This paper focuses on the assessment of farm management indicators and argues that typologies are a necessary tool for comprehensive environmental assessments. In the paper Andersen et al., [(2004a). The present paper presents new results on farm management indicators within the framework of an extended typology for all farming sectors. It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). The European livestock sector has changed rapidly in the recent past and further changes are expected in the near future due to reforms in the European Common Agricultural Policy (CAP), increasing environmental concerns and changing consumer awareness. We developed a multi-scale modeling approach for exploring spatial and temporal dynamics of livestock distribution by accounting for drivers at different spatial scales. Such approach can provide a basis for environmental impact assessments of livestock farming at broad spatial scales. Assessment of change in both quantity and location was made for six livestock types. Four contrasting scenarios were applied ranging from globalization to regionalization, as well as from low regulation levels and dominance of market forces towards a higher degree of governmental regulation. National level livestock numbers as calculated by a macro-economic model were spatially distributed at the landscape scale according to the scenario assumptions considering biophysical, socio-economic, and political forces. Results indicate for most of the old European Union (EU) member countries a decrease in livestock numbers. In the new EU member countries sheep, goats and pigs are expected to decline while beef cattle and poultry are expected to grow. Livestock densities are expected to increase both within and outside current livestock hotspot regions in absence of environmental legislations. Environmental pressure as result of high livestock densities may, however, also remain in regulated scenarios where environmental policies are implemented and income support remains stable over time due to path dependencies in the livestock sector. But contrary to the non-regulated scenario it is less likely that new areas with high risk of negative environmental impacts due to livestock farming will develop.  相似文献

In this paper the function of protected nature in rural living environments is discussed in relation to residential choice, appreciation of the residential environment and rural development policy. In five case studies a comparison is made between the situation of protected natural areas in the Netherlands, England and Spain. The research results show that protected natural areas are an increasingly popular endogenous quality of rural regions as they have the ability to influence the residential choice and satisfaction of households. Therefore, they have not only become an important driving factor in the attraction of residential and other consumption-orientated activities towards rural areas but also need to be considered in policy formulation. After all, choices have to be made when different functions need to be combined in rural areas. Different activities may have both positive and negative effects on each other and regulatory measures are needed to tune their co-existence. For a sustainable and balanced development of rural areas it is therefore very important to create basic conditions that will make the combination of activities possible within the specific national and regional contexts.  相似文献

Intensification of farming practices is still a major driver of biodiversity loss in Europe, despite the implementation of policies that aim to reverse this trend. A conceptual framework called MIRABEL was previously developed that enabled a qualitative and expert-based assessment of the impact of agricultural intensification on ecologically valuable habitats. We present a quantitative update of the previous assessment that uses newly available pan-European spatially explicit data on pressures and habitats at risk. This quantitative assessment shows that the number of calcareous grasslands potentially at risk of eutrophication and overgrazing is rapidly increasing in Europe. Decreases in nitrogen surpluses and stocking densities that occurred between 1990 and 2000 have rarely led to values that were below the ecological thresholds. At the same time, a substantial proportion of calcareous grassland that has so far experienced low values for indicators of farming intensification has faced increases between 1990 and 2000 and could well become at high risk from farming intensification in the near future. As such, this assessment is an early warning signal, especially for habitats located in areas that have traditionally been farmed extensively. When comparing the outcome of this assessment with the previous qualitative MIRABEL assessment, it appears that if pan-European data are useful to assess the intensity of the pressures, more work is needed to identify regional variations in the response of biodiversity to such pressures. This is where a qualitative approach based on regional expertise should be used to complement data-driven assessments.  相似文献
