The cost-effectiveness of biodiversity management of heather, herb-rich grassland and wetland habitats is compared between different farm types in the context of the Environmentally Sensitive Area (ESA) scheme in Scotland. Biodiversity is measured at two spatial levels. Costs to the public exchequer of habitat management are compared with private costs to the farmer. Biodiversity and cost are combined in cost-effectiveness ratios. Biodiversity, cost and cost-effectiveness differentials are found between farm types for all three habitats. Farms incur negligible opportunity costs in the management of all three habitats, implying farmer retention of compensating ESA management payments. It is concluded that greater account of biodiversity and cost characteristics of entrants to agri-environmental schemes would increase the costeffectiveness and transparency of schemes, and assist towards scheme assessment at the individual farm level.  相似文献

The Management Systems Review is an important component of EPA’s quality assurance program. MSRs enable managers to assess the effectiveness of environmental data operations and the quality assurance/ quality control activities designed to ensure that the results are of the expected quality. These reviews inform managers about aspects of the environmental data operation that are working well and those which may warrant some improvement. A recent review of the Superfund remedial investigation/feasibility study (RI/FS) has shown that the MSR is an excellent tool for providing a systematic definition of complex environmental data operations and for enabling a thorough analysis of these operations. The MSR utilized information gathered from interviews of Regional staff and management and from case studies of recently completed RI/FSs. The findings indicated that environmental data play an important role in most RI/FS decisions and that thorough and structured scoping is critical to the effectiveness of the RI/ FS. Analysis of the RI/FS process using a comprehensive flow model identified several opportunities for changes that may increase efficiency in data collection and the reliability of RI/FS decisions. These changes provide for more effective scoping activities, a streamlined feasibility study, and increased use of treatability studies during the RI. A pilot demonstration of these process changes is being planned for a Regional RI/FS.  相似文献

While it is recognized that vegetation plays a significant role in stream bank stabilization, the effects are not fully quantified. The study goal was to determine the type and density of vegetation that provides the greatest protection against stream bank erosion by determining the density of roots in stream banks. To quantify the density of roots along alluvial stream banks, 25 field sites in the Appalachian Mountains were sampled. The riparian buffers varied from short turfgrass to mature riparian forests, representing a range of vegetation types. Root length density (RLD) with depth and aboveground vegetation density were measured. The sites were divided into forested and herbaceous groups and differences in root density were evaluated. At the herbaceous sites, very fine roots (diameter < 0.5 mm) were most common and more than 75% of all roots were concentrated in the upper 30 cm of the stream bank. Under forested vegetation, fine roots (0.5 mm < diameter < 2.0 mm) were more common throughout the bank profile, with 55% of all roots in the top 30 cm. In the top 30 cm of the bank, herbaceous sites had significantly greater overall RLD than forested sites (alpha = 0.01). While there were no significant differences in total RLD below 30 cm, forested sites had significantly greater concentrations of fine roots, as compared with herbaceous sites (alpha = 0.01). As research has shown that erosion resistance has a direct relationship with fine root density, forested vegetation may provide better protection against stream bank erosion.  相似文献

ABSTRACT: The Upper Colorado River Basin contains appreciable amounts of undeveloped fuel resources. Large quantities of oil shale, coal, and uranium have attracted recent economic and commercial interests. Development of these resources and subsequent conversion to alternative energy forms require an adequate supply of water. Water use for large scale energy development will place increasing demands on an already overstressed allocation of Colorado River water. Present water quality is at a concentration where increased salinity will result in economic detriments to holders of downstream water rights. The salt and water exchange in mining, processing, and spent fuel disposal processes has been incorporated as part of a two-level minimum cost linear programming algorithm. Mathematical simulation results provide an optimal use of Upper Colorado River water for levels of energy output such that salinity concentrations are maintained below predetermined levels.  相似文献

ABSTRACT: Recently, Congress designated irrigated agriculture under the “nonpoint source” category, covered by Section 208 of P.L. 92-500 and involves the use of “best management practices.” Generally, the most appropriate solutions for pollution abatement from irrigated agriculture involve the delivery and use of water rather than the treatment of irrigation return flows. 1. Technological alternatives should be utilized that are sensitive to local conditions and acceptable to the farmers. 2. Informational and educational programs to assist farm operators individually and collectively must be instituted prior to the start of the project; imaginatively conceived, and continuously modified and upgraded if motivation for change is to be encouraged. 3. Technical assistance personnel should be given short courses in skills needed for working effectively with irrigators. 4. Communication techniques used for working with farmers as individuals and groups should be designed into the implementation program and evaluated. 5. Credibility and trustworthiness of Federal and state agencies in the eyes of the irrigators provide the important final ingredient in effectively implementing change and reducing nonpoint source pollution from irrigated agriculture.  相似文献

