Monitoring of the ocean environment in southern California, USA, has been conducted by a diverse array of public and private organizations with different motivations, working on a variety of spatial and temporal scales. To create a basis from which to integrate information from these diverse programs, we conducted an inventory of ocean monitoring activities in the Southern California Bight to address the following questions: (1) How much money is being expended annually on marine monitoring programs? (2) Which organizations are conducting the most monitoring? (3) How are resources allocated among the different types of monitoring programs? This inventory focused on programs existing, or those expected to be in existence, for at least 10 years and that were active at any time between 1994 and 1997. For each program identified for inclusion in this study, information was collected on the number of sites, sampling intensity, parameters measured, and methods used. Levels of effort were translated into cost estimates based upon a market survey of local consulting firms. One hundred fourteen marine monitoring programs, conducted by 65 organizations and costing US $31 million annually, were identified. Most of the effort (81 programs, 65% of samples, 70% of costs) was expended by ocean dischargers as part of their compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements. Federal programs (11 programs, 25% of samples, 10% of total expenditures) expended more than state or local government programs. More than one quarter of monitoring expenditures were conducted to measure concentrations and mass of effluent inputs to the ocean. The largest effort expended on receiving water monitoring was for measuring bacteria, followed by sediments, fish/shellfish, water quality, and intertidal habitats. The large level of expenditures by individual agencies has presented opportunities for integrating small, site-specific ocean monitoring programs into regional- and national-scale monitoring and assessment programs.  相似文献

ABSTRACT: Recent work has found that a one-parameter Weibull model of wet day precipitation amount based on the Weibull distribution provides a better fit to historical daily precipitation data for eastern U.S. sites than other one-parameter models. The general two-parameter Weibull distribution was compared in this study to other widely used distributions for describing the distribution of daily precipitation event sizes at 99 sites from the U.S. Pacific Northwest. Surprisingly little performance was sacrificed by reducing the two-parameter Weibull to a single-parameter distribution. Advantages of the single-parameter model included requiring only the mean wet day precipitation amount for calibration, invertibility for simulation purposes, and ease of analytical manipulation. The fit of the single-parameter Weibull to the 99 stations included in this study was significantly better than other single-parameter models tested, and performed as well as the widely endorsed, more cumbersome, two-parameter gamma model. Both the one-and two-parameter Weibull distributions are shown to have b-moments that are consistent with historical precipitation data, while the ratio of b-skew and b-variance in the gamma model is inconsistent with the historical recerd by this measure. In addition, it was found that the two-parameter gamma distribution was better fit using the method of moments estimators than maximum likelihood estimates. These findings suggested that the distribution in precipitation among sites in the Pacific Northwest with dramatically different settings are nearly identical if expressed in proportion to the mean site event size.  相似文献

/ Public participation in environmental management decisions has frequently led to conflict. This paper examines the role of environmental values in fueling these conflicts, based on a data base and sample content analysis of written public comments solicited in 1994 regarding the highly contentious Clinton Forest Plan (also known as Option 9) proposed for management of federal forests in the US Pacific Northwest. The analysis considered whether those respondents favoring more versus less environmental protection than was offered in Option 9 held entirely different values, identifying which antagonistic values appeared to be most fundamental and where (if at all) values consensus occurred. It also compared values emanating from respondents within and outside the affected region, although few major differences were detected in this regard. Results suggest that strong values differences did exist among those preferring greater versus less environmental protection, in particular as concerned the extent, form, and spatial and temporal scope of justification of their positions, their ideas of forests, and the appropriate role of people in forest management. Disagreement concerned far more than purely environmental values: a major point of difference involved human benefits and harms of the proposed forest plan. Indeed, both sides' positions were overridingly anthropocentric and consequentialist-a values orientation that almost inevitably spells conflict in light of the commonly differentiated social impacts of environmental management decisions. Although public involvement in environmental management thus cannot be expected to lead to a clear and consensual social directive, the Pacific Northwest case suggests that viable environmental management solutions that take this range of values into account can still be crafted.KEY WORDS: Environmental values; Public participation; Clinton Forest Plan; Pacific Northwest  相似文献

