Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献

It has been argued that regional collaboration can facilitate adaptation to climate change impacts through integrated planning and management. In an attempt to understand the underlying institutional factors that either support or contest this assumption, this paper explores the institutional factors influencing adaptation to climate change at the regional scale, where multiple public land and natural resource management jurisdictions are involved. Insights from two mid-western US case studies reveal that several challenges to collaboration persist and prevent fully integrative multi-jurisdictional adaptation planning at a regional scale. We propose that some of these challenges, such as lack of adequate time, funding and communication channels, be reframed as opportunities to build interdependence, identify issue-linkages and collaboratively explore the nature and extent of organisational trade-offs with respect to regional climate change adaptation efforts. Such a reframing can better facilitate multi-jurisdictional adaptation planning and management of shared biophysical resources generally while simultaneously enhancing organisational capacity to mitigate negative effects and take advantage of potentially favourable future conditions in an era characterised by rapid climate change.  相似文献

Monitoring activities in protected areas have a long history. Internal planning and management needs early led to ecological inventories. More recently the increasing number and awareness of external threats to parks has led to a variety of monitoring programs. Efforts to use protected areas, and especially biosphere reserves, as ecological baselines, have reinforced this trend. And as protected areas are increasingly recognized to be islands with complex internal and regional interactions, holistic, systems approaches to inventory, monitoring, and assessment of their state are being developed. This paper begins by reviewing threats to parks and the origins and importance of inventory and monitoring activities. A review of resource survey methods follows. Ecosystem science and environmental monitoring are introduced as a foundation for consideration of several newer approaches to monitoring and assessing the state of natural environments. These newer approaches are stress/response frameworks, landscape ecology, ecosystem integrity, and state of the environment reporting. A final section presents some principles for monitoring the state of protected areas. Examples are drawn from experience with Canadian national parks.  相似文献

Long-distance calls have a variety of functions in different animal species. However, where multiple functions are proposed for a single long-distance call type, little is known about their relative importance. Chimpanzees are one species where several functions have been proposed for their long-distance call, the pant hoot. In this study, we investigated the effect of social factors, including the rank of the caller, party size, fission–fusion rates, and the presence of estrus females as well as ecological factors including the type of food consumed and travel time, on male chimpanzee (Pan troglodytes schweinfurthii) pant hooting, in order to identify the key correlates of this behavior. The wild male chimpanzees of the Kanyawara community, Uganda, produced more pant hoots on days when there were frequent changes in the male, but not female, composition of the focal’s party. This factor accounted for the largest amount of variation in pant hoot production, and we found that males were more likely to repeat a call prior to rather than after fusion with other males, suggesting that the calls facilitate fusion. Pant hoots therefore seem to play a pivotal role in regulating grouping dynamics in chimpanzees. Our study also shows that pant hooting was positively correlated with the rank of the caller, the presence of parous females in estrus, and the consumption of high-quality food, suggesting that pant hoots signal social status or social bonds when between-male competition is high. This study supports the view that pant hoots fulfill a complex social function.  相似文献

Duetting or chorusing behaviour occurs in a wide variety of animals and is posited to fulfil various important functions including territory defence and social bonding. The structure of calls produced in choruses might be shaped in a way that facilitates such joint vocal displays. In this study, we test the hypothesis that flexibility to modify the temporal structure of chimpanzee pant-hoots, vocalisations often given jointly with other individuals, facilitates chorusing. The results of this study, which was conducted on two communities of wild chimpanzees in Uganda, support this hypothesis. First, the duration of the build-up phase of the pant-hoot correlated with the latency with which the partner joined in the call, suggesting that males prolong the duration of the build-up to allow others to join in the call and to increase the likelihood of a chorus occurring. Second, the loud climax phases were significantly longer when produced in choruses than alone, which suggests that males prolong this part of the call when calling in choruses. Within chorus pant-hoots, there was a positive relationship between the number of climax elements given by two calling partners, suggesting that males adjust the temporal structure of their call to mirror their partner's call. We conclude that the basic acoustic structure of chimpanzee pant-hoots and the flexibility with which males adjust the duration of the constituent phases promote chorusing, and that the temporal structure of this rather stereotyped vocalisation is sensitive to fine details of the vocal responses of the audience.  相似文献

