Recent catastrophic industrial accidents have left the public wary of most industrial facilities. Fearing illness and death from toxic releases, the public has opposed siting hazardous waste facilities in their locale. Associated with these concerns are fears of declining property values and a perceived reduction in the quality of life for a community. Recent political actions stemming from these fears have made siting these facilities an extremely unpopular and expensive process.

This paper presents a systematic, phased approach for performing a reliability and hazards analysis of a hazardous waste facility design. It also demonstrates how the results of a risk analysis can present an accurate "risk picture" of the facility for use in alleviating public fears. A typical analysis is outlined and methods that can be used to convey to the public the results of this type of risk analysis are explored.  相似文献

Hydraulic events are a leading cause of bridge failures. While these hydraulic events are accounted for in bridge design, changing environmental and land use conditions require continual updating of this risk. For example, after a bridge has been constructed, streamflow can change in unanticipated ways as a result of land use changes, geomorphic changes, and climate change. The objective of this research was to create a screening method able to quickly and inexpensively estimate overtopping risk across a collection of bridges based on the current streamflow conditions. The method uses a geographic information system, nationally available and standardized datasets, and recent regression equations to quantify bridge vulnerability to overtopping for flooding with varying return periods. This screening method could also be used to assist decision makers in updating the Waterway Adequacy field in the National Bridge Inventory, which indicates the overtopping risk of bridges. The method was applied to a portion of the Hampton Roads region of Virginia, United States that includes 475 bridges. The results of the analysis, when combined with transportation data for bridges, aid decision makers to assign further resources to complete more detailed analyses of bridges identified as being at risk for overtopping.  相似文献

ABSTRACT: The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the Nation for waste water reuse. Overriding all of these conditions is the long-term inadequacy of the existing water supplies. The Salt River Valley has a ground water overdraft of about 700,000 acre feet per year. To help alleviate this situation, the Corps of Engineers in conjunction with the MAG 208 is looking at ways to reuse a projected 2020 waste water flow of 340,000 acre feet per year. Reuse options identified include ground water recharge, agricultural irrigation, turf irrigation, recreational lakes, fish and wildlife habitats, and industrial cooling. These look nice on paper but before they can be implemented, some hard questions have to be answered, such as: How acceptable are local treatment plants when 15 years ago there was a major push to eliminate local plants; is the Phoenix area ready for reuse in urban areas; what are people willing to pay for water; who benefits if a city goes to ground water recharge; how much agriculture will be left in the area by 2020? These and other questions must be resolved if reuse is to become a viable option in water resource planning in the Phoenix area. Summary. Large scale reuse of waste water conforms with the national goal of better resource management through recycling. The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the nation for waste water reuse. Some of the most notable conditions are: the existence of a large and rapidly growing urban area which is in the process of planning for future waste water management systems; the existence of agricultural areas which are projected to be farmed well into the future, and the existence of constructed and planned major recreational systems such as Indian Bend Wash which can use recycled waste water; the existence of extensive depleted ground water aquifers; the need for a dependable source for the cooling of the Palo Verde Nuclear reactors; and finally, overriding all of this, the long-term inadequacy of the existing water supplies. Given this, one would expect to find total reuse within the Phoenix metropolitan area. Reuse is taking place with irrigation and nuclear power cooling to the west but there is no long term plan which looks at the Valley as a whole and considers waste water as part of the Valley's water resources. The Corps 208 plan is looking at waste water in this manner but initial analysis shows that although reuse is technically feasible there are many financial, social, institutional, and political questions still to be answered. These include: determining the value of existing diminishing water sources and what people are willing to pay for the next source of water; are people willing to identify priority uses of water for the area so that water of varying quality is put to its highest and best use; will the present institutional boundaries remain to create water-rich and water-poor areas; and will legislation be forthcoming to simplify the complex surface and ground water laws that presently exist? The Corps 208 study will not be able to answer these questions, but the goal at the moment is to identify feasible reuse systems along with decisions the public, owners, agencies, and politicians must make to select and implement them. If some sort of logical process is not developed and public awareness not increased, the chance for a long-term plan to utilize waste water as a major element in the Phoenix area water resource picture, may be missed.  相似文献

