Numerous empirical and simulation-based studies have documented or estimated variable impacts to the economic growth of nation states due to the adoption of domestic climate change mitigation policies. However, few studies have been able to empirically link projected changes in economic growth to the provision of public goods and services. In this research, we couple projected changes in economic growth to US states brought about by the adoption of a domestic climate change mitigation policy with a longitudinal panel dataset detailing the production of outdoor recreation opportunities on lands managed in the public interest. Joining empirical data and simulation-based estimates allow us to better understand how the adoption of a domestic climate change mitigation policy would affect the provision of public goods in the future. We first employ a technical efficiency model and metrics to provide decision makers with evidence of specific areas where operational efficiencies within the nation's state park systems can be improved. We then augment the empirical analysis with simulation-based changes in gross state product (GSP) to estimate changes to the states’ ability to provide outdoor recreation opportunities from 2014 to 2020; the results reveal substantial variability across states. Finally, we explore two potential solutions (increasing GSP or increasing technical efficiency) for addressing the negative impacts on the states’ park systems operating budgets brought about by the adoption of a domestic climate change mitigation policy; the analyses suggest increasing technical efficiency would be the most viable solution if/when the US adopts a greenhouse gas reduction policy.  相似文献

Society is slowly moving towardsseeking more sustainable productionmethods, waste minimisation, reduced airpollution from vehicles, distributed energygeneration, conservation of native forests,and reduction of greenhouse gas (GHG)emissions. Modern biomass, when used tosupply useful bioenergy services, has arole to play in each one of theseenvironmental drivers at both the large andsmall scales.This paper describes recent developments inbiomass supply and the technologies for itsconversion to bioenergy including biofuelsfor transport. It examines the economic,environmental and social benefits andidentifies barriers to bioenergy projectimplementation. Future opportunities forbiomass as a carbon (C) sink, a C offsetand a potential source of renewablehydrogen are discussed.Whether or not a bioenergy project iseconomically viable, as well as being trulyrenewable, sustainable and environmentallysound, is determined mainly by the sourceof biomass. The social benefits from usingbiomass are also valuable, though they areoften not clearly presented when proposingnew bioenergy projects or conductinganalyses of existing plants. Employmentrates per MWh or per GJ exceed those whenusing fossil fuel supplies to provide thesame energy service. `Ownership' bystakeholders and local communities at anearly stage in the development process isthe key to successful project developmentin order to share the benefits. Bioenergyhas a significant global role to play inthe mitigation of atmospheric GHG concentrations.  相似文献

Broad stakeholder involvement cannot be assumed in all environmental planning and management processes that have critical land use dimensions. This paper illustrates how concepts and techniques from social network analysis (SNA) can be used to examine and better understand the roles of one type of stakeholders, planners, in environmentally oriented planning and management processes led by other professions. Two cases of natural hazard mitigation planning led by emergency managers illustrate the usefulness of three SNA concepts of network structural characteristics in understanding how differences in planner involvement may influence incorporation of land use approaches in local natural hazard mitigation plans aimed at reducing long term risks from natural hazards.  相似文献

采用SBR反应器建立了一套通过特定pH终值调控曝气停止点,以实现稳定部分亚硝化的策略,整个运行过程分为3个阶段,阶段Ⅰ启动亚硝化,阶段Ⅱ在稳定亚硝化的同时探索pH终值的设定规律,阶段Ⅲ采用pH终值设定规律实现稳定部分亚硝化,通过跨越夏、冬季(7~35℃)共148d的运行,考察SBR系统内有机物、氮素的转化规律,并分析不同温度(23、18、13℃)对部分亚硝化反应过程的影响.结果表明,在低DO(0.2~0.4mg/L)和MLSS为4000mg/L的条件下,控制pH终值为(7.73±0.02),使出水FA在0.5~1.2mg/L,可稳定部分亚硝化期间的出水NO2--N/NH4+-N值在1~1.4之间,出水亚硝积累率(NAR)维持在85%以上,有机物去除率在60%以上.比氨氧化速率、比亚硝态氮氧化速率、比COD去除速率均随温度下降而降低,但降低趋势较缓,且反应均能稳定完成.  相似文献

