As frequent travel across international borders has become common for an ever-increasing number of workers, it is essential to understand what helps these international business travelers (IBTs) thrive and embrace their global work responsibilities. This study's purpose is to examine the role of developmental opportunities (i.e., work role challenges) in helping IBTs see frequent travel as a predominantly beneficial experience. By integrating two theories of motivation—conservation of resources theory and the challenge-hindrance demands framework—I build a moderated mediation model of IBTs' intent to cease their global work responsibilities (i.e., global role turnover intentions). Using latent moderated structural equation modeling, I test the model on a sample of 204 IBTs collected at two time points. Results show that, through the psychological state of thriving at work, travel frequency has a negative indirect association with IBTs' global role turnover intentions when IBTs' work roles are challenging and a positive association when their work lacks challenge. This is primarily the case regarding the challenge of being responsible for others at work. The novelty of IBTs' work tasks is also a salient challenge but to a lesser extent. This study contributes to literatures on global work, work role design, and thriving. 相似文献

This article argues that climate change, seen as a socially constructed anticipation of natural disasters and a future-risk that plays out in present politics, is enabling the emergence of new modes of governance in cities of the global south. The article focuses on the process by which the city of Esmeraldas, Ecuador, developed a Climate Change Adaptation and Mitigation Strategy. Within the context of climate change adaptation, Esmeraldas mobilised new discourses, stakeholders, and planning mechanisms to address pre-existing urban planning and development limitations. This discursively enabled the municipality's ongoing governance project by leveraging resources, creating consensus, and informing practice. Climate change adaptation thus became an important mechanism for engaging with local priorities, particularly those of the most vulnerable populations, and for bridging the gap between the formal world of policymaking and the reality of life in the city, which is more often structured by informality. 相似文献

This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation. 相似文献

中国提出的"碳达峰和碳中和"目标是基于统筹国际国内两个大局的战略考量,基于科学论证的国家战略需求提出的,实现这一目标挑战和机遇并存。我国的承诺为全球高质量绿色复苏注入了强心剂和新活力,但实现该目标比发达国家面临更大挑战。它将倒逼我国社会经济结构进行重大调整,对科技创新提出了新要求,会给经济高质量发展、建设美丽中国带来机遇。建议切实贯彻我国"十四五"规划纲要提出的"碳强度控制为主,碳排放总量控制为辅的双控目标",充分考虑将碳排放总量控制目标考核和现有污染减排考核体系相结合,增强"十四五"的行动力。尽快制定碳中和目标下的科技创新规划和实施方案。统筹考虑短期经济复苏、中期结构调整、长期低碳转型,布局低碳/脱碳技术,提升未来绿色产业竞争力。 相似文献

Despite the plethora of peacebuilding and conflict management institutions operating in Kenya, peace is often elusive in the northern drylands. With a lack of strong conflict management and peacebuilding processes in place from government, despite an active framework for such processes, non-state actors have filled this conflict management space. In this article, we draw on the institutional bricolage and sustainable peace literatures to understand peacebuilding through the frame of legitimacy. Using Laikipia County, Kenya as a case study, we draw on empirical findings which show that different institutions are attributed legitimacy differently. We find that while the Laikipia Professional Peace Caravan was seen as legitimate to pastoralists in conflict areas, its legitimacy was challenged by other practitioners. Similarly, while pastoralists viewed homeguards as legitimate, practitioners did not. The analysis links to discussions of the “business of peace” within the literature to consider why long-term peace has been elusive in Kenya’s northern drylands. 相似文献

Climate change poses a major threat to human security and poverty in Africa. In Africa, where livelihoods are mainly based on climate-dependent resources and environment, the effect of climate change will be disproportionate and severe. Moreover, Africa's capacity to adapt to and cope with the adverse effects of climate variability is generally weak. This article discusses how climate change affects human security in Africa. SUMMARY The authors question Africa's ability to achieve sustainable development in view of the erosion of its institution building capacity, a problem compounded by the alarming rate of Africa's continuing marginalisation in the world economy. The situation has been provoked by inappropriate domestic policies which have not only compromised Africa's competitiveness, but also made it particularly vulnerable given the increasing globalisation of markets and factors of production. The benefits associated with effective global economic participation transcend direct financial gains and include technology transfers, technical and managerial skills transfers, and other skills transfers associated with the ‘learning and doing’ process. These benefits are instrumental in the development of the economic, administrative, legislative and social institutions that prescribe the organisational and managerial structure of an economy and define its capacity for sustainable growth. In Africa, the absence of such structures has undermined development efforts and created large impoverished populations. But poverty in living standards is not only prevalent, there is also the acute poverty in knowledge and skills which is so damaging to institution building capacity. The socio-economic impact is manifest in dilapidated infrastructure, decaying institutions, the exodus of the professional and managerial cadre, and the almost total disintegration of society. It is within this context that Africa's ability to evolve and effectively manage sustainable development policies is questioned. The study concludes that the continent's capacity to initiate sound environmental and sustainable development policies depends crucially on its ability to develop appropriate and functional institutions. 相似文献
