Abstract: Indigenous people inhabit approximately 85% of areas designated for biodiversity conservation worldwide. They also continue to struggle for recognition and preservation of cultural identities, lifestyles, and livelihoods—a struggle contingent on control and protection of traditional lands and associated natural resources (hereafter, self‐determination). Indigenous lands and the biodiversity they support are increasingly threatened because of human population growth and per capita consumption. Application of the Endangered Species Act (ESA) to tribal lands in the United States provides a rich example of the articulation between biodiversity conservation and indigenous peoples' struggle for self‐determination. We found a paradoxical relationship whereby tribal governments are simultaneously and contradictorily sovereign nations; yet their communities depend on the U.S. government for protection through the federal‐trust doctrine. The unique legal status of tribal lands, their importance for conserving federally protected species, and federal environmental regulations' failure to define applicability to tribal lands creates conflict between tribal sovereignty, self‐determination, and constitutional authority. We reviewed Secretarial Order 3206, the U.S. policy on “American Indian tribal rights, federal–tribal trust responsibilities, and the ESA,” and evaluated how it influences ESA implementation on tribal lands. We found improved biodiversity conservation and tribal self‐determination requires revision of the fiduciary relationship between the federal government and the tribes to establish clear, legal definitions regarding land rights, applicability of environmental laws, and financial responsibilities. Such actions will allow provision of adequate funding and training to tribal leaders and resource managers, government agency personnel responsible for biodiversity conservation and land management, and environmental policy makers. Increased capacity, cooperation, and knowledge transfer among tribes and conservationists will improve biodiversity conservation and indigenous self‐determination.  相似文献

Abstract: Hydrothermal vents are deep‐sea ecosystems that are almost exclusively known and explored by scientists rather than the general public. Continuing scientific discoveries arising from study of hydrothermal vents are concommitant with the increased number of scientific cruises visiting and sampling vent ecosystems. Through a bibliometric analysis, we assessed the scientific value of hydrothermal vents relative to two of the most well‐studied marine ecosystems, coral reefs and seagrass beds. Scientific literature on hydrothermal vents is abundant, of high impact, international, and interdisciplinary and is comparable in these regards with literature on coral reefs and seagrass beds. Scientists may affect hydrothermal vents because their activities are intense and spatially and temporally concentrated in these small systems. The potential for undesirable effects from scientific enterprise motivated the creation of a code of conduct for environmentally and scientifically benign use of hydrothermal vents for research. We surveyed scientists worldwide engaged in deep‐sea research and found that scientists were aware of the code of conduct and thought it was relevant to conservation, but they did not feel informed or confident about the respect other researchers have for the code. Although this code may serve as a reminder of scientists’ environmental responsibilities, conservation of particular vents (e.g., closures to human activity, specific human management) may effectively ensure sustainable use of vent ecosystems for all stakeholders.  相似文献

This paper describes the pro-active role of rural communities in negotiating livelihood and sustenance through the improvement of some of their local water sources. It discusses the strategies put in place to ensure the availability of water, one of the worlds scarcest natural resources. Despite some external assistance, local communities are increasingly shouldering the responsibility of ensuring the availability of water through self-reliant efforts. These attempts are being undermined by a high incidence of waterborne and water-related diseases, which are impacting on health, and hygiene and other health care delivery systems. The management of potable water is proving to be a herculean task for most communities after the departure of funding partners. The concept of participation in rural development has been evolutionary for the past two decades with those involved, such as development agencies and governments, particularly in rural water supply, re-evaluating their active role. The move towards effective community participation has encouraged a shift from the traditional top-down to a bottom-up approach whereby there is a decentralisation of unevenly distributed resources and power to empower a community and allow mobility of ‘people participation’. The Molinos water project is the first large-scale development project of its kind introduced into the village of Molinos in an under-developed area of Chile, where there has been no tradition of people participation. The project objective was to implement a low technology, low budget water treatment plant to the village of Molinos. Various aspects have hindered the continued development of the project including both technical and financial. In terms of people participation, the initial approach used was the top-down approach. There was a failure to fully integrate the community or inform the community in a formal manner about the project and consult them regarding key project issues. This case study illustrates that the lack of comprehensive consultation and the low level of participation of the community on the participatory scale does not achieve much in terms of people-centred benefits. For governance at the local level to be effective, participation should be inclusive and communicative so as to enhance transparency throughout the project lifetime. INTRODUCTION: We report the first evaluation of the popular "Cyrus the Centipede" child pedestrian safety program. METHOD: A pre-test/post-test control versus experimental condition design was used to assess Cyrus' impact on third graders' pedestrian safety knowledge, and self-reported pedestrian behaviors. RESULTS: Although some beneficial effects were observed, the program was not reliably effective. In particular, the impact of exposure to Cyrus was strongly influenced by the individual teacher who delivered it, likely due to the highly unstructured nature of the curriculum. SUMMARY: We suggest that: (a) the effectiveness and reliability of such programs be demonstrated before they are widely adopted; and (b) programs that focus on training children in actual or simulated traffic environments may be more effective than those that primarily focus on teaching safety facts and rules.  相似文献

