Selecting reserves for forest biodiversity maintenance is often done by setting criteria for components of structural elements of biodiversity, such as a volume of decaying wood. We tested how the different threshold values for the components of structural elements affect the cost-effective site selection. Using Finnish National Forest Inventory information and remote sensing data, we determined a habitat quality index and economic value for each site in Satakunta region in Finland. Moreover, we defined several sets of potential conservation targets using alternative criteria for the habitat quality index developed for the Finnish case study. These figures were used in the site selection model in order to maximize the sum of habitat index of selected areas under a given budget constraint. We found that the production possibility frontier for the outputs of timber and biodiversity is only slightly concave when using the given threshold values. Thus, the optimal combination of the outputs is sensitive to the relative values of these goods. Our results suggest that an integrated approach in forest conservation could provide to environmental managers considerable cost savings compared with current management practices. Environmental managers could also reduce conservation costs by loosening the criteria for potential conservation targets. This would not lower considerably the quality of conserved forests. 相似文献

With the intention of securing industry-free land and seascapes, protecting wilderness entered international policy as a formal target for the first time in the zero draft of the Post-2020 Global Biodiversity Framework under the Convention on Biological Diversity. Given this increased prominence in international policy, it is timely to consider the extent to which the construct of wilderness supports global conservation objectives. We evaluated the construct by overlaying recently updated cumulative human pressure maps that offer a global-scale delineation of industry-free land as wilderness with maps of carbon stock, species richness, and ground travel time from urban centers. Wilderness areas took variable forms in relation to carbon stock, species richness, and proximity to urban centers, where 10% of wilderness areas represented high carbon and species richness, 20% low carbon and species richness, and 3% high levels of remoteness (>48 h), carbon, and species richness. Approximately 35% of all remaining wilderness in 2013 was accessible in <24 h of travel time from urban centers. Although the construct of wilderness can be used to secure benefits in specific contexts, its application in conservation must account for contextual and social implications. The diverse characterization of wilderness under a global environmental conservation lens shows that a nuanced framing and application of the construct is needed to improve understanding, communication, and retention of its variable forms as industry-free places. 相似文献

The amount of rainfall in Mazandaran province of Northern Iran is high. Mazandaran has man-made water reservoirs called Ab-bandan, to collect rainfall for irrigating rice farms during the growing seasons. However, rice farms face water scarcity because only a small amount of rainfall is being stored in Ab-bandans, while either the remaining water runs off into the sea, or causes water-logging or flooding. This research addresses Ab-bandans governance gaps in the Mazandaran province, using the ‘Multi-level Governance Framework’ introduced by the Organization for Economic Co-operation and Development (OECD). A modified Delphi technique with face-to-face interviews and a ranking round is used to identify Ab-bandans governance gaps. The identified gaps are classified into seven categories by applying the OECD's framework. In each of the categories there is one most important gap: the lack of a specific law for Ab-bandans, lack of long-term and strategic planning, low recognition of Ab-bandans at the national level, insufficient budget, lack of water user associations, lack of research in practice, and lack of using technology. The findings show that lack of a specific law for Ab-bandans in the country's water law is the most acute gap of all. In addition, the analysis highlights the fact that the policy category is the most critical one. The identified gaps are interlinked and exacerbate each other, therefore, a holistic perspective is needed to understand and resolve them. This study recommends a reform in the country’s water law, improved linkage between levels of government, co-operation among organizations involved in Ab-bandans management, and participation of local stakeholders in planning. 相似文献

Sensible (H) and latent (LE) heat fluxes, soil moisture (SM) and surface temperatures (Ts) were analyzed from seven sites at FIFE to evaluate relationships among the spatial variability of evaporative fraction, EF, SM, and the diurnal surface temperature range (Tdr). Intersite correlations between EF and Tdr were significantly negative for regional average soil moisture SMr < 20 percent, insignificant for 20 < SMr < 27 percent, and slightly positive for SMr > 27 percent. Statistical analysis of the pooled correlation coefficient between EF and Tdr for SMr < 20 percent indicates that it is less than zero at a very high level of significance, while the pooled correlation coefficient for regional SMr > 27 percent is greater than zero at the 10 percent level. The positive EF:Tdr correlations are attributed to increased surface vapor pressure at warmer sites under nearly potential conditions. These results suggest that to characterize the spatial variability of the energy budget partitioning, a variable representing the thermal response of the site should be included. An important application of these findings relates to modeling the subgrid variability of a region by subdividing the region into a few classes within which surface variables and parameters are assumed invariant. The thermal response of the surface should be included as a variable in defining these classes. 相似文献

Accurate and timely flood inundation maps serve as crucial information for hydrologists, first‐responders, and decision makers of natural disaster management agencies. In this study, two modeling approaches are applied to estimate the inundation area for a large flooding event that occurred in May 2016 in the Brazos River: (1) Height Above the Nearest Drainage combined with National Hydrograph Dataset Plus (NHDPlus‐HAND) and (2) International River Interface Cooperative — Flow and Sediment Transport with Morphological Evolution of Channels (iRIC‐FaSTMECH). The inundation extents simulated from these two modeling approaches are then compared against the observed inundation extents derived from a Landsat 8 satellite image. The simulated results from NHDPlus‐HAND and iRIC‐FaSTMECH show 56% and 70% of overlaps with the observed flood extents, respectively. A modified version of the NHDPlus‐HAND model, considering networked catchment behaviors, is also tested with an improved fitness of 67%. This study suggests that NHDPlus‐HAND has the potential for real‐time continental inundation forecast due to its low computational cost and ease to couple with the National Water Model. Better performance of NHDPlus‐HAND can be achieved by considering the inter‐catchment flows during extreme riverine flood events. ABSTRACT: The potential for detecting the concentration and type of soils suspended in surface water through remote sensing techniques was investigated by studying the spectral reflectance of two types of soils in suspension. In a large tank filled with 7510 liters of water, 20 levels of suspended sediment (soil) concentration (SSC), ranging from 50 to 1000 mg/l were prepared. A high resolution spectroradiometer was used to measure the reflectance at each SSC level. The reflectance spectra of two contrasting soils were distinct in the visible and near infrared (NIR) portions of the electromagnetic spectrum. The wavelength range between 580–690 nm (visible) was found to be optimal for indicating the type of soil, whereas, the wavelength range between 714–880 (NIR) was found to be appropriate for estimating the concentration of sediment suspended in surface waters. 相似文献
