Participatory public engagement approaches such as Consensus Conferences, Deliberative Polling®, and Planning Cells have been used to try and resolve environmental disputes in Japan; however, the strengths and weaknesses of these approaches have not been analyzed adequately or comprehensively. This paper evaluates practical applications of each of the above participatory approaches and conducts a crosscutting analysis of these applications to evaluate how effectively each approach provides scientific information to participants and to consider how the quality of deliberations that occur during these processes affect their outputs. Based on existing classification of participatory processes, and methodology for public involvement in US environmental decision-making, this study compares and contrasts the processes and outcomes of 25 participatory planning case studies in Japan. After compiling a case inventory of participatory approaches, the features of one approach are documented using qualitative analysis, and the aspects of four other approaches are confirmed using crosscutting analysis. In so doing, the likely strengths and weaknesses of each approach are suggested as follows. When discussions require an understanding of scientific knowledge, the Consensus Conference tends to be more suitable than the DP approach. If the consensus of participants is expected, the Consensus Conference is also thought to be suitable. But through a DP process or Simplified Planning Cells approach, we can know the quantitative portion of each opinion through results of ballots. In sum, new participatory approach that incorporates strengths of the Consensus Conference and the Simplified Planning Cells into Local Environmental Planning is needed. This paper presents results from a survey of stakeholder attitudes towards Carbon Capture and Storage (CCS). The survey is the first to make a global comparison across three major regions: North America, Japan, and Europe. It is based on a 30-question survey which targeted individuals working at stakeholder organizations that seek to shape, and will need to respond to, policy on CCS, including electric utilities, oil and gas companies, CO2-intensive industries and non-governmental organizations (NGOs). The paper reports results from the original survey carried out in 2006 and from a recent follow up on key CCS questions (April 2009).The results show generally small differences across the regions and between the different groups of stakeholders. All believed that the challenge of significant reductions in emissions using only current technologies was severe. There was a widespread belief that CCS as well as renewable technologies such as solar power will achieve major market entry into the electricity sector within the next 10–20 years, whereas there is more scepticism about the role of hydrogen and especially nuclear fusion in the next 50 years. All groups were generally positive towards renewable energy. Yet, there were some notable areas of disagreement in the responses, for example, as expected, NGOs considered the threat of climate change to be more serious than the other groups. North American respondents were more likely to downplay the threat compared to those of the other regions. The Japanese were more concerned about the burden that would be placed on industry in the coming decade as a result of emissions constraints and NGOs were more likely to believe that the burden imposed would be light or very light. NGO respondents also believed CCS to be far more attractive than nuclear power (fission) but much less than renewables. As expected, the risk for leakage from reservoirs was ranked number one of the risk options given. The follow-up study generally confirmed the results of the original study with a few notable differences. As expected, the results of the follow-up shows that respondents consider CCS to play an increased role in the national climate debate. In Japan, there was an increased fraction of respondents who claimed that their organization has a clear position on CCS.  相似文献

Measurements of the local distribution of atmospheric nitrogen dioxide (NO(2)) by long-path pulsed differential optical absorption spectroscopy (LP-PDOAS) in Tokyo during August 2008 are presented. Two LP-PDOAS systems simultaneously measured average NO(2) temporal mixing ratios along two different paths from a single observation point. Two flashing aviation obstruction lights, located 7.0 km north and 6.3 km east from the observation point, were used as light sources, allowing spatiotemporal variations of NO(2) in Tokyo to be inferred. The LP-PDOAS data were compared with ground-based data measured using chemiluminescence. Surface wind data indicated that large inhomogeneities were present in the spatial NO(2) distributions under southerly wind conditions, while northerly wind conditions displayed greater homogeneity between the two systems. The higher correlation in the NO(2) mixing ratio between the two LP-PDOAS systems was observed under northerly wind conditions with a correlation factor R(2) = 0.88. We demonstrated that the combined deployment of two LP-PDOAS systems oriented in different directions provides detailed information on the spatial distribution of NO(2).  相似文献