Human–wildlife conflict is a major conservation challenge, and compensation for wildlife damage is a widely used economic tool to mitigate this conflict. The effectiveness of this management tool is widely debated. The relative importance of factors associated with compensation success is unclear, and little is known about global geographic or taxonomic differences in the application of compensation programs. We reviewed research on wildlife‐damage compensation to determine geographic and taxonomic gaps, analyze patterns of positive and negative comments related to compensation, and assess the relative magnitude of global compensation payments. We analyzed 288 publications referencing wildlife compensation and identified 138 unique compensation programs. These publications reported US$222 million (adjusted for inflation) spent on compensation in 50 countries since 1980. Europeans published the most articles, and compensation funding was highest in Europe, where depredation by wolves and bears was the most frequently compensated damage. Authors of the publications we reviewed made twice as many negative comments as positive comments about compensation. Three‐quarters of the negative comments related to program administration. Conversely, three‐quarters of the positive comments related to program outcomes. The 3 most common suggestions to improve compensation programs included requiring claimants to employ damage‐prevention practices, such as improving livestock husbandry or fencing of crops to receive compensation (n = 25, 15%); modifying ex post compensation schemes to some form of outcome‐based performance payment (n = 21, 12%); and altering programs to make compensation payments more quickly (n = 14, 8%). We suggest that further understanding of the strengths and weaknesses of compensation as a conflict‐mitigation tool will require more systematic evaluation of the factors driving these opinions and that differentiating process and outcomes and understanding linkages between them will result in more fruitful analyses and ultimately more effective conflict mitigation.  相似文献

根据近几年对黄土高原地区安太堡露天煤矿废弃土地复垦的系统研究,事实证明新垦土地可超越原有土地生产力及经济效益开发的可行性。认为本地区露天煤矿废弃土地的复垦战略目标应是:借助开矿土地再造的机会,通过科学设计、系统规划,实行大规模地营造农林可利用状态的土地,未来开辟为适宜现代集约经营农林基地;露天煤矿的土地复垦,同时亦应受到社会各方的关注,可在超越矿区范围之外筑坝造田,建设蓄水库等各项工程造福于社会。  相似文献

Few studies on measures for mitigation of damage caused by man-made emissions to the environment have tried to consider all major effects. We illustrate the importance of an integrated approach by estimating costs and benefits of a proposed energy saving program for Hungary, originally designed to reduce CO2 emissions. The dominant benefit of implementing the program is likely to be reduced health damage from local pollutants. Also reduced costs of material damage and to a lesser extent vegetation damage contribute to make the net benefit considerable. Compared to the reduction in these local and regional effects, the benefits from reducing greenhouse gases are likely to be minor. Since local effects in general occur much earlier after measures have been implemented than effects of increased emissions of greenhouse gases, inclusion of local effects makes evaluation of climate policy less dependent on the choice of discount rate. In our opinion, similar results are likely for many measures originally designed to reduce emissions of greenhouse gases particularly in some areas in developing countries with high local pollution levels. Main uncertainties in the analysis, e.g. in the relationships between damage and pollution level, are discussed.  相似文献

The nutrient and pesticide abatement efficiency of varying mixtures was examined in a vegetated free water surface constructed wetland. Three different agricultural chemical pollutant mixture conditions were assessed: nutrients only (N and P); pesticides only (atrazine, S-metolachlor and permethrin); and a mixture of nutrients and pesticides. With nutrients only, 672 h nutrient mitigation of 77–91% total phosphorous (TP) and 74–98% total nitrogen (TN) was associated with distance from the injection point and rainfall, whereas with nutrient and pesticide mixtures, 672 h nutrient mitigation of 11–71% TP and 84–98% TN were associated with distance and time. With pesticides only, 672 h pesticide mitigation of 50–99% was associated with distance and time, whereas with nutrients and pesticide mixtures, 672 h pesticide mitigation of 48–99% was associated primarily with distance. Dissipation half-lives were 2–10 times greater for P and 1.5–5 times greater for N when pesticides were present. Pesticide dissipation half-lives showed no clear differences with or without nutrients. While vegetated free water surface constructed wetlands can be effective best management practice tools to trap and abate agricultural run-off during rainfall events, efficiencies can be affected by different types of complex pollutant mixtures and wetland design and implementation should accommodate varying efficiencies.  相似文献

公众参与在环境影响评价中是不可缺少的一部分,具有非常重要的作用。为推进和规范环境影响评价活动中的公众参与,2006年2月,环保部出台了《环境影响评价公众参与暂行办法》,主要对公众参与的组织形式和公众参与的时限做了规定。虽然暂行办法的出台发挥了一定的作用,但中国的公众参与制度还是不够完善,公众参与的有效性差。针对于此,分析了中国环境影响评价中公众参与存在的问题,并提出了相应的对策。促进中国环境影响评价中的公众参与能够有效地进行,为环境管理提供依据。  相似文献
