, while at the same time arguing that the UN has to place itself in the vanguard of humanitarian assistance as "the standard-bearer". The article draws many of its conclusions and recommendations from a recently completed study, requested by the Inter-Agency Standing Committee, concerning the effect for the UN system of changes in humanitarian financing.  相似文献

Effective coordination of humanitarian assistance activities remains elusive. This paper briefly addresses some of the reasons for what is widely perceived as a coordination dilemma in humanitarian affairs and argues for a new conceptualisation of the issue. Rather than continue to request that more authority be vested in a single organisation to secure coordination through top-down control, it contends that it may be timely to consider whether relief agencies involved in an emergency should be reconceived as social networks and efforts made to achieve changes in their organizational cultures that encourage operational coordination across institutional lines. Since such labours imply the need to trust, this article explores what forms of trust might be employed to promote improved coordination among relief institutions and how those relationships could themselves be conceptualised. Finally, while acknowledging that coordination is not costless, it suggests that its effective pursuit may be advantageous even in scenarios where aid organisations balk at cooperating to secure it.  相似文献

The 2003 war with Iraq has generated security concerns that present unique challenges to the practice of providing international humanitarian assistance during war and conflict. Objective research studies on security management are lacking. However, case studies have proven to be an important education and training tool to advance situational awareness of security risks. These challenges are illustrated by an analysis of the events surrounding the first ambush of, and assassination attempt on, a senior US aid official in Baghdad. Before deployment to conflict areas, especially those characterised by insurgent activity, humanitarian providers must realistically assess the threats to life and to the mission. They must obtain pre-deployment situational awareness education, security training and optimal protective equipment and vehicles.  相似文献

Liberal societies are characterized by respect for a fundamental value pluralism; i.e., respect for individuals’ rights to live by their own conception of the good. Still, the state must make decisions that privilege some values at the cost of others. When public ethics committees give substantial ethical advice on policy related issues, it is therefore important that this advice is well justified. The use of explicit tools for ethical assessment can contribute to justifying advice. In this article, I will discuss one approach to ethical assessment, the ethical matrix method. This method is a variant of intuitionist balancing. Intuitionism is characterized by stressing the existence of several (at least two) fundamental prima facie moral principles, between which there is no given rank order. For some intuitionist approaches, coherentism has been proposed as a model of justification. This article will discuss justification of ethical advice and evaluate the appropriateness of coherentism as a justificatory approach to intuitionist tools.  相似文献

Based on the latest practices at the Institut de Protection et de Sûreté Nucléaire (IPSN) of the Commissariat à l'Energie Atomique (CEA), this paper presents the basic elements used for the simple modelling of hypothetical atmospheric pollution resulting from transient or continuous discharge. The effects of given kinetics under various weather conditions, which are not necessarily stationary or uniform, but are likely to occur with little or no wind are also considered. Discharges are considered as sequences of instantaneous puffs. The parameters deduced experimentally or from observations are functions of the transfer time, and cover all time and space scales. The restrictions of use are indicated, especially concerning heavy gases. Finally, simple formulae are proposed for concentrations and depositions so as to be able to make a rapid estimation of the orders of magnitude with almost no computation.  相似文献

Geographic information systems (GIS) are increasingly used for integrating data from different sources and substantive areas, including in humanitarian action. The challenges of integration are particularly well illustrated by humanitarian mine action. The informational requirements of mine action are expensive, with socio-economic impact surveys costing over US$1.5 million per country, and are feeding a continuous debate on the merits of considering more factors or 'keeping it simple'. National census offices could, in theory, contribute relevant data, but in practice surveys have rarely overcome institutional obstacles to external data acquisition. A positive exception occurred in Lebanon, where the landmine impact survey had access to agricultural census data. The challenges, costs and benefits of this data integration exercise are analysed in a detailed case study. The benefits are considerable, but so are the costs, particularly the hidden ones. The Lebanon experience prompts some wider reflections. In the humanitarian community, data integration has been fostered not only by the diffusion of GIS technology, but also by institutional changes such as the creation of UN-led Humanitarian Information Centres. There is a question whether the analytic capacity is in step with aggressive data acquisition. Humanitarian action may yet have to build the kind of strong analytic tradition that public health and poverty alleviation have accomplished.  相似文献
