A safety self-management intervention for mining operations 总被引:4,自引:0,他引:4
PROBLEM: This quasi-experimental field study examined the efficacy of a safety self-management process to increase safety-related work practices in mining operations. METHODS: After a 7-week baseline, 15 miners participated in a safety self-management training and education presentation. The participants in a prebehavior condition (n=8) recorded their intentions to engage in specific percentages of safety-related work behaviors before starting their shift for the day. In contrast, participants in a postbehavior condition (n=7) recorded their percentages of safety-related work behaviors after their shift for the day. RESULTS: During withdrawal (4 weeks), the miners did not complete any self-monitoring forms. Based on 10,905 behavioral observations, safety self-management was effective at increasing the frequency of safety-related behavior (p<.05). For the prebehavior condition, the mean percent safe score across three target behaviors increased 34.8% during intervention. Similarly, in the postbehavior condition, the mean percent safe score across three target behaviors increased 40.1% during intervention. IMPACT ON INDUSTRY: The results suggest that employees who work in relative isolation or have little oversight, compared to traditional industrial workers, may benefit from a process by which they can systematically observe themselves. 相似文献

Policy makers often must rely on the cumulative impact of independent actions taken by local landowners to achieve environmental
goals. The connection between policy, regulation, and local action, however, is often not well understood and, thus, the impact
of proposed policies may be difficult to predict. In this study we evaluate the effectiveness of alternative policy scenarios
for agricultural set aside programs (e.g., the conservation reserve program administered by the United States Department of
Agriculture) in reducing nonpoint pollution. Two alternative policy scenarios are developed and analyzed; one based on the
erodibility index (detachment), the other sediment yield (transport). An estimate of the cumulative impact of associated land
use change on nonpoint pollution is made using the AGNPS distributed parameter watershed model. This work is completed within
the Cypress Creek watershed in southern Illinois. An analysis of the resulting data suggests that the most efficacious regulatory
strategy for achieving nonpoint water pollution goals depends, in part, on place-specific land use patterns. This conclusion

We use spatial data representing transportation networks, elevation, stand height, and recreation use to construct and compare
models of recreation use patterns and visibility in a forest. The recreation use pattern model depicts use frequencies along
travel corridors. The visibility model quantifies visibility for all forest areas. We find that the models provide different
but complementary types of information. Forest managers who are involved in scheduling harvest operations and want to address
the visual concerns of forest visitors may benefit most from the visibility model. Managers who wish to know more about travel
patterns or to reroute forest visitors affected by operations may benefit from the use pattern model. A combination of the
two models has the highest potential for providing planning assistance in multiple-use forests. Both models may be able to
enhance visual resource management (VRM) systems already in use by providing spatially explicit recreation use and visibility

There is an ongoing debate over the value and pitfalls of the policy and practice of 'linking relief and development' or 'developmental relief' in aid responses to complex political emergencies (CPEs). Driven by concerns about relief creating dependence, sometimes doing harm and failing to address root causes of emergencies despite its high cost, pursuit of both relief and development has become a dominant paradigm among international aid agencies in CPEs as in 'natural' disasters. In CPEs a third objective of 'peace-building' has emerged, along with the logic that development can itself help prevent or resolve conflict and sustain peace. However, this broadening of relief objectives in ongoing CPEs has recently been criticised on a number of counts, central concerns being that it leads to a dilution of commitment to core humanitarian principles and is overly optimistic. This paper addresses these issues in the light of two of the CPEs studied by the COPE project: Eritrea and Somalia/Somaliland. It is argued that the debate has so far suffered from lack of clarity about what we mean by 'relief', 'development' and, for that matter, 'rehabilitation' and 'peace-building'. The wide spectrum of possible aid outcomes does not divide neatly into these categories. The relief-development divide is not always as clear-cut, technically or politically, as the critics claim. Moreover such distinctions, constructed from the point of view of aid programmers, are often of little relevance to the concerns of intended beneficiaries. Second, there has been insufficient attention to context: rather than attempting to generalise within and across CPE cases, a more productive approach would be to examine more closely the conditions under which forms of aid other than basic life support can fruitfully be pursued. Among the Sustainable Development Goals (SDGs), the proposed SDG 15 promotes activities that, inter alia, “Protect, restore and promote sustainable use of terrestrial ecosystems”. An important potential contribution in achieving SDG 15 is through public programmes designed to jointly promote human development through poverty alleviation and improvement of human livelihoods and biodiversity conservation/management/restoration. An analysis of twenty public programmes with such joint objectives yielded twelve lessons learned. In addition to financial commitments, government and intergovernmental agency input for such public programmes includes ensuring political will and appropriate legal frameworks. Local communities and civil society provide input through traditional and indigenous ecological knowledge and stewardship. Appropriate shared inputs in development and the implementation of such public programmes, with communication between local community, broader civil society, the scientific community and governments will result in: better use and management of biodiversity; alleviation of poverty; security of livelihoods and better governance systems. The Ecosystem Approach of the Convention on Biological Diversity provides an ideal framework when planning and implementing new programmes. Application of the lessons learned to new public programmes will ensure that the answer to the question posed in the title is an emphatic “Yes”, and assist with the achievement of SDG 15. 相似文献

