Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities
were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful
co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on
the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM
indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well
as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as
opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous
other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better
participation of all the actors involved for this participatory management approach to succeed and sustain. 相似文献

Despite the critical role of government agencies in decentralizing natural resource governance, little work to date has focused on the organizational aspects of the responsible government bureaucracies. Based on a qualitative investigation of the perspectives of Forest Department employees involved in India's Joint Forest Management (JFM) program, this paper aims to provide an understanding of these internal dynamics. Elaborating on why bureaucracies with a learning orientation are essential if participatory natural resource management is to succeed, the paper underlines the constraints to transforming forest agencies' hierarchical work cultures. Foresters describe JFM as a radical departure from traditional forest governance, but suggest that corresponding transformation within the Forest Department has not occurred. Foresters cite as reasons: (1) a target-based incentive system that leaves little room for establishing the relationships with local people needed for collaborative management; (2) rigid rules and regulations that prevent the flexibility needed for adaptive, site-specific problem-solving; (3) a hierarchical, top-down style of communication that prevents the upper administration from learning what is happening on the ground and stifles initiative by field staff; (4) the need for a committed leadership to reverse this hierarchical culture. They point to the few such team-oriented leaders as the key to transforming the Forest Department and enabling participatory forest management to succeed. Chromium (Cr) is a well-known human carcinogen and a potential reproductive toxicant, but its contribution to ocean pollution is poorly understood. The aim of this study was to provide a global baseline for Cr as a marine pollutant using the sperm whale (Physeter macrocephalus) as an indicator species. Biopsies were collected from free-ranging whales around the globe during the voyage of the research vessel The Odyssey. Total Cr levels were measured in 361 sperm whales collected from 16 regions around the globe detectable levels ranged from 0.9 to 122.6 μg Cr g tissue−1 with a global mean of 8.8 ± 0.9 μg g−1. Two whales had undetectable levels. The highest levels were found in sperm whales sampled in the waters near the Islands of Kiribati in the Pacific (mean = 44.3 ± 14.4) and the Seychelles in the Indian Ocean (mean = 19.5 ± 5.4 μg g−1). The lowest mean levels were found in whales near the Canary Islands (mean = 3.7 ± 0.8 μg g−1) and off of the coast of Sri Lanka (mean = 3.3 ± 0.4 μg g−1). The global mean Cr level in whale skin was 28-times higher than mean Cr skin levels in humans without occupational exposure. The whale levels were more similar to levels only observed previously in human lung tissue from workers who died of Cr-induced lung cancer. Government agencies faced with politically controversial decisions often discount or ignore scientific information, whether from agency staff or nongovernmental scientists. Recent developments in scientific integrity (the ability to perform, use, communicate, and publish science free from censorship or political interference) in Canada, Australia, and the United States demonstrate a similar trajectory. A perceived increase in scientific‐integrity abuses provokes concerted pressure by the scientific community, leading to efforts to improve scientific‐integrity protections under a new administration. However, protections are often inconsistently applied and are at risk of reversal under administrations publicly hostile to evidence‐based policy. We compared recent challenges to scientific integrity to determine what aspects of scientific input into conservation policy are most at risk of political distortion and what can be done to strengthen safeguards against such abuses. To ensure the integrity of outbound communications from government scientists to the public, we suggest governments strengthen scientific integrity policies, include scientists’ right to speak freely in collective‐bargaining agreements, guarantee public access to scientific information, and strengthen agency culture supporting scientific integrity. To ensure the transparency and integrity with which information from nongovernmental scientists (e.g., submitted comments or formal policy reviews) informs the policy process, we suggest governments broaden the scope of independent reviews, ensure greater diversity of expert input and transparency regarding conflicts of interest, require a substantive response to input from agencies, and engage proactively with scientific societies. For their part, scientists and scientific societies have a responsibility to engage with the public to affirm that science is a crucial resource for developing evidence‐based policy and regulations in the public interest. 相似文献

