In this paper I discuss ethical issues related to mitigation of climate change. In particular, I focus on mitigation of climate change to the extent this change is caused by livestock production. I support the view—on which many different ethical approaches converge—that the present generation has a moral obligation to mitigate climate change for the benefit of future generations and that developed countries should take the lead in the process. Moreover, I argue that since livestock production is an important contributing factor to climate change, we should undertake mitigation measures also in this sector and not only in, for example, the transport and energy sectors. However, technological solutions do not seem sufficient in the livestock sector, leaving us with the option of reduced meat production and consumption. In order to reach significant results in mitigation of climate change, political steering seems necessary. With this in mind, I argue in favor of a tax on meat consumption.  相似文献

In this paper we analyse and discuss the views of Swedish stakeholders on how to mitigate climate change to the extent it is caused by meat production. The stakeholders include meat producer organisations, governmental agencies with direct influence on meat production, political parties as well as non-governmental organisations. Representatives of twelve organisations were interviewed. Several organisations argued against the mitigation option of reducing beef production despite the higher greenhouse gas intensity of beef compared to pork and chicken meat (according to life cycle analysis). Regarding feed production some organisations proposed use of the best available industrial fertilizers, others were against all use of such fertilizers. Several organizations suggested domestic production of more protein-rich fodder and use of manure for biogas production. Regarding meat consumption the focus was on throwing away less food as waste and on eating less meat but the best (most climate friendly) meat, which was considered to be Swedish meat in contrast to imported meat. There was agreement on many issues. Most disagreement was found regarding political steering. We find many of the stakeholders’ mitigation proposals regarding meat production and consumption acceptable. However, we are to some extent critical to their defence of Swedish beef production. We also point out certain problems with the suggestion to reduce consumption of imported meat but not of domestically produced meat.  相似文献

As natural resource management agencies and conservation organizations seek guidance on responding to climate change, myriad potential actions and strategies have been proposed for increasing the long-term viability of some attributes of natural systems. Managers need practical tools for selecting among these actions and strategies to develop a tailored management approach for specific targets at a given location. We developed and present one such tool, the participatory Adaptation for Conservation Targets (ACT) framework, which considers the effects of climate change in the development of management actions for particular species, ecosystems and ecological functions. Our framework is based on the premise that effective adaptation of management to climate change can rely on local knowledge of an ecosystem and does not necessarily require detailed projections of climate change or its effects. We illustrate the ACT framework by applying it to an ecological function in the Greater Yellowstone Ecosystem (Montana, Wyoming, and Idaho, USA)-water flows in the upper Yellowstone River. We suggest that the ACT framework is a practical tool for initiating adaptation planning, and for generating and communicating specific management interventions given an increasingly altered, yet uncertain, climate.  相似文献

LKAB Malmberget is a Swedish mining site located at Malmberget, Sweden. Seven boiler centers are located in the north part of Malmberget. There are no connections in between these boiler centers, meaning that it is a decentralized heating system. The heat generated is used to heat up buildings and for mine ventilation air mainly during the cold periods. The heat is mainly provided from electric and oil boilers. However, most boilers under use are over 20 years old, and it is time to retrofit the boiler system and infrastructure. The purpose of this work is to design and optimize the heating system by introducing an integrated concept to minimize the heat production cost.An optimization model based on the mixed integer linear programming (MILP) has been developed. Several technical options have been considered in a new centralized heating system. The optimization principle is based on two kinds of perspectives: current price and external costs. With consideration of environmental and health damage from society concerns point of view, instead of environmental taxes in the current price perspective, the monetary values of externalities due to pollutants such as CO2, NOx, SO2 and particulates emitted from the heating system are included. On the basis of data input and assumptions, modeling results indicate that a lower cost could be achieved when a waste heat recovery boiler is installed at the older pelletization plant to recover sensible heat from flue gas. This technical option is the best solution or at least contributes to the best solution in all optimization results. Including the externality cost is useful for making fair evaluation of the social-environmental impacts of the alternatives.  相似文献

To highlight the effects of a variety of chlorophenols (CP) in relation to the response of an indigenous bacterial community, an agricultural Mediterranean calcareous soil has been studied in microcosms incubated under controlled laboratory conditions. Soil samples were artificially polluted with 2-monochlorophenol (MCP), 2,4,6-trichlorophenol (TCP) and pentachlorophenol (PCP), at concentrations ranging from 0.1 up to 5000 mg kg−1. Both activity and composition of the microbial community were assessed during several weeks, respectively, by respirometric methods and PCR-DGGE analysis of extracted DNA and RNA. Significant decreases in soil respirometric values and changes in the bacterial community composition were observed at concentrations above 1000 mg kg−1 MCP and TCP, and above 100 mg kg−1 PCP. However, the persistence of several active bacterial populations in soil microcosms contaminated with high concentration of CP, as indicated by DGGE fingerprints, suggested the capacity of these native bacteria to survive in the presence of the pollutants, even without a previous adaptation or contact with them.The isolation of potential CP degraders was attempted by culture plating from microcosms incubated with high CP concentrations. Twenty-three different isolates were screened for their resistance to TCP and PCP. The most resistant isolates were identified as Kocuria palustris, Lysobacter gummosus, Bacillus sp. and Pseudomonas putida, according to 16S rRNA gene homology. In addition, these four isolates also showed the capacity to reduce the concentration of TCP and PCP from 15% to 30% after 5 d of incubation in laboratory assays (initial pollutant concentration of 50 mg L−1). Isolate ITP29, which could be a novel species of Bacillus, has been revealed as the first known member in this bacterial group with potential for CP bioremediation applications, usually wide-spread in the soil natural communities, which has not been reported to date as a CP degrader.  相似文献

Mitigation of climate change is often described as a tragedy of the commons. According to this theoretical framework, it is collectively rational for present-generation countries to mitigate climate change, but not individually rational to do so. It is rather in national self-interest to ‘free-ride’ on the mitigation actions of other countries. In this paper, I discuss two arguments criticizing this view. According to these arguments, it is in most cases individually rational for present-generation countries to mitigate, i.e., it is in their national self-interest. The first argument focuses on national self-interest in terms of economic efficiency, the second on national self-interest in terms of national security. I conclude that the critical arguments to a large extent are tenable, but that they seem to underestimate the significance of those cases in which it is not in national self-interest to mitigate climate change. In these cases the tragedy of the commons framework is still applicable.  相似文献

Successful transitions to a sustainable bioeconomy require novel technologies, processes, and practices as well as a general agreement about the overarching normative direction of innovation. Both requirements necessarily involve collective action by those individuals who purchase, use, and co-produce novelties: the consumers. Based on theoretical considerations borrowed from evolutionary innovation economics and consumer social responsibility, we explore to what extent consumers’ scope of action is addressed in the scientific bioeconomy literature. We do so by systematically reviewing bioeconomy-related publications according to (i) the extent to which consumers are regarded as passive vs. active, and (ii) different domains of consumer responsibility (depending on their power to influence economic processes). We find all aspects of active consumption considered to varying degrees but observe little interconnection between domains. In sum, our paper contributes to the bioeconomy literature by developing a novel coding scheme that allows us to pinpoint different aspects of consumer activity, which have been considered in a rather isolated and undifferentiated manner. Combined with our theoretical considerations, the results of our review reveal a central research gap which should be taken up in future empirical and conceptual bioeconomy research. The system-spanning nature of a sustainable bioeconomy demands an equally holistic exploration of the consumers’ prospective and shared responsibility for contributing to its coming of age, ranging from the procurement of information on bio-based products and services to their disposal.