This research hypothesizes that greater congruence between preferred polychronicity (the extent to which an individual prefers to be involved with several tasks simultaneously) and experienced work‐unit polychronicity (the polychronic behaviors and preferences of the supervisor and co‐workers) will be associated with higher levels of (1) three components of organizational commitment (willingness to exert effort, desire to remain a member of the organization, and belief in and acceptance of organizational goals), (2) the individual's perceived performance evaluation by the supervisor and co‐workers, and (3) the individual's perceived fairness of the performance evaluation. Based on a sample of employed business school graduates, the results indicate that polychronic congruence is significantly related to these variables in the predicted direction. The use of polynomial regression analysis reveals additional characteristics of the relationships that would not have been available from the analysis of squared‐difference scores. The findings support the position that polychronicity and other temporal variables are important factors in organizational research. Copyright © 1999 John Wiley & Sons, Ltd.  相似文献

Defining Goals and Criteria for Ecosystem-Based Management   总被引:4,自引:0,他引:4  
/ Identifying goals or targets for landscape and ecosystem management is now a widely recognized need that has received little systematic attention. At a micro-level most planners and managers of both ecosystems and economies continue to pursue traditional goals and targets that miss many desirable characteristics of ecosystem-based management goals. Desirable characteristics of ecosystem and landscape management goals and targets include: addressing complexity, transdisciplinarity, and the dynamic nature of natural systems; reflecting the wide range of interests and goals that exist; recognizing goals and values and limits; involving people and being explainable and implementable in a consistent way to different people and groups; and evolving adaptively as conditions and knowledge change. Substantive and procedural goals can be distinguished; the latter supporting the former. Substantive goals can be grouped according to their relationship to system structure, organization, and process/dynamics, and their disciplinary or subsystemic breadth. These discussions are illustrated by a review of the goals of biodiversity, sustainability, ecological health, and integrity. An example of a hierarchical framework of procedural goals and objectives that supports achievement of substantive goals is also provided. The conclusion is that a parallel, linked system of substantive and procedural goals at different levels of complexity and disciplinarity is needed to facilitate ecosystem-based management.KEY WORDS: Ecosystem management; Goals and objectives; Assessment criteria  相似文献

Summary The purpose of this paper is to develop specific ecological design criteria for a sustainable Canadian society. Ecological design criteria complement socio-political ones which have also been developed by the Sustainable Society Project at the University of Waterloo. The criteria derive from an evaluation of the major areas of human activity and interaction with the natural environment in light of our knowledge of ecological systems and resource management. The criteria, like the Sustainable Society Project as a whole, are an attempt to suggest needed, feasible, medium to long-term changes in human activities to comply with the ecological and socio-political limits and constraints that must be recognized in order to achieve societal sustainability. The specific design criteria identified here are not the only ones possible, desirable, or necessary — a complete and certain list is inherently impossible. But the design criteria developed here are illustrative of the kinds of changes that are necessary to achieve sustainability.Dr D. In the mining sector, local communities have emerged as particularly important governance actors. Conventional approaches to mineral development no longer suffice for these communities, which have demanded a greater share of benefits and increased involvement in decision making. These trends have been spurred by the growth of the sustainable development paradigm and governance shifts that have increasingly transferred governing authority towards non-state actors. Accordingly, there is now widespread recognition that mineral developers need to gain a ‘social license to operate’ (SLO) from local communities in order to avoid potentially costly conflict and exposure to social risks. A social license can be considered to exist when a mining project is seen as having the ongoing approval and broad acceptance of society to conduct its activities. Due to the concept's relatively recent emergence, however, only a limited body of scholarship has developed around SLO. Drawing on examples from northern Canada, this paper uses governance and sustainability theories to conceptualize the origins of SLO in the mining sector and describe some of the associated implications. Further research is needed to determine governance arrangements which help facilitate establishment of SLO in different mineral development contexts.  相似文献
