论述了安全科学技术的地位和作用,我国安全科学与工程学科的特点,安全工程师必备的知识体系,培养安全工程专业人才的要求,目前安全工程人才培养与实际需要的差距,我国安全科学技术的前景和已有的多层次安全教育体系等,在此基础上,首次提议了建立我国的安全管理硕士(MSA)教育制度,以便满足高层次安全管理人才的迫切需要,同时,还探讨了MSA人才的基本培养方案,比较了MSA和MBA(工商管理硕士)的共同特征,提出MSA教育可以借鉴MBA教育的经验。  相似文献

Farmers in Sahelian countries are confronted with a variety of soil fertility and management problems. During the last two decades, NGOs have worked with farmers and research institutions to develop and test practices that will increase food production, while at the same time enhance the natural resource base.Since 1987, The Rodale Institute (RI) has worked closely with farmers' associations and government institutions to promote regenerative agriculture-farming systems that prioritize the use of local resources while improving them as they are used to grow food, using agro-ecological methods. The Senegalese Agricultural Research Institute has collaborated in this program as a partner of RI. The Senegal Regenerative Agriculture Resource Center model has been applied as a new and viable approach that builds on traditional knowledge and farmer-to-farmer exchange.Research results on soil conservation and improvement have shown that fields spread with amended animal manure or compost yield greater harvests than fields farmed with traditional methods.  相似文献

Traditional ecological knowledge (TEK) and the information and insights it offers to natural resource research and management have been given much attention in recent years. On the practical question of how TEK is accessed and used together with scientific knowledge, most work to date has examined documentation and methods of recording and disseminating information. Relatively little has been done regarding exchanges between scientific and traditional knowledge. This paper examines three workshop settings in which such exchanges were intended outcomes. The Barrow Symposium on Sea Ice, the Exxon Valdez Oil Spill Restoration Program Synthesis/Information Workshops, and the Alaska Beluga Whale Committee illuminate certain features of the preparation, format, and context of workshops or series of workshops and their eventual outcomes and influence. The examples show the importance of long-term relationships among participants and thorough preparation before the actual workshop. Further research should look more systematically at the factors that influence the success of a given workshop and the various ways in which participants perceive success.  相似文献

2006年国际减灾日的主题是"减灾始于学校",了解学生的灾害认知水平有助于减灾教育工作的有效开展。以北京5所高校的大学生为调查对象,通过问卷方式调查大学生对自然灾害的关注程度、防灾意识、灾害理论知识、应急行为知识以及对减灾教育的看法。问卷统计结果表明:大学生总体的灾害认知水平较低,现行减灾教育方式和内容与学生的期望有较大偏差。在此基础上,提出了减灾教育内容要将学生"该知道的"与"想知道的"相结合,通过演练演习等方式提高学生的防灾应急实际技能等减灾教育建议。  相似文献

Over recent decades, public participation in technology assessment has spread internationally as an attempt to overcome or prevent societal conflicts over controversial technologies. One outcome of this new surge in public consultation initiatives has been the increased use of participatory consensus conferences in a number of countries. Existing evaluations of consensus conferences tend to focus on the modes of organization, as well as the outcomes, both procedural and substantial, of the conferences they examine. Such evaluations seem to rest on the assumption that this type of procedure has universally agreed goals and meanings, and that therefore consensus conferences can readily be interpreted and applied across national boundaries. This article challenges this approach to consensus conferences. The core of the article is a study of national differences in ideas about what constitutes legitimate goals for participatory arrangements. The study looks at three consensus conferences on GMOs, which took place in France, Norway, and Denmark. Drawing on this study, the article discusses the ways in which interpretations of the concept of participation; the value attributed to lay knowledge vs. technical expertise; as well as ideas about the role of the layperson, are all questions that prompt entirely different answers from country to country. Further, the article analyses these national differences within a theoretical framework of notions of democratic legitimacy.  相似文献