ABSTRACT: As part of a basinwide water-quality study, nitrogen and phosphorus data for the Upper Colorado River Basin from the Colorado-Utah State line to the Continental Divide were analyzed for spatial distributions, concentrations associated with various land uses, and temporal trends. Nitrogen and phosphorus concentrations generally increased in a downstream direction. Some nutrient concentrations were elevated at some sites in the upper parts of the basin in areas influenced by increasing urbanization. Sites were grouped according to land use and site type, and median nutrient concentrations were compared among groups. Sites within the agricultural areas of the basin generally had the highest concentrations of nitrogen and phosphorus; concentrations for main-stem, tributary, and urbanization sites were slightly lower than for the agricultural sites. Background sites, or sites with minimal land-use impacts, had very low median nutrient concentrations. Several sites with long-term data were analyzed for temporal trends in concentrations. Several statistically significant downward trends of low and moderate magnitude were observed for nitrogen and phosphorus species. No upward trends were observed in the data at any site.  相似文献

Water is a salient issue in the Intermountain West of the United States (U.S.), with concerns ranging from water scarcity and drought to intermittent flooding and water quality risks. This paper investigates coverage of water issues across seven newspapers in the core of the U.S. Intermountain West region. Newspapers have the potential to set agendas and influence perceived salience of issues among consumers. The Intermountain West region shares common concerns about water supply and demand, climate change, and water quality. We investigate whether or not local daily newspaper coverage of water issues provides a more local or regional sensitivity. Findings from this exploratory study reveal differences in water coverage across local daily newspapers. The overall volume of water‐related articles differed across newspapers as did proportion of articles on specific water topics and connecting issues. Coverage of local issues was more dominant than might be expected given mass media trends, but water geography in articles extended across the U.S. and the world in every newspaper studied. Variations in newspaper coverage of water issues suggests more local nuance persists despite the experience of common water issues across the region.  相似文献

ABSTRACT: The increased agricultural efficiency of the American farmer has been a substantial impetus to this nation's rapid urbanization. In many western regions where total water supplies are limited, urbanization has required the transfer of heretofore agricultural water rights to the urban use. A major problem in such transfers has been the value or price of the water. A management level model of a typical urban water system was developed to optimize water supply, distribution, and wastewater treatment alternatives. The values of agricultural transfers were determined as the cost advantages of increasing allowable reuse levels of urban effluents which imply the use of a downstream right. This procedure is justified by the economic theory of alternative cost. Results for a test application to the Denver, Colorado area indicate values on the order of $1,000 per acre-foot of transferable water depending on effluent water quality restrictions and operational policies.  相似文献

Two total maximum daily load (TMDL) studies were performed for Linville Creek in Rockingham County, Virginia, to address bacterial and benthic impairments. The TMDL program is an integrated watershed management approach required by the Clean Water Act. This paper describes the procedures used by the Center for TMDL and Watershed Studies at Virginia Tech to develop the Linville Creek TMDLs and discusses the key lessons learned from and the ramifications of the procedures used in these and other similar TMDL studies. The bacterial impairment TMDL was developed using the Hydrological Simulation Program-Fortran (HSPF). Fecal coliform loads were estimated through an intensive source characterization process. The benthic impairment TMDL was developed using the Generalized Watershed Loading Function (GWLF) model and the reference watershed approach. The bacterial TMDL allocation scenario requires a 100% reduction in cattle manure direct-deposits to the stream, a 96% reduction in nonpoint-source loadings to the land surface, and a 95% reduction in wildlife direct-deposits to the stream. Sediment was identified as the primary benthic stressor. The TMDL allocation scenario for the benthic impairment requires an overall reduction of 12.3% of the existing sediment loads. Despite the many drawbacks associated with using watershed-scale models like HSPF and GWLF to develop TMDLs, the detailed watershed and pollutant-source characterization required to use these and similar models creates information that stakeholders need to select appropriate corrective measures to address the cause of the water quality impairment when implementing the TMDL.  相似文献

Global land use patterns and increasing pressures on water resources demand creative urban stormwater management. Strategies encouraging infiltration can enhance groundwater recharge and water quality. Urban subsoils are often relatively impermeable, and the construction of many stormwater detention best management practices (D-BMPs) exacerbates this condition. Root paths can act as conduits for water, but this function has not been demonstrated for stormwater BMPs where standing water and dense subsoils create a unique environment. We examined whether tree roots can penetrate compacted subsoils and increase infiltration rates in the context of a novel infiltration BMP (I-BMP). Black oak (Quercus velutina Lam.) and red maple (Acer rubrum L.) trees, and an unplanted control, were installed in cylindrical planting sleeves surrounded by clay loam soil at two compaction levels (bulk density = 1.3 or 1.6 g cm(-3)) in irrigated containers. Roots of both species penetrated the more compacted soil, increasing infiltration rates by an average of 153%. Similarly, green ash (Fraxinus pennsylvanica Marsh.) trees were grown in CUSoil (Amereq Corp., New York) separated from compacted clay loam subsoil (1.6 g cm(-3)) by a geotextile. A drain hole at mid depth in the CUSoil layer mimicked the overflow drain in a stormwater I-BMP thus allowing water to pool above the subsoil. Roots penetrated the geotextile and subsoil and increased average infiltration rate 27-fold compared to unplanted controls. Although high water tables may limit tree rooting depth, some species may be effective tools for increasing water infiltration and enhancing groundwater recharge in this and other I-BMPs (e.g., raingardens and bioswales).  相似文献