/ Emerging ecosystem science builds on adaptive management as an approach to dealing with salmon problems in the Pacific Northwest. Adaptive management brings scientific and democratic processes together. However, managers, the public, resource users, and scientists differ in their views on the causes of salmon decline. Managers emphasize habitat loss and over-harvest as the primary causes; commercial fishers point to habitat loss, management practices, and predators; and the public gives greatest weight to water pollution and ocean drift nets. Scientific studies of salmon often produce results that seem contradictory or unclear to the public. / The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. ABSTRACT: Grain transportation is a major economic activity on the multiple use Snake-Columbia River System. Congress is currently considering increased transportation user fees aimed at recapturing federal expenditures for waterway operations and maintenance. Three types of fee structure and four levels of cost recovery are evaluated using a network program model. In each case traffic is diverted away from the river to other Puget Sound ports via truck and rail transport modes. Grain shippers in the region will be adversely affected by a higher transport bill. The Lower Columbia River port economic activities will be negatively affected; however, competitive uses of the river, recreation, and hydroelectric generation will likely benefit modestly.  相似文献

ABSTRACT: A soil erosion simulation model that considered the physical conditions of agricultural watersheds and that interfaced with the modified USDAHL-74 watershed hydrology model was developed. The erosion model simulates the detachment and transport of soil particles caused by raindrop impact and overland flow from rill and interrill areas. The model considers temporal and spatial variation of plant residue, crop canopy cover, snow cover, and the moisture content of surface soil as modifying factors of the erosive forces of raindrop impact and overland flow. The hydrology model simulates overland flow and some of the physical parameters that are used in the erosion model. The simulation is executed in the time interval determined by the rainfall rate or snowmelt rate. The erosion model compares the transport capacity of the overland flow and the sediment loaded in the overland flow to determine the fate account for the free soil particles that have already been detached and are readily available to be transported by the overland flow. The model was tested with data from two small agricultural watersheds in the Palouse region of the Pacific Northwest dryland. The model was calibrated by trial-and-error to determine the coefficients of the model.  相似文献

Within the context of a case study of three Asia/Pacific countries' mineral taxation regimes, this article examines the impact of individual fiscal instrucments, and the total fiscal package, on investor risk perceptions, investor returns and government receipts. It shows that under conditions of uncertainty and risk aversion on the part of investors, significant gains in expected government revenues can be achieved without seriously affecting the investors' ex-ante assessments of projects by a judicious selection and mix of fiscal instruments.  相似文献

As large numbers of ships either take in ballast from or discharge their ballast into the Mumbai Harbor region, it is pertinent to quantify microorganisms of health concerns and suggest on the suitability of water for ballasting purposes. To meet with this main aim, a selected set of general and pathogenic bacterial groups and their seasonal variations were studied from the Mumbai Harbor area. Sampling was carried out during postmonsoon (November 2001), pre-monsoon (April 2002) and monsoon (October 2002) periods. We quantified total coliforms and eight other groups of known human pathogenic bacteria from water, sediment, marine plant and animal samples collected in and around Mumbai Harbor. When compared with similar studies from other parts/harbors of the world, the Mumbai Harbor area has over 100-times higher levels of coliforms. The serotypes of Escherichia coli O157 and Shigella-Alkaligens Dispar group were abundant throughout the year. Even Vibrio cholerae, V. parahaemolyticus, Salmonella spp., campylobacters and aeromonads were present in large numbers. This comprehensive study, conducted with a view to quantify these bacterial groups and to evaluate the suitability of these waters for ballasting purposes, clearly suggests that both ballasting and deballasting be avoided in this region and alternative procedures should be developed for treating/handling ballast water.  相似文献

Non‐governmental organisations (NGOs) are widely believed to raise their flag in humanitarian hotspots with a strong media presence in order to attract higher private donations. We assess this hypothesis by comparing the changes in donations between US‐based NGOs with and without aid operations in the four countries most affected by the tsunami in the Indian Ocean in 2004. Simple before‐after comparisons tend to support the hypothesis that ‘flying the flag’ helps attract higher private donations. However, performing a difference‐in‐difference‐in‐differences (DDD) approach, we find only weak indications that private donors systematically and strongly preferred NGOs with operations in the region. Extended specifications of the baseline regressions reveal that our major findings are robust. NGO heterogeneity matters in some respects, but the DDD results hold when accounting for proxies of the NGOs’ reputation and experience.  相似文献
