Ecosystem approach, a new comprehensive approach to the conservation and management of natural resources, has received universal concern and approval in the world, and it requires the application of the eco-compensation mechanism. Some basic ideas for establishing the marine eco-compensation mechanism are: payers and payees can be identified through analyzing marine ecosystem service changes and impacts on the stakeholders; financial transfer payment and environmental taxes and fees can be used as the main channels for compensation; payment standard can be set up by following the principle of a compromise between calculated theoretic results and “price bargaining”. Focusing on the key human impact on marine ecosystem in Bohai Sea, some preliminary ides on eco-compensation application are given: reform the ongoing charge system of pollutant discharge and enhance its incentives to reduce land pollutants; implement eco-compensation for freshwater demand between Bohai Sea and the river basins for the purpose of increasing freshwater inflow; popularize and strengthen the existing eco-compensation on fishery resources management, and implement the charge system of eco-compensation on reclamation from the sea for land construction. 相似文献

Africa faces enormous food security challenges. Most commentators agree that, despite the complexities of food insecurity, there will have to be increases in food production from existing agricultural land. Most, too, are pessimistic about the future, judging likelihood of success on the basis of past performance of modern agricultural development. Sustainable agriculture, though, offers new opportunities, by emphasising the productive values of natural, social and human capital, all assets that Africa either has in abundance or that can be regenerated at low financial cost.This paper sets out an assets-based model of agricultural systems, together with a typology of eight improvements that are currently in use in sustainable agriculture projects. In the 45 projects/initiatives spread across 17 countries that are investigated, some 730,000 households have substantially improved food production and household food security. In 95% of the projects where yield increases were the aim, cereal yields have improved by 50–100%. Total farm food production has increased in all. The additional positive impacts on natural, social and human capital are also helping to build the assets base so as to sustain these improvements in the future.This analysis indicates that sustainable agriculture can deliver large increases in food production in Africa. But spreading these to much larger numbers of farm households will not be easy. It will require substantial policy, institutional and professional reform. 相似文献

The paper examines the linkages between water depletion, continuous population growth and economic development viewed primarily as agricultural development. This is done within a framework of a dynamic simulation model of ecological-economic type over extended periods of time. It is found that intensive agriculture, driven by an increase in the cropping intensity as a result of increase in area under paddy crop, has led to an increased gap between the demand for and supply of water resources, in particular subsurface resources. The consequent fall in water table may lead to constraints in the use of water. This has strong inequity implications in the resource use as well as threats to future of agricultural development in the region. It is revealed that a mix of interventions based on price solutions, non-price solutions and institutional set up are decisive in bringing a sustainable development and use of resource. The paper concludes with emphasising the role of state/government in achieving the desired goal. 相似文献

The importance of sustainable development has been clearly recognised by the OECD Council at Ministerial Level. The Communiqué of the 1998 Ministerial Meeting states that Ministers agreed that the achievement of sustainable development is a key priority for OECD countries. They encouraged the elaboration of the Organisation's strategy for wide-ranging efforts over the next three years in the areas of climate change, technological development, sustainability indicators, and the environmental impact of subsidies.... Further, Ministers asked the OECD to enhance its dialogue with non-member countries in these areas and to engage them more actively, including through shared analyses and development of strategies for implementing sustainable development (OECD, 1998d).To help countries achieve the transition to sustainable development, a framework is required for the integration of economic, environmental and social policy. This was the main recommendation of the report in November 1997 to the OECD Secretary-General, Donald J. Johnston, of the High-Level Advisory Group on the Environment (OECD, 1997b). The OECD and its affiliates (including the International Energy Agency (IEA), the Nuclear Energy Agency (NEA), the Development Centre and the European Conference of Ministers of Transport (ECMT)) are well equipped with the broad, multidisciplinary expertise to assist Member governments in this task. Work on sustainable development encompasses the full range of activities of the Organisation: macro and micro-economic analysis; environmental policy; labour markets, education, health and social policies; agricultural and fisheries policies; energy policy; technology policy; regional, local and urban policies; and development co-operation. Activities with non-members add an essential global perspective. The challenge is to move beyond a sectoral approach to integrated policies, and to exploit potential synergies and interrelationships between this wide range of competencies.