It is easy to get lost in the vast amount of knowledge that is currently produced. In this study, to get a comprehensive picture of current scientific knowledge about global warming issues, we developed a mapping framework for global warming research based on the relationships between nature and human society. The mapping includes seven phases: (1) socioeconomic activity and greenhouse gas emissions, (2) carbon cycle and carbon concentration, (3) climate change and global warming, (4) impacts on ecosystems and human society, (5) adaptation, (6) mitigation, and (7) social systems. We applied the findings of the Intergovernmental Panel on Climate Change Fourth Assessment Report to the mapping. The quantity of research results and their reliability were analyzed on the basis of expert judgment to better understand the extent to which current scientific knowledge provides answers to society’s major concerns. The quantity and reliability of answers have increased in phases 2 and 3 relative to research in the Third Assessment Report. Although a large quantity of results have been produced in phases 4 and 6, they are not always sufficient. More studies are required in phases 1, 5, and 7, and the reliability of existing knowledge needs to be improved in these phases. Mapping global warming issues enabled us to visually comprehend the numerous and varied parts of global warming research as a whole and to discern gaps in knowledge and other research shortfalls. Interactive modes of knowledge production offer a strategy for seeking solutions to complex environmental problems. The outcome of such knowledge production is socially robust knowledge. Social robustness refers to knowledge that is relevant and accepted by actors in the context of its application. This is achieved when knowledge is credible, salient and produced in a legitimate way. To date, only limited research has focused on how social robustness is achieved. As coastal problems are characterised by conflicting interests and major uncertainties, the coastal zone represents a relevant domain for studying socially robust knowledge. This paper analyses and presents three conditions that need to be in place if one is to achieve socially robust knowledge in coastal projects. The conditions are based on theories related to socially robust knowledge, boundary spanning, project arrangements and knowledge arrangements. The conditions specify how social robustness can be achieved through knowledge testing by boundary spanners, the involvement of diverse actors and a close connection between knowledge production and the evolving project. In a case study, these conditions are compared to developments in a Dutch coastal project involving spatial developments near the Ems estuary. The comparison highlights the relevance of the three conditions in achieving socially robust knowledge. In addition, a fourth aspect is empirically uncovered: the role of boundary spanning among project partners prior to producing knowledge. These four conditions clarify how social robustness may be achieved in coastal solutions. As such, this paper contributes to the theoretical and empirical understanding of socially robust knowledge.  相似文献

The construction of California's large waterworks was inextricably entangled with a discourse of progress through technoscientific control over unruly rivers. In recent years, a turn towards decentralised governance and diversified infrastructure has produced alternate discourses of human–ecological collaboration and water as a commons. I investigate how water is understood by residents along Salmon Creek (Sonoma Co., CA) engaged in efforts to increase streamflow and restore salmon runs. Drawing on Barad's theory of agential realism, I find that living with springs and rainwater harvesting cisterns enacts intra-actions that increase residents' sense of interdependence with other human and nonhuman watershed residents. I argue that commons frameworks represent a coherent alternative to state and market frameworks of water governance.  相似文献

In Lesotho, climate change adaptation funding is being managed and distributed by the same mechanisms which have traditionally operationalised humanitarian aid and international development assistance in the country. Lessons from the HIV/AIDS disaster, along with insights into the value of participatory approaches foregrounding the expertise of indigenous communities, must be heeded in order to ensure that those most affected by climate change have a say in how adaptation is carried out. This paper proposes that indigenous people have developed and actively maintained resilience strategies, encoded in social practices and farming techniques, designed out of long experience with climatic variability. Through case studies, indigenous resilience strategies are explored, with emphasis on the anarchistic, improvisational nature of traditional ecological knowledge. Future directions for policy-makers and practitioners dealing with climate change adaptation are suggested, namely the need to foreground indigenous knowledge and the experiences of frontlines experts in key policy arenas.  相似文献
