This article presents a model of remedial action planning, which includes four key variables that determine progress in plan development and implementation and explain the differing level of achievement in individual sites. The model is illustrated by the characteristics and developments of four remedial action plan (RAP) processes (Lower Green Bay and Fox River, Collingwood Harbour, Spanish Harbour, and the Metro Toronto and Region RAPs). Differences in the local context of the plans have, to a significant degree, predisposed individual planning and implementation experiences. Local context includes three variables, namely geographical—technical and sociopolitical aspects and the previous history of water pollution management in the area. RAP precursors are a necessary precondition for progress in planning and substantive achievements. While there is a tendency that most geographically focused RAPs in administratively simple areas accomplish most, the motivation and political clout of RAP participants are strongly intervening factors. Resource input from upper levels of government, in particular financial commitment for plan implementation, is the fourth necessary ingredient for progress due to the RAPs' weak regulatory and institutional framework. Unfortunately, upper levels of government have shown widespread reluctance to lead in remedial action planning. Principles of good practice for collaborative resource management were derived from the literature and their use studied in a range of integrated catchment management processes. Desk-based reviews and interviews with participants allowed the principles to be refined and described within a framework that illustrates the interrelationships between core principles, enabling principles, precursors to a project and the influence of external factors on such collaborative processes. The findings illustrate the importance of these relationships in understanding how success is defined and under what conditions successful outcomes can be achieved. Understanding how these procedural aspects influence outcomes contributes to the wider literature on collaborative resource management that often treats processes separately from their context. 相似文献

通过对风险管理的识别、评估、控制、恢复四个过程的分析,对风险管理理论有了新的认识。基于这一认识,结合国家应急管理体系建设的要求和企业应急管理工作实际,对应急管理体系建设内容进行了阐述。以风险管理理论指导,以风险识别为前提,以事件管理为对象,以加强应急预警和提高响应能力为重点,增强应急预案编制的针对性和实用性,从而使应急管理由事故救援向事故预防的全过程转变,应该作为应急管理体系研究的重要内容和发展方向。本文还对事故管理、事件管理进行了分析,阐明了事件、事故管理的联系与区别,进而提出安全管理应该从关注事故管理向开展事件应急,进而强化危机管理的工作思路,对应急管理体系建设研究有很好的指导作用。 相似文献

In the Netherlands there are around 400 “Seveso” sites that fall under the Dutch Major Hazards Decree (BRZO) 1999. Between 2006 and 2010 the Dutch Labour Inspectorate's Directorate for Major Hazard Control completed investigations of 118 loss of containment incidents involving hazardous substances from this group. On the basis of investigation reports the incidents were entered in a tailor-made tool called Storybuilder developed for the Dutch Ministry of Social Affairs and Employment for identifying the dominant patterns of technical safety barrier failures, barrier task failures and underlying management causes associated with the resulting loss of control events. The model is a bow-tie structure with six lines of defence, three on either side of the central loss of containment event. In the first line of defence, failures in the safety barriers leading to loss of control events were primarily equipment condition failures, pre start-up and safeguarding failures and process deviations such as pressure and flow failures. These deviations, which should have been recovered while still within the safe envelope of operation, were missed primarily because of inadequate indication signals that the deviations have occurred. Through failures of subsequent lines of defence they are developing into serious incidents. Overall, task failures are principally failures to provide adequate technical safety barriers and failures to operate provided barriers appropriately. Underlying management delivery failures were mainly found in equipment specifications and provisions, procedures and competence. The competence delivery system is especially important for identifying equipment condition, equipment isolation for maintenance, pre-start-up status and process deviations. Human errors associated with operating barriers were identified in fifty per cent of cases, were mostly mistakes and feature primarily in failure to prevent deviations and subsequently recover them. Loss of control associated with loss of containment was primarily due to the containment being bypassed (72% of incidents) and less to material strength failures (28%). Transfer pipework, connections in process plant and relief valves are the most frequent release points and the dominant release material is extremely flammable. It is concluded that the analysis of a large number of incidents in Storybuilder can support the quantification of underlying causes and provide evidence of where the weak points exist in major hazard control in the prevention of major accidents. 相似文献