In the last two decades, several serious accidents at large-scale technological systems that have had grave consequences, such as that at Bhopal, have primarily been attributed to human error. However, further investigations have revealed that humans are not the primary cause of these accidents, but have inherited the problems and difficulties of working with complex systems created by engineers. The operators have to comprehend malfunctions in real time, respond quickly, and make rapid decisions to return operational units to normal conditions, but under these circumstances, the mental workload of operators rises sharply, and a mental workload that is too high increases the rate of error. Therefore, cognivitive human features such as situation awareness (SA)—one of the most important prerequisite for decision-making—should be considered and analyzed appropriately. This paper applys the SA Error Taxonomy methodology to analyze the role of SA in three different accidents: (1) A runaway chemical reaction at Institute, West Virginia killing two employees, injuring eight people, and requiring the evacuation of more than 40,000 residents adjacent to the facility, (2) The ignition of a vapor cloud at Bellwood, Illinois that killed one person, injured two employees, and caused significant business interruption, and (3) An explosion at Ontario, California injuring four workers and caused extensive damage to the facility. In addition, the paper presents certain requirements for cognitive operator support system development and operator training under abnormal situations to promote operators’ SA in the process industry. 相似文献

为了快速、有效地预测岩溶塌陷倾向性等级,在统计分析大量观测实例的基础上,选取岩性系数、岩体结构系数、地下水系数、覆盖层系数、地形地貌系数和环境条件系数作为特征指标。利用核主成分分析(KPCA)方法在高维空间提取岩溶塌陷影响因子的主成分,将获取的主成分作为支持向量机(SVM)的特征向量,建立基于KPCA的岩溶塌陷倾向性等级的SVM预测模型。将12组观测数据作为学习样本对模型进行训练。采用回代估计法进行回检,误判率为0。利用训练好的模型对2组待判样本进行预测。结果表明:经KPCA后指标个数减少,相关性降低,SVM运算的复杂度降低。用该模型所得预测结果的准确率为100%。 相似文献

Streamside management zone (SMZ) breakthroughs were identified and characterized to determine frequency and potential causes, in order to provide enhanced guidance for future water quality protection. Ten kilometers of SMZs were carefully examined for partial or complete breakthroughs. With partial breakthroughs the SMZ trapped sediment before it reached the stream, while complete breakthroughs appeared to have allowed sediment to have passed through with minimal restriction. A total of 41 breakthroughs occurred (33 complete, 8 partial) across 16 sites, averaging 1 complete breakthrough per 0.3 km of SMZ length. The most common complete breakthroughs were caused by stream crossings (42%), reactivation of legacy agricultural gullies (27%), and harvest related soil disturbances near/within SMZs (24%). Pearson correlations of site characteristics at breakthroughs indicated no strong relationships between breakthrough sites, representing the variable nature of these unique circumstances. Stream crossings are an intentional breakthrough for access purposes, but resulting environmental impacts can be reduced with best management practice implementation. Current recommendations for SMZs tend to work in most situations, yet further research is needed to identify causal factors and quantify breakthrough severity. 相似文献