Although the sexes are united in hermaphrodites, conflict can still occur because the male and female functions have separate interests. We examined the evidence for conflict in the mating system of the terrestrial snail Cantareus aspersus (formerly Helix aspersa) where sharp, calcareous darts are ‘shot’ during courtship. We predicted that the use of the dart would either reflect or create conflict and this would be evident in either the courtship behavior or the transference of sperm. Previous studies demonstrated that the dart functions after sperm transfer to increase sperm survival. Using detailed observations of mating snails, we examined the factors that determine dart shooting order, the behavioral responses after being hit by a dart, the accuracy of dart shooting, and the allocation of sperm resources. We found that each dart was shot independently, and each animal appeared to be interested only in getting off the best possible shot, probably one that penetrates deeply near the genital pore. There is no evidence of mating conflict. Every snail transfers sperm to its partner, and the size of the donation does not depend on the success or failure of either snail’s dart shot. Although the receipt of a dart does not appear to cause harm, it may produce indirect costs due to the partial loss of control over fertilization. We conclude that mating in C. aspersus is a partnership in which independent actors demonstrate unconditional reciprocity during courtship and sperm transfer.  相似文献

Estimates of biodiversity change are essential for the management and conservation of ecosystems. Accurate estimates rely on selecting representative sites, but monitoring often focuses on sites of special interest. How such site-selection biases influence estimates of biodiversity change is largely unknown. Site-selection bias potentially occurs across four major sources of biodiversity data, decreasing in likelihood from citizen science, museums, national park monitoring, and academic research. We defined site-selection bias as a preference for sites that are either densely populated (i.e., abundance bias) or species rich (i.e., richness bias). We simulated biodiversity change in a virtual landscape and tracked the observed biodiversity at a sampled site. The site was selected either randomly or with a site-selection bias. We used a simple spatially resolved, individual-based model to predict the movement or dispersal of individuals in and out of the chosen sampling site. Site-selection bias exaggerated estimates of biodiversity loss in sites selected with a bias by on average 300–400% compared with randomly selected sites. Based on our simulations, site-selection bias resulted in positive trends being estimated as negative trends: richness increase was estimated as 0.1 in randomly selected sites, whereas sites selected with a bias showed a richness change of −0.1 to −0.2 on average. Thus, site-selection bias may falsely indicate decreases in biodiversity. We varied sampling design and characteristics of the species and found that site-selection biases were strongest in short time series, for small grains, organisms with low dispersal ability, large regional species pools, and strong spatial aggregation. Based on these findings, to minimize site-selection bias, we recommend use of systematic site-selection schemes; maximizing sampling area; calculating biodiversity measures cumulatively across plots; and use of biodiversity measures that are less sensitive to rare species, such as the effective number of species. Awareness of the potential impact of site-selection bias is needed for biodiversity monitoring, the design of new studies on biodiversity change, and the interpretation of existing data.  相似文献

A visual-visual dual computer task was designed to test the effect of the thermal environment on dual task performance. The temperatures selected for testing were 20 and 35 °C Wet Bulb Globe Temperature (WBGT). 34 volunteers were randomly assigned to 1 of the 2 temperature conditions. Individual differences in single task performance were controlled by equating the baselines of single task performance. Once individual differences in single task capacity were controlled, statistically significant differences in performance were demonstrated. Mean accuracy was computed over a 1-hr testing period in each temperature condition. Participants’ mean accuracy in the 35° condition (38.18%) was substantially lower than in the 20° condition (50.88%).  相似文献

An improved version of the constant volume sampling (CVS) methodology that overcomes a number of obstacles that exist with the current CVS dilution tunnel system used in most diesel and gasoline vehicle emissions test facilities is presented. The key feature of the new sampling system is the introduction of dilution air immediately at the vehicle tailpipe. In the present implementation, this is done concentrically through a cylindrical air filter. Elimination of the transfer hose conventionally used to connect the tailpipe to the dilution tunnel significantly reduces the hydrocarbon and particulate matter (PM) storage release artifacts that can lead to wildly incorrect particle number counts and to erroneous filter-collected PM mass. It provides accurate representations of particle size distributions for diesel vehicles by avoiding the particle coagulation that occurs in the transfer hose. Furthermore, it removes the variable delay time that otherwise exists between the time that emissions exit the tailpipe and when they are detected in the dilution tunnel. The performance of the improved CVS system is examined with respect to diesel, gasoline, and compressed natural gas vehicles.  相似文献