Cell growth and iron uptake of the coastal marine diatoms Chaetoceros sociale and Thalassiosira weissflogii were studied in the presence of short-aged amorphous ferric hydroxide (am-Fe(III)) media. These were prepared by aging for 1 day, 3 days, and 3 weeks after adding a small amount of ferric iron acidic stock solution to autoclaved filtered seawater and were experimentally measured in culture experiments at 10°C for C. sociale and 20°C for T. weissflogii. The order of cell yields for both species was: 1-day aged am-Fe(III) >3-day aged am-Fe(III) >> 3-week aged am-Fe(III) media. The iron uptake rates by C. sociale during 0–1 day in 1 day and 3-day aged am-Fe(III) media were about two-thirds and one-fourths, respectively, lower than that in the direct Fe(III) input medium containing C. sociale into which an acidic Fe(III) stock solution was added directly. The longer aging time of am-Fe(III) in media results in reducing the supply of bioavailable iron in the media by the slower dissolution rate of am-Fe(III) with the longer aging time. These results suggest that the chemical and structural changes of freshly precipitated amorphous ferric hydroxide with short aging time affect their ability, such as iron solubility and dissolution rate to supply bioavailable iron for the phytoplankton growth. The chemical and structural conversion of solid iron phases with time is one of the most important processes in changing the supply of available iron to marine phytoplankton in estuarine and coastal waters and in iron fertilization experiments.  相似文献

Waste on the roadside, 'poi-sute' waste, was collected in a typical suburb in Japan (Ueda city, the sampling course: 3.2 km). The distribution, characterization of the 'poi-sute' waste and the loading of pollutants from the waste were studied. The average number of pieces of total waste was 690 pieces a month, and 220 pieces of waste were dumped a month per km. There was a tendency for much waste to be discarded around shops staying open until late at night. Regarding the sorts of the waste, cigarette butts are the most prevalent (the average was 150 cigarette butts/km/mo), and second was plastic materials. As for the weight, cigarette butts, plastics and papers were at a similar level (about 90 g/km/mo). The elution of arsenic (0.041 mg/L) and nicotine (3.8 mg/L) was ascertained by a dissolution test of 'poi-sute' cigarette butts obtained by sampling. Furthermore, the loading of heavy metals, such as lead, copper, chromium and cadmium, and polycyclic aromatic hydrocarbons (PAHs) from cigarette butts into the environment was confirmed. The load potentials of heavy metals were 0.020-1.7 mg/km/mo, and that of total-polyaromatic hydrocarbons was 0.032 mg/km/mo. These results indicate that the 'poi-sute' waste has a harmful influence on the environment.  相似文献

The impacts of climate change are apparent in various regions of the world. Even though climate change may have a positive effect, it is anticipated that there will be many severely negative effects on human and natural resources in the future. Therefore, in addition to the need for stronger promotion of mitigation policies, it is urgently necessary to study and implement adaptation policies over the longer term to prepare for the possible negative impact of climate change. To implement climate change adaptation measures rapidly in Japan, it would seem practical and effective to make good use of the various countermeasures already promoted by both the national and the local governments for many sectors such as disaster prevention, environmental management, food production, and protection of the nation’s health. These countermeasures are considered to have potential for effecting climate change adaptation. This study, focusing on adaptation to climate change negative impacts, investigates to what extent the existing policies of the Tokyo Metropolitan Government could contribute to climate change adaptation, based on a comprehensive examination of targeted fields and indicators for which adaptation policies could be pursued. The results showed many of the existing policies could be useful for adaptation to climate change in many sectors. Furthermore, less than half of these policies need to take future climate change into account in order to contribute to climate change adaptation. This study proposes three basic steps that consider future climate change and local governmental propositions for the rapid implementation of adaptation policies in Japan.  相似文献
