Activities beyond national park boundaries are now the principal source of threats to park natural resource integrity. Assessing the full impact of major threats as air and water pollution requires a long-term ecosystem-level approach in research design and execution, and park management. Failure to take such an approach renders most existing park data bases useless in the documentation of external threats. While the concept of managing national parks as ecosystems is not new, Park Service research and its organization have not provided the information necessary for such a basis of management. Quantifying the impacts on park resources due to external hydrologic regulation and air pollution is a good example of the need to employ an ecosystem approach in research. However, implementing such a program will require a fundamental change in research administration, priority setting, and conceptual approach.The first four of the articles in this special section arise from an AAAS symposium onExternal Threats to Ecosystems of the National Parks in the USA, which was convened in 1982. The articles have been revised to reflect subsequent developments in this field. The first article, by Dr. Stottlemyer, the symposium organizer, serves as an introduction to the topic. This study documents the effects of power utility right-of-way construction and maintenance on the vegetation of a wooded wetland in North Reading, Massachusetts, USA. Neither activity had a substantial, long-term negative impact. Except for differences in size and maturity, the vegetation recovered in two years from nearly total destruction caused by construction. Maintenance that included the periodic removal of high-growing species led to the formation of a plant association different from the one occurring naturally, but as diverse and species rich. 相似文献

Backcountry campsites were studied in three desert vegetation types (pinyon-juniper, catclaw, and desert scrub) in Grand Canyon National Park, Arizona. Relationships between amount of use and amount of impact were examined within each vegetation type. The area disturbed was small, but impacts were generally severe. Important impacts were increased soil compaction and associated decreases in infiltration rates and soil moisture content; these were substantially more pronounced on high than low use sites. The only impact parameter that differed significantly between vegetation types was core area. The types of impact identified are similar to those found in the coniferous forests studied elsewhere, as is the logarithmic relationship between amount of use and amount of impact. However, Grand Canyon sites can support more visitor use before reaching near-maximum levels of impact for important impact parameters. 相似文献

Wetlands protection has become a topic of increased public attention and support, and regulation of wetlands loss under Section 404 of the Clean Water Act has received high priority within the US Environmental Protection Agency (EPA). Despite this, the nation is continuing to experience serious wetlands losses. This situation reflects the contentious nature of wetlands protection; it involves fundamental conflicts between environmental and development interests. Better information is needed to support regulatory decision making, including information on cumulative impacts. Currently, consideration of cumulative impacts, although required by various federal regulations, is limited. One reason is that most regulatory decisions are made on a permit-specific, site-specific basis, whereas cumulative impacts must be assessed on a broader, regional scale. In addition, scientific information and methods necessary to support cumulative impact assessment have been lacking. An anticipatory, planning-oriented framework to complement the existing site-specific permit review program is needed to support more effective consideration of cumulative impacts; such an effort is beginning to emerge. In addition, EPA is supporting research to provide better information on cumulative effects. It is recommended that the EPA program place initial emphasis on synthesis and analysis of existing information, on maximizing its use in decision making, and on information transfer. Previously undisturbed sites in four different vegetation types were camped on for one night and for four nights. Changes
in vegetation cover and vegetation height were measured after camping and one year later. Results are presented separately
for different campsite zones—parts of the site where campers slept, cooked meals, and stored their packs. Just one night of
camping was sufficient to cause evident impact in all four vegetation types, although the amount of impact varied significantly
between zones and between vegetation types. Vegetation impact on campsites used four nights was generally less than twice
as severe as impact on the sites used one night. The effects of camping on vegetation were also predicted for 12 other vegetation
types on the basis of vegetational responses to experimental trampling. These results suggest that impact can almost always

Recreational impact was measured on eight beaches in Glen Canyon National Recreation Area and 15 beaches in Grand Canyon National Park using permanently located transects and plots. Recreational impact indices included densities of human trash and charcoal and a measure of sand discoloration due to charcoal. Significant increases in the indices occurred on several Glen Canyon beaches over a seven-month period. Sand discoloration became significantly higher over all Glen Canyon beaches during the same time period. All indices were significantly higher in Glen Canyon than on similar Grand Canyon beaches. These differences are probably due to differences in: (a) level of impacts tolerated by the respective management regimes and, (b) in the number of user days among the two National Park Service administrative units. Management alternatives are presented for reversing the present trends of recreational impact on Glen Canyon beaches. 相似文献

The practice of EIA preparation in a number of states and countries is reviewed in the light of the need to avoid bias, integrate the EIA with project design, and make the proponent pay. It is concluded that the best arrangement may be to make the proponent responsible for EIA preparation and to advise a number of constraints designed to improve the quality of the studies and reduce bias. First, the proponent should be required to select a consultant from a register of those known to be honest, unbiased, technically competent, and capable of working with a design team. Second, two steering committees should be established to identify key issues, specify data collection and modeling programs and methods, and ensure that the study stays on course. 相似文献