针对目前地铁施工和运行过程中安全事故频发的现象,运用安全设计(DFS)概念,提出在地铁设计中应考虑施工和运行安全,构建DFS知识库,以提高设计人员的DFS能力。分析DFS知识库应具备的功能,提出通过知识的搜集、分析、存储和查询4大模块来实现相应的功能;依据模块的功能,详细设计DFS知识库的逻辑结构、系统结构和存储结构;4大模块与DFS不同的结构相结合,构成地铁工程DFS知识库系统。以乘客坠落站台事故为例,进行实证分析。研究结果表明,该案例的逻辑层次为"车站工程子知识库-车站站台子库-客运类事故";合理有效的知识库可根据标准化案例描述识别出危险源,并可运用知识管理的相关方法自动提取针对危险源的设计规范及设计建议。  相似文献

This reflection, based on a keynote address to celebrate the fortieth anniversary of Disasters on 14 September 2017, begins by considering some of the prevailing assumptions that existed at the time of the journal's creation. Next is a summary of significant milestones during the past 40 years, covering major global trends, changing disaster impacts, and key developments in disaster risk management. Contrasting approaches in the first and fourth decade of the journal's history are then followed by examples of changes in terminology in the disaster field as an indication of shifting values. The paper goes on to explore the context of 2017, with observations of problem areas such as the loss of knowledge, failures to tackle the root causes of disasters, shortfalls in international assistance, and some negative attitudes. It closes by evaluating some current positive occurrences, including a reduction in casualties, sharing of experience, technological advances, and dramatic improvements in disaster warning.  相似文献

While factors influencing perceptions of drinking water have been well studied, those of aquatic ecosystems have been to lesser extent. We conducted a review to improve awareness of these factors. Environmental factors found to influence public perceptions of aquatic ecosystems were presence/absence of water plants and algae, presence/absence of floating debris, the odor, movement (for flowing waters) and clarity/turbidity of the water, and the type, condition, setting, naturalness, and overall aesthetic appeal of the ecosystem. Sociocultural factors found to influence public perceptions of aquatic ecosystems included age, education, gender, and place-based knowledge. We provide perspectives of how managers can better meet the diverse social demands placed on aquatic ecosystems. The importance and benefits of considering these perspectives may be especially beneficial where significant multi-generational and culturally relevant place-based knowledge exist.  相似文献

What role does an ego's brokerage location—within a team (intra‐team) or outside the team (inter‐team)—play in the evolution of an instrumental knowledge‐seeking network in terms of both proximal (i.e., within the team) and distal (i.e., outside the team) tie formation and tie decay? We address this question by drawing on literature about social networks, brokerage, and teams. We use temporally separated data from 302 students embedded in 97 teams to test our hypotheses about the impacts of intra‐team and inter‐team brokerage on proximal and distal network evolution, specifically on four network changes in knowledge‐seeking networks: proximal tie formation, proximal tie decay, distal tie formation, and distal tie decay. We find that these four changes depend on individual network brokerage location even after controlling for personality and task characteristics. Specifically, inter‐team brokers change their networks both within and outside their teams, whereas intra‐team brokers curtail their network changes. We argue that these opposite effects occur because inter‐team brokers have greater autonomy than intra‐team brokers. This study adds to the ongoing dialog about network evolution in social network literature and to the conversations about brokerage and its location in the context of team‐based work.  相似文献
