The circular economy has been developing rapidly in recent years in China. A legislative system has been created to provide
legal protection for the development of a circular economy, including a series of price and tax measures in the waste management
area. These measures form the basic foundation for promoting better waste management under the circular economic model. Many
challenges, however, remain. For instance, the legal system needs to incorporate more sophisticated science, and China lacks
key waste treatment technology that could support the further development of a circular economy. There is also a need to educate
the public about the concept of the circular economy and its benefits. Specific suggestions are made for the development and

Different ways for modeling the impact of vehicle emission inspection and maintenance programs on fleet hydrocarbon emissions are examined. A dynamic model is developed for forecasting fleet emissions in which individual vehicle performance is modeled as a stochastic process and vehicle emissions are tracked over time. Emissions inspection and repair are incorporated into the model, allowing for the stochastic aspects of both testing and repair. This model is compared to EPA’s model for evaluating the impact of vehicle emissions inspection and maintenance. We find that the way vehicle emission equipment deterioration overtime is modeled is important for forecasting emissions from the fleet and for assessing the success of inspection and maintenance programs. For inspection programs, we find that factors such as the proportion of vehicles tested, and repair effectiveness and duration have the greatest impact on emission reductions. The ability of different emission testing regimes to identify polluting vehicles has less impact on a program’s overall potential for emissions reduction. Policy recommendations for I&M testing and predictions of emission reduction credits from these tests will depend in important ways on the methods used in the underlying emissions models. 相似文献

The quantity of vehicles has increased rapidly in recent years in China; however, the recycling of End of Life Vehicles (ELV) faces several problems and barriers including the collection difficulty and the environmental pollution caused by improper dismantling. In this paper, based on analysis of the basic situation regarding management and recycling of ELV in China, the ELV flow was introduced, and the potential ELV quantity was estimated. The current management regulations and policies were summarized, and dismantling and pollution control technologies for ELV recycling were introduced, too. It was suggested that with the rapid growth of ELV quantities, more regulations will be enacted, and the recycling network will be more effective; the dismantling technology and pollution control measures will be upgraded, and the recycling and remanufacturing industries will be more combined. The government should pay more attention to improve the management and supervision of, and encourage the development of, high level enterprises. 相似文献

The relationship between the total arsenic concentration and the chemical speciation of arsenic in two species of earthworm (Lumbricus rubellus and Dendrodrilus rubidus) in relation to the host soil, was investigated for 13 sites of varying arsenic content, including a background level garden soil and a former mine site at the Devon Great Consols, UK. Earthworms were collected with the host soil (As soil concentration range 16-12, 466 mg kg(-1) dry weight) and measured for their total arsenic (concentration range 7-595 mg kg(-1) dry weight) using inductively coupled plasma mass spectrometry (ICP-MS). A methanol-water mixture was used to extract arsenic species from the earthworms prior to determination of the individual arsenic species by a combination of anion and cation exchange high performance liquid chromatography coupled to inductively coupled plasma mass spectrometry (HPLC-ICP-MS). A gradient elution anion exchange method is presented whereby nine arsenic species could be measured in one sample injection. Arsenic species were identified by comparison of retention times and sample spiking with known standards and a fully characterised seaweed extract. Arsenic was generally present in the earthworm as arsenate (As(V)) or arsenite (As(III)) and arsenobetaine (AB). Methylarsonate (MA), dimethylarsinate (DMA) and three arsenosugars (glycerol, phosphate, sulfate) were present as minor constituents. The Arizona inspection and maintenance (I/M) program provides one of the first opportunities to examine the costs and effectiveness of vehicle emission repair. This paper examines various aspects of emission reductions, fuel economy improvements, and repair costs, drawing data from over 80,000 vehicles that failed the I/M test in Arizona between 1995 and the first half of 1996. We summarize the wealth of data on repair from the Arizona program and highlight its limitations. Because missing or incomplete cost information has been a serious shortcoming for the evaluation of I/M programs, we develop a method for estimating repair costs when they are not reported. We find surprising evidence that almost one quarter of all vehicles that take the I/M test are never observed to pass the test. Using a statistical analysis, we provide some information about the differences between the vehicles that pass and those that do not. Older, more polluting vehicles are much more likely never to pass the I/M test, and their expected repair costs are much higher than those for newer cars. This paper summarizes the evidence on costs and emission reductions in the Arizona program, comparing costs and emissions reductions between cars and trucks. Finally, we examine the potential for more cost-effective repair, first through an analysis of tightening I/M cut points and then by calculating the cost savings of achieving different emission reduction goals when the most cost-effective repairs are made first. 相似文献

ABSTRACT: Statutory and case law at the state level provide critical legal frameworks for water management. As many state governments struggle to improve efficiency in water management and resolve conflicts over water usage, they must continually assess the efficacy of their state water law. Most states have water laws that are disconnected and overlapping. This article presents a methodology to assess state water law and take first steps toward a comprehensive state water resources act. The methodology is driven by issues and conflicts in water management. It synthesizes management and legal analyses into a process that incorporates the diverse perspectives of state water stakeholders. The results of the analysis are identification of management issues, profiles of state water law, and explorations of legal options that are available to the state government.
