DOI: 10.1111/j.1752‐1688.2012.00652.x Abstract: America’s rivers are managed, over long periods of time, based on the most basic ideologies of the United States (U.S.) government. An essential notion of the U.S. government, and thus a necessity of river management, is governing as experiment. This leads to three necessary characteristics of river management: (1) adapting management practices based on experience and thus creating management and agency structures that are highly malleable and that can change directions, (2) overlapping of management roles and responsibilities between agencies which includes intentional redundancy and interagency competition, and (3) federalism — the devolution of responsibilities between national, state, and other unit governments (e.g., municipalities, counties). While these characteristics are often criticized as inefficient, in fact they have provided a surprisingly effective system for river management that has responded to the needs of society at different times and in different places. The United Kingdom uses the Defence Lines of Development (DLOD) framework to analyse and understand the key components and costs of a military capability. Rooted in the Resource Based View (RBV) of a firm, an adapted DLOD approach is employed to explore, analyse and discuss the preparedness, planning and response strategies of two markedly different countries (Australia and Bangladesh) when faced with a major cyclone event of a comparable size. Given the numerous similarities in the challenges facing military forces in a complex emergency and humanitarian agencies in a natural disaster, the paper demonstrates the applicability of the DLOD framework as an analysis and planning tool in the cyclone preparedness planning and response phases, and more broadly within the disaster management area. In addition, the paper highlights the benefit to disaster managers, policymakers and researchers of exploiting comparative cross-learning opportunities from disaster events, drawn from different sectors and countries. 相似文献
This paper aims to understand the role of organizational routines as possible barriers to the mainstreaming of climate adaptation at the implementation stage. While the mainstreaming of climate adaptation into policy documents is relatively easy, the implementation of these policies seems to be more problematic. Barriers to climate adaptation often occur during this stage as the implementation of the policies is generally undertaken by other actors than the policy-makers. These actors act based on organizational routines. As organizational routines aim to provide stability, they tend to be reaffirmative. Reorganizing the resources and practices of these actors to initiate mainstreaming then proves difficult. Consequently, the routines could prevent change that might be necessary to address new policy objectives such as climate adaptation. An analytical framework consisting of four self-reinforcing mechanisms is used to understand and explain why and how organizational routines can hamper the mainstreaming of climate adaptation during implementation. A case study is used to illustrate organizational routines as possible barriers. The paper concludes by stating that to optimize the possibilities of mainstreaming climate adaptation, a change in routines is necessary. Public parks are important to urban environments, residents, and visitors. Among other functions, they provide environmental services, such as air and water purification, and they increase both recreational opportunities and the attractiveness of the urban environment. Because of their importance, urban parks serve as public spaces that provide visitors and urban residents with rights to the city. This paper identifies the dearth of urban public parks in Accra-Tema city-region as worrying. The Accra Plan 1958 underscored the significance of green spaces and designated the coastal strip for parks development but the areas have been lost to various urban uses. We argue that the continual neglect of public parks within urban planning and community development schemes in the Accra-Tema city-region is a major concern because it is depriving the citizens a right to the city and its public spaces. A number of factors have worked adversely against the provision of public parks and green spaces in the city-region. These include development pressures, undue political interference, a complex land delivery system, and ad hoc planning. The paper concludes by offering policy suggestions as to how to resolve the dearth of parks and green spaces in the city-region. 相似文献
The Environmental Impact Assessment (EIA) procedure should predict and identify the major impacts of a project development that may cause specific spatial and temporal effects. Early in the EIA, the scoping stage provides all the relevant information on the impacts of the project alternatives. In particular, potential effects on the territorial network such as habitat connectivity loss and accessibility improvements should be taken into account in the various proposed layout alternatives when evaluating transport infrastructure projects. However, several authors have identified deficiencies in practice. The aim of this article is to provide a methodology for the assessment of these territorial impacts using adequate indicators in the early stages of the EIA procedure.
The proposed method is based on a comparison of a range of alternative layouts for a railway line linking two population centres, using indicators calculated with geographic information systems. The methodology was applied to a case study – the rail link between Huelva (Spain) and Faro (Portugal) – and the high speed rail (HSR) and conventional rail were evaluated in different layouts. The method was effective in spatially identifying significant impacts on accessibility improvements, which occurred closer to the cross border area. The conventional railway alternatives have similar accessibility values to the HSR. The results also reveal that connectivity loss is not limited to the area around the infrastructure, but extends throughout the territory. The results are at variance with the initiative proposed by Spanish and Portuguese transport decision-makers, and raise the possibility of selecting a conventional railway option. An adequate territorial evaluation methodology enables the new action to be correctly assessed, and supplies the information required to propose the most suitable alternative from a socio-economic and environmental standpoint, regardless of whether this proposal was initially included in the transport policy. 相似文献
This paper looks into the complexity of managing flood risks in the Hawkesbury–Nepean catchment, Australia. Several aspects are explored: (1) the complexities created by the way different agencies are involved in assessing flood risks; (2) different perceptions on acceptable flood risk level; (3) community engagement in defining acceptable flood risk level; (4) views on a holistic flood risk management plan; and (5) challenges of a centralised information system. This study concludes that the complexity of managing a large catchment is exacerbated by the difference in the way professionals perceive the problem. This has led to (1) different standards for acceptable risks; (2) inconsistent attempt to set up a regional-scale flood management plan beyond the jurisdictional boundaries; (3) absence of a regional-scale agency with licence to share and update information; and (d) lack of forums for dialogue with insurance companies to ensure an integrated approach to flood management. 相似文献
