Dynamics and Causation of Environmental Equity, Locally Unwanted Land Uses, and Neighborhood Changes

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. Environmental dredging is an efficient means to counteract the eutrophication of water bodies caused by endogenous release of nitrogen and/or phosphorus from polluted sediments. The huge operational cost and subsequent disposal cost of the dredged polluted sediments, as well as the adverse effect on the benthic environment caused by excessive dredging, make the currently adopted dredging methods unfavorable. Precise dredging, i.e., determining the dredging depth based on the pollution level, not only significantly decreases the costs but also leaves a uniform favorable environment for benthos. However, there is still no feasible process to make this promising method executable. Taking a river heavily polluted by organic compounds as an example, we proposed an executable precise dredging process, including sediment survey, model establishment, data interpolation, and calculation of dredging amount. Compared with the traditional dredging method, the precise one would save 16 to 45 % of cost according to different pollutant removal demands. This precise dredging method was adopted by the National Water Project of China to treat the endogenous pollution of Nanfei River in 2010. Scale Effects on Spatially Varying Relationships Between Urban Landscape Patterns and Water Quality 总被引:2,自引:0,他引:2
Scientific interpretation of the relationships between urban landscape patterns and water quality is important for sustainable urban planning and watershed environmental protection. This study applied the ordinary least squares regression model and the geographically weighted regression model to examine the spatially varying relationships between 12 explanatory variables (including three topographical factors, four land use parameters, and five landscape metrics) and 15 water quality indicators in watersheds of Yundang Lake, Maluan Bay, and Xinglin Bay with varying levels of urbanization in Xiamen City, China. A local and global investigation was carried out at the watershed-level, with 50 and 200 m riparian buffer scales. This study found that topographical features and landscape metrics are the dominant factors of water quality, while land uses are too weak to be considered as a strong influential factor on water quality. Such statistical results may be related with the characteristics of land use compositions in our study area. Water quality variations in the 50 m buffer were dominated by topographical variables. The impact of landscape metrics on water quality gradually strengthen with expanding buffer zones. The strongest relationships are obtained in entire watersheds, rather than in 50 and 200 m buffer zones. Spatially varying relationships and effective buffer zones were verified in this study. Spatially varying relationships between explanatory variables and water quality parameters are more diversified and complex in less urbanized areas than in highly urbanized areas. This study hypothesizes that all these varying relationships may be attributed to the heterogeneity of landscape patterns in different urban regions. Adjustment of landscape patterns in an entire watershed should be the key measure to successfully improving urban lake water quality. 相似文献

ABSTRACT In order to study the effect of fly ash content in cemented paste backfill (CPB) on its anti-sulfate erosion, the apparent phenomenon, strength development, and hydration products change the law of CPB with different fly ash content under long-term soaking of 5% sodium sulfate solution were studied by the macrotest and microanalysis, in addition, the mechanism of CPB anti-sulfate attack was analyzed by combining with a scanning electron microscope (SEM). The results indicated that the effect of sulfate environment on the strength of fly ash cemented paste backfill (FCPB) was mainly determined by the hydration products in the FCPB at different soaking times. In the early soaking stage, the formation of ettringite (AFt) in FCPB could improve its compactness, which was conducive to improving the strength of FCPB. In the late soaking stage, there were ettringite-type erosion damage and gypsum erosion-type damage internal of the FCPB with low content fly ash, resulting in microfracture, cracking of the FCPB, and reducing the strength. CPB with an appropriate content of fly ash could improve the internal structure of the FCPB to achieve the purpose of anti-sulfate erosion. 相似文献

Forests are a major terrestrial ecosystem providing multiple ecosystem services. However, the importance of forests is frequently
underestimated from an economic perspective because of the externalities and public good properties of these services. Forest
eco-compensation is a transfer mechanism that serves to internalize the externalities of forest ecosystem services by compensating
individuals or companies for the losses or costs resulting from the provision of these services. China’s current forest eco-compensation
system is centered mainly on noncommercial forest. The primary measures associated with ecosystem services are (1) a charge
on destructive activities, such as indiscriminate logging, and (2) compensation for individual or local activities and investments
in forest conservation. The Compensation Fund System for Forest Ecological Benefits was first listed in the Forest Law of the People’s Republic of China in 1998. In 2004, the Central Government Financial Compensation Fund, an important source for the Compensation Fund for Forest
Ecological Benefits, was formally established. To improve the forest eco-compensation system, it is crucial to design and
establish compensation criteria for noncommercial forests. These criteria should take both theoretical and practical concerns
into account, and they should be based on the quantitative valuation of ecosystem services. Although some initial headway
has been made on this task, the implementation of an effective forest eco-compensation system in China still has deficiencies
and still faces problems. Implementing classification-based and dynamic management for key noncommercial forests and establishing
an eco-compensation mechanism with multiple funding sources in the market economy are the key measures needed to conquer these
problems and improve the forest eco-compensation system and China’s forestry development in sequence. 相似文献

Development of Customized Fire Behavior Fuel Models for Boreal Forests of Northeastern China 总被引:2,自引:1,他引:2
Knowledge of forest fuels and their potential fire behavior across a landscape is essential in fire management. Four customized
fire behavior fuel models that differed significantly in fuels characteristics and environmental conditions were identified
using hierarchical cluster analysis based on fuels data collected across a boreal forest landscape in northeastern China.
Fuel model I represented the dense and heavily branched Pinus pumila shrubland which has significant fine live woody fuels. These forests occur mainly at higher mountain elevations. Fuel model
II is applicable to forests dominated by Betula platyphylla and Populus davidiana occurring in native forests on hill slopes or at low mountain elevations. This fuel model was differentiated from other fuel
models by higher herbaceous cover and lower fine live woody loading. The primary coniferous forests dominated by Larix gmelini and Pinus sylvestris L. var. mongolica were classified as fuel model III and fuel model IV. Those fuel models differed from one another in average cover and height
of understory shrub and herbaceous layers as well as in aspect. The potential fire behavior for each fuel model was simulated
with the BehavePlus5.0 fire behavior prediction system. The simulation results indicated that the Pinus pumila shrubland fuels had the most severe fire behavior for the 97th percentile weather condition, and had the least severe fire
behavior under 90th percentile weather condition. Fuel model II presented the least severe fire potential across weather conditions.
Fuel model IV resulted in greater fire severity than Fuel model III across the two weather scenarios that were examined. 相似文献
