Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. The appropriate role of digital data entry in PM likely depends more on the context in which it is used and less on the technology itself.

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass
as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues,
particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international
consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention.
National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and
agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic
from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts,
account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues
relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should
be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management.
Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing
these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass
production can make an effective contribution to the stabilization of atmospheric GHG concentrations.

A comparison of current techniques for measuring elevations in the beach and near-shore zones is presented. Techniques considered
include traditional methods such as ground survey along transects and airborne stereophotogrammetry, and also newer methods
based on remote sensing such as airborne scanning laser altimetry (LiDAR). The approach taken was to identify a representative
group of users of beach elevation data, elicit their requirements regarding these data, then assess how well the different
methods met these requirements on both technical and financial grounds.
Potential users of beach height measurements include those concerned with coastal defence, coastal environmental management
economic exploitation of the intertidal zone, and coastal flood forecasting. Three test areas in the UK were identified covering
a range of such users and also different beach types. A total of 17 basic user requirements were elicited. For each requirement
each method was scored according to the degree to which it could meet the requirement. Total scores were calculated and each
method ranked. This was undertaken for all the requirements together, for a subset relating to survey of narrow beaches, and
for a subset relating to survey of wide beaches. Approximate costs were also established for the top six methods.
Airborne stereophotogrammetry proved to be the best method technically, but was also the most expensive. Ground survey provides
very good technical performance on narrower beaches at moderate cost. Airborne LiDAR can achieve good technical performance
on both narrow and wide beaches at lower cost than ground survey. The satellite-based waterline method was also inexpensive
and gave good results on wide beaches. An overall conclusion is that, while the traditional methods of ground survey and airborne
stereophotogrammetry remain the best for engineering-related surveys requiring high levels of accuracy, airborne LiDAR in
particular looks set to have a significant impact on beach survey for applications for which a vertical accuracy of 20 cm
is acceptable, provided that its technology evolves satisfactorily.

Abstract: Systematic conservation assessment (an information‐gathering and prioritization process used to select the spatial foci of conservation initiatives) is often considered vital to conservation‐planning efforts, yet published assessments have rarely resulted in conservation action. Conservation assessments may lead more directly to effective conservation action if they are reoriented to inform conservation decisions. Toward this goal, we evaluated the relative priority for conservation of 7 sites proposed for the first forest reserves in the Union of the Comoros, an area with high levels of endemism and rapidly changing land uses in the western Indian Ocean. Through the analysis of 30 indicator variables measured at forest sites and nearby villages, we assessed 3 prioritization criteria at each site: conservation value, threat to loss of biological diversity from human activity, and feasibility of reserve establishment. Our results indicated 2 sites, Yiméré and Hassera‐Ndrengé, were priorities for conservation action. Our approach also informed the development of an implementation strategy and enabled an evaluation of previously unexplored relations among prioritization criteria. Our experience suggests that steps taken to ensure the closer involvement of practitioners, include a broader range of social data, encourage stakeholder participation, and consider the feasibility of conservation action can improve the relevance of assessments for conservation planning, strengthen the scientific basis for conservation decisions, and result in a more realistic evaluation of conservation alternatives.