Progress and challenges in consolidating the management of Amazonian protected areas and indigenous territories

Effective management refers to the ability of a protected area or indigenous territory to meet its objectives, particularly as they relate to the protection of biodiversity and forest cover. Effective management is achieved through a process of consolidation, which among other things requires legally protecting sites, integrating sites into land‐use planning, developing and implementing management and resource‐use plans, and securing long‐term funding to pay for recurrent costs. Effectively managing all protected areas and indigenous territories in the Amazon may be needed to avoid a deforestation tipping point beyond which regional climatic feedbacks and global climate change interact to catalyze irreversible drying and savannization of large areas. At present, protected areas and indigenous territories cover 45.5% (3.55 million km2) of the Amazon, most of the 60–70% forest cover required to maintain hydrologic and climatic function. Three independent evaluations of a long‐term large‐scale philanthropic initiative in the Amazon yielded insights into the challenges and advances toward achieving effective management of protected areas and indigenous territories. Over the life of the initiative, management of sites has improved considerably, particularly with respect to management planning and capacity building, but few sites are effectively managed and many lack sufficient long‐term financing, adequate governance, support of nongovernmental organizations, and the means to withstand economic pressures. The time and money required to complete consolidation is still poorly understood, but it is clear that philanthropic funding is critical so long as essential funding needs are not met by governments and other sources, which could be on the order of decades. Despite challenges, it is encouraging that legal protection has expanded greatly and management of sites is improving steadily. Management of protected areas in other developing countries could be informed by improvements that have occurred in Amazonian countries. 相似文献

Abstract: Multilevel or hierarchical models have been applied for a number of years in the social sciences but only relatively recently in the environmental sciences. These models can be developed in either a frequentist or Bayesian context and have similarities to other methods such as empirical Bayes analysis and random coefficients regression. In essence, multilevel models take advantage of the hierarchical structure that exists in many multivariate datasets; for example, water quality measurements may be taken from individual lakes, lakes are located in various climatic zones, lakes may be natural or man‐made, and so on. The groups, or levels, may effectively yield different responses or behaviors (e.g., nutrient load response in lakes) that often make retaining group membership more effective when developing a predictive model than when working with either all of the data together or working separately with the individuals. Here, we develop a multilevel model of the impact of farm level best management practices (BMPs) on phosphorus runoff. The result of this research is a model with parameters which vary with key practice categories and thus may be used to evaluate the effectiveness of these practices on phosphorus runoff. For example, it was found that the effect of fertilizer application rate on farm‐scale phosphorus loss is a function of the application method, the hydrologic soil group, and the land use (crop type). Further, results indicate that the most effective method for controlling fertilizer loss is through soil injection. In summary, the resultant multilevel model can be used to estimate phosphorus loss from farms and hence serve as a useful tool for BMP selection. 相似文献

Decisions in ecological risk management for chemical substances must be made based on incomplete information due to uncertainties. To protect the ecosystems from the adverse effect of chemicals, a precautionary approach is often taken. The precautionary approach, which is based on conservative assumptions about the risks of chemical substances, can be applied selecting management models and data. This approach can lead to an adequate margin of safety for ecosystems by reducing exposure to harmful substances, either by reducing the use of target chemicals or putting in place strict water quality criteria. However, the reduction of chemical use or effluent concentrations typically entails a financial burden. The cost effectiveness of the precautionary approach may be small. Hence, we need to develop a formulaic methodology in chemical risk management that can sufficiently protect ecosystems in a cost-effective way, even when we do not have sufficient information for chemical management. Information-gap decision theory can provide the formulaic methodology. Information-gap decision theory determines which action is the most robust to uncertainty by guaranteeing an acceptable outcome under the largest degree of uncertainty without requiring information about the extent of parameter uncertainty at the outset. In this paper, we illustrate the application of information-gap decision theory to derive a framework for setting effluent limits of pollutants for point sources under uncertainty. Our application incorporates a cost for reduction in pollutant emission and a cost to wildlife species affected by the pollutant. Our framework enables us to settle upon actions to deal with severe uncertainty in ecological risk management of chemicals. 相似文献