Application of the pressure-state-response framework to perceptions reporting of the state of the New Zealand environment 总被引:6,自引:0,他引:6
The Pressure-State-Response framework for environmental reporting was used as a basis to develop a long-term study of people's perceptions of the state of the New Zealand environment. A postal survey of 2000 people, randomly drawn from the New Zealand electoral roll was used to gather data--an effective response rate of 48% was achieved. A range of different resource sectors was examined. We report on New Zealand's air, native animals and plants, and marine fisheries, as well as New Zealand compared to other developed countries. Respondents generally considered that in terms of pressures, states and responses, New Zealand was performing better than other developed countries and that for the resources examined here overall performance was in the adequate to good range, except for marine fisheries. The survey appears to be a useful tool for linking perceptions data into State of the Environment reporting. It also helps identify policy issues where perceptions do not match other scientific evidence or management initiatives. Polyurethane foam was an efficient adsorbent for trapping vapors of butyl esters of 2,4-D (2,4-dichlorophenoxyacetic acid) and triallate (S-(2,3,3-trichloroallyl)diisopropylthiocarbamate) in high volume air monitoring studies and of butyl esters of 2,4-D, iso-octyl ester of 2,4-D, n-butyl ester of 2,4,5-T (2,4,5-trichlorophenoxyacetic acid), bromoxynil octanoate (2,5-dibromo-4-hydroxybenzonitrile), triallate, and trifluralin (alpha, alpha, alpha-trifluoro-2,6-dinitro-N-N-dipropyl-p-toluidine) in short-term, low volume, worker inhalation exposure studies. The collected herbicide vapor was readily desorbed under soxhlet extraction with n-hexane and subsequently analyzed with electron-capture GLC. The overall efficiencies, for both trapping and extraction, were over 90%, using a single plug, for all herbicides, except triallate. The demersal fish fauna of Albatross Bay, in the eastern Gulf of Carpentaria, northern Australia, was sampled on seven cruises from August 1986 to November 1988, using a random stratified trawl survey. Four depth zones between 7 and 45 m were sampled during both day and night. The mean biomass of fish from all seven cruises was 297 kg ha–1 for days trawls and 128 kg ha–1 for night trawls. The overall mean catch rates were 922 kg h–1 for day trawls and 412 kg h–1 for night trawls. There were marked differences between cruises in both the biomass and catch rate. Approx 890 000 fish of 237 species were collected. Of these, 25 species comprised 82% of the total biomass and 74% of the overall catch rate. The dominant families were Leiognathidae, Haemulidae and Clupeidae, with Sciaenidae and Dasyatidae important at night.Leiognathus bindus was the most abundant species. Twenty-five species occurred in more than 50% of trawls, withCaranx bucculentus the most frequently caught (96% of all trawls). Thirty four species were predators on prawns; their absolute mean biomass was 50 kg ha–1 during the day and 39 kg ha–1 at night. The corresponding catch rates were 171 and 125 kg h–1. Multiple-regression analyses were used to discriminate the effects of diel, seasonal, depth and cruise patterns. Of the 31 most abundant species, 15 showed diel patterns of abundance; 11 species showed seasonal patterns of abundance; 23 species had differential depth distribution; and 13 species showed significant cruise-to-cruise variation in abundance. Cruise variations in abundance were tested against salinity, temperature, tidal exchange, plankton biomass and prawn abundances as well as periods (and lags) of total rainfall prior to sampling. Only total rainfall showed any significant correlation. Total rainfall over a period of 6 wk immediately prior to sampling showed significant positive correlations with the abundances of five species, with overall daytime catch rates, and with the suite of 34 prawn predators. Rainfall and river runoff into Albatross Bay were significantly correlated. In Albatross Bay, the complex of factors affecting fish abundances and the magnitude of between-cruise differences indicate that such tropical communities may be unpredictable and are not seasonally constant. The high catch rates in Albatross Bay relative to similar tropical areas elsewhere are discussed and attributed to the light exploitation of the Albatross Bay stocks. Other than a prawn fishery, there is no commercial trawling in Albatross Bay. Hence, the only fishing mortality is a result of by-catch from prawn trawling. The annual total of such fish by-catch is probably less than 10% of the estimated standing stock of 93 000 tonnes. 相似文献
