The central argument of the paper is that effective pollution prevention can be achieved only by integrated land-use planning which offers the broad framework for co-ordinating technological and non-technological means to achieve sustainable development. The paper first reviews the role of land-use in preventing or contributing to pollution over time, focusing especially on contemporary efforts to promote environmental protection through land-use planning and management. The relationship between land-use, pollution and sustainable development is analysed by examining the most important types of land-use-related problems, discussing their causes and identifying a number of land-use-related constraints to sustainable development. Finally, a land-use planning and policy framework approach to pollution prevention for sustainable development is outlined which emphasizes the need for integrated analysis of pollution problems and adoption of comprehensive approaches to their solution. Scientific, spatial, temporal and policy issues are addressed in the context of the proposed approach.  相似文献

Because of the expanding population in our cities with its demands for more diversified services, we cannot afford a piecemeal type of urban underground growth. Utilization of the urban street system for buried utilities has a serious adverse effect on other street functions because of the continuing necessity to perform excavations for the repair of existing lines and the installation of new ones. The excavations not only are a serious cause of traffic delay and congestion but also create noise and aesthetic disturbances, and result in excessive street maintenance requirements and in shortened overall street life. Consider the enhancing effects in quietness on abutting properties and users of the street, and the benefits become very great. Unfortunately, the lack of data and the difficulty in quantifying the intangibles have made it impossible to arrive at a reasonably accurate figure of overall negative impact on the urban environment of street cuts. However, if drivers are sufficiently strong to merit the use of utility tunnels, then sustainable municipal policies improving living quality will be implemented.  相似文献

ABSTRACT

In 1985, San Francisco adopted a wind comfort standard in its Downtown Area Plan in response to increasing concerns about the city’s downtown public open spaces becoming excessively windy. After 30 years of implementation, this study revisits the standard and examines its effectiveness in promoting pedestrian comfort. Seven hundred one valid samples were collected from 6 months of field study, which combined surveying pedestrians and on-site collection of microclimate data. Statistical analysis and an assessment using the physiological equivalent temperature show that 11 mph (4.92 m/s), the comfort criterion in places for walking, performs as an effective determinant of outdoor comfort in San Francisco. This study sheds light on climate-resilience of cities, as they have become key urban challenges today.  相似文献

为深入研究非常规突发事件应急决策方法,提高对非常规突发事件的应对能力,调查研究基于应急预案、范例推理和智能规划等3种非常规突发事件的应急决策方法,对比分析这3种方法的特点。研究发现:这3种方法都可以在一定程度上为非常规突发事件提供辅助决策,但是基于智能规划的应急决策方法更适于非常规突发事件复杂的决策环境,有较大发展潜力。然后针对该方法,提出一些需要深入研究的开放性课题。  相似文献

区域危险品道路运输网络双层反馈规划模型及算法   总被引:1,自引:0,他引:1  
为通过运输网络规划方式降低区域路网危险品运输风险,根据危险品道路运输网络规划中存在监管者路网规划和运输者路线选择的双层约束特征,在假设监管者网络规划目的为总运输风险最小,运输者选线目的为总运输成本最小的基础上,建立区域危险品道路运输网络双层规划模型。进一步提出能求解得到稳定运输网络的双层反馈式算法,即在传统模型算法中增加稳定性检验和反馈调整算法,进而保证运输者在监管者规划路网中所选路线运输成本最小的同时运输风险也尽可能小。最后,通过实例分析检验模型和算法的有效性。计算结果显示,反馈式算法求得的运输网络更稳定,总运输风险值也比传统模式和算法的低。  相似文献

研究表明,有相当大比例的工程事故原因可以追溯到规划设计的不当。将工程的规划设计纳入施工安全管理全过程,就是将事故防控的"关口前移"和"源头管理"的创新思路。本研究以桥梁工程领域为例,探讨了我国在规划设计阶段进行施工安全风险评估的发展思路,包括:完善基础理论、将工程实践和立法推动相结合、从在建工程的施工安全现状反推其规划设计等,为提升我国工程建设施工安全提供借鉴。崇启大桥及泰州大桥工程实践表明,安全是可"构建"的,通过施工风险评估,能够改善规划设计,降低施工安全的风险,从而减少施工过程人员的伤亡或健康危害。  相似文献

南京城市滨江带具有山、水、城、林、洲相融合的特色环境,近百年以来滨江地段由于经济和旅游利用而发展迅速。城市滨江带功能的演变具有其独特的历史过程。合理利用南京城市滨江自然与人文条件进行滨江景观规划,对于南京市的进一步发展是很重要的。通过对历史时期南京城市滨江带功能演变的分析,对滨江带景观现状深入的研究,对滨江带各个区域的景观要素进行探讨, 提出了南京城市滨江带景观规划的指导思想与设计手法,依此进行了景观规划研究。将南京城市滨江带划分为6个特色区域: 河西滨江段以塑造现代化城市建筑群体景观为主, 下关滨江段以塑造港区风貌和反映城市近现代历史为主,幕燕滨江段以塑造自然山水风光为主和江中洲地区以现代化田园风光景观为主,大厂滨江段以塑造现代工业景观为主,浦口—珠江段以塑造现代化滨江城市景观为主。  相似文献

Abstract:  To supply ecosystem services, private landholders incur costs. Knowledge of these costs is critical for the design of conservation-payment programs. Estimating these costs accurately is difficult because the minimum acceptable payment to a potential supplier is private information. We describe how an auction of payment contracts can be designed to elicit this information during the design phase of a conservation-payment program. With an estimate of the ecosystem-service supply curve from a pilot auction, conservation planners can explore the financial, ecological, and socioeconomic consequences of alternative scaled-up programs. We demonstrate the potential of our approach in Indonesia, where soil erosion on coffee farms generates downstream ecological and economic costs. Bid data from a small-scale, uniform-price auction for soil-conservation contracts allowed estimates of the costs of a scaled-up program, the gain from integrating biophysical and economic data to target contracts, and the trade-offs between poverty alleviation and supply of ecosystem services. Our study illustrates an auction-based approach to revealing private information about the costs of supplying ecosystem services. Such information can improve the design of programs devised to protect and enhance ecosystem services.  相似文献

European Critical Infrastructures include physical resources, services, information technology facilities, networks and infrastructure assets, which, if disrupted or destroyed would have a serious impact on the health, safety, security, economic or social well-being of the Member States.The gas distribution network is a critical infrastructure and its failure can cause damage to structures and injury to people.The aim of this paper is to analyze and then assess the risk of the Italian high pressure natural gas distribution network.The paper describes an application of a methodology for quantitative risk assessment.Failure frequencies considered in risk calculation were found in the European Gas pipeline Incident data Group (EGIG) database, whereas consequences were computed as a function of pipe diameter and operating pressure for each section of the network. The results of this quantitative risk assessment is the determination of local and social risks for the Italian North East Area.  相似文献