Forage-based cow-calf operations may have detrimental impacts on the chemical status of groundwater and streams and consequently on the ecological and environmental status of surrounding ecosystems. Assessing and controlling phosphorus (P) inputs are, thus, considered the key to reducing eutrophication and managing ecological integrity. In this paper, we monitored and evaluated P concentrations of groundwater (GW) compared to the concentration of surface water (SW) P in forage-based landscape with managed cow-calf operations for 3 years (2007–2009). Groundwater samples were collected from three landscape locations along the slope gradient (GW1 10–30 % slope, GW2 5–10 % slope, and GW3 0–5 % slope). Surface water samples were collected from the seepage area (SW 0 % slope) located at the bottom of the landscape. Of the total P collected (averaged across year) in the landscape, 62.64 % was observed from the seepage area or SW compared with 37.36 % from GW (GW1?=?8.01 %; GW2?=?10.92 %; GW3?=?18.43 %). Phosphorus in GW ranged from 0.02 to 0.20 mg L?1 while P concentration in SW ranged from 0.25 to 0.71 mg L?1. The 3-year average of P in GW of 0.09 mg L?1 was lower than the recommended goal or the Florida’s numeric nutrients standards (NNS) of 0.12 mg P L?1. The 3-year average of P concentration in SW of 0.45 mg L?1 was about fourfold higher than the Florida’s NNS value. Results suggest that cow-calf operation in pasture-based landscape would contribute more P to SW than in the GW. The risk of GW contamination by P from animal agriculture production system is limited, while the solid forms of P subject to loss via soil erosion could be the major water quality risk from P.  相似文献

Grazing can accelerate and alter the timing of nutrient transfer, and could increase the amount of extractable phosphorus (P) cycle from soils to plants. The effects of grazing management and/or forage type that control P cycling and distribution in pasture's resources have not been sufficiently evaluated. Our ability to estimate the levels and changes of soil-extractable P and other crop nutrients in subtropical beef cattle pastures has the potential to improve our understanding of P dynamics and nutrient cycling at the landscape level. To date, very little attention has been paid to evaluating transfers of extractable P in pasture with varying grazing management and different forage type. Whether or not P losses from grazed pastures are significantly greater than background losses and how these losses are affected by soil, forage management, or stocking density are not well understood. The objective of this study was to evaluate the effect of grazing management (rotational versus “zero” grazing) and forage types (FT; bahiagrass, Paspalum notatum, Flugge versus rhizoma peanuts, Arachis glabrata, Benth) on the levels of extractable soil P and degree of P saturation in beef cattle pastures. This study (2004–2007) was conducted at the Subtropical Agricultural Research Station, US Department of Agriculture–Agricultural Research Service located 7 miles north of Brooksville, FL. Soil (Candler fine sand) at this location was described as well-drained hyperthermic uncoated Typic Quartzipsamments. A split plot arrangement in a completely randomized block design was used and each treatment was replicated four times. The main plot was represented by grazing management (grazing vs. no grazing) while forage types (bahiagrass vs. perennial peanut) as the sub-plot treatment. Eight steel exclosures (10?×?10 m) were used in the study. Four exclosures were placed and established in four pastures with bahiagrass and four exclosures were established in four pastures with rhizoma peanuts to represent the “zero” grazing treatment. The levels of soil-extractable P and degree of P saturation (averaged across FT and soil depth) of 22.1 mg kg?1 and 11.6 % in pastures with zero grazing were not significantly (p?≤?0.05) different from the levels of soil-extractable P and degree of P saturation of 22.8 mg kg?1 and 12.9 % in pastures with rotational grazing, respectively. On the effect of FT, levels of soil-extractable P and degree of P saturation were significantly higher in pastures with rhizoma peanuts than in pastures with bahiagrass. There was no net gain of soil-extractable P due to the presence of animals in pastures with rotational grazing. Averaged across years, soil-extractable P in pastures with rotational grazing and with “zero” grazing was less than 150 mg kg?1, the water quality protection. There had been no movement of soil-extractable P into the soil pedon since average degree of P saturation in the upper 15 cm was 14.3 % while the average degree of P saturation in soils at 15–30 cm was about 9.9 %. Overall, average extractable P did not exceed the crop requirement threshold of 50 mg P kg?1 and the soil P saturation threshold of 25 %, suggesting that reactive P is not a problem. Our study revealed that rhizoma peanuts and bahiagrass differ both in their capacity to acquire nutrients from the soil and in the amount of nutrients they need per unit growth. Rhizoma peanuts, which are leguminous forage, would require higher amounts of P compared with bahiagrass. The difference in the amount of P needed by these forages could have a profound effect on their P uptake that can be translated to the remaining amount of P in the soils. Periodic applications of additional P may be necessary especially for pastures with rhizoma peanuts to sustain their agronomic needs and to potentially offset the export of P due to animal production. Addition of organic amendments could represent an important strategy to protect pasture lands from excessive soil resources exploitation.  相似文献
