欧洲(不包括前苏联)的氮收支表明,欧洲氮循环加速的三个主要驱动力是肥料生产(14MtN/a)、矿物燃料燃烧及其它工业(3.3MtN/a)和各种产品中的氮输入(7.6MtN/a).本文估计了欧洲粮食、能源和工业产品系统中活性氮元素的各种泄漏,评估了它们对人类健康及水陆生态系统的影响.考虑到氮流转中的可能后果,未来欧洲有关封闭氮循环和减少活性氮泄漏的环境政策措施最好集中于三个主要驱动力.在确定氮排放上限和制定氯流控制的综合政策方面,如肥料使用、输入和氮水平,临界负载可能是非常有用的工具.  相似文献

Nitrate leaching forms an important environmental problem because it causes pollution of groundwater and surface water, and adds to already problematic eutrophication. This study analyses the impact of reductions in nitrate leaching on land cover decisions of dairy farms, of which the activities make an important contribution to nitrate leaching. As the level of nitrate leaching depends on groundwater depth as well as on the supply of nitrogen, spatial variation in groundwater levels will cause a spatial variation in land cover under restrictions on nitrate leaching. A non-linear partial optimisation model for the economic and ecological aspects of the problem were used to show how land cover and dairy farms' financial balances change when nitrate losses are reduced. The model is spatially explicit, and describes nitrate leakage and yields of maize and grass as a function of groundwater depth, including the effects of various grazing systems. The model analyses the decisions of a risk neutral agent who minimises costs under the following constraints: (i) production, feed requirements and mass balances for fodder; (ii) constraints for nitrate leaching. Economic costs are attributed to increased costs of fodder and processing of manure when nitrate restrictions are tightened. An important result of the study is the variation in compliance costs and land cover for maize and grass production brought about by spatial variation in groundwater depth. While the effects are negligible for some shallow groundwater classes, it is extremely difficult in other classes – if not impossible – to obtain the EU standard of maximum admissible losses of 34 kg N ha–1 at low costs. Objective: This study investigated drivers' evaluation of a conventional autonomous emergency braking (AEB) system on high and reduced tire–road friction and compared these results to those of an AEB system adaptive to the reduced tire–road friction by earlier braking. Current automated systems such as the AEB do not adapt the vehicle control strategy to the road friction; for example, on snowy roads. Because winter precipitation is associated with a 19% increase in traffic crashes and a 13% increase in injuries compared to dry conditions, the potential of conventional AEB to prevent collisions could be significantly improved by including friction in the control algorithm. Whereas adaption is not legally required for a conventional AEB system, higher automated functions will have to adapt to the current tire–road friction because human drivers will not be required to monitor the driving environment at all times. For automated driving functions to be used, high levels of perceived safety and trust of occupants have to be reached with new systems. The application case of an AEB is used to investigate drivers' evaluation depending on the road condition in order to gain knowledge for the design of future driving functions.

Methods: In a driving simulator, the conventional, nonadaptive AEB was evaluated on dry roads with high friction (μ = 1) and on snowy roads with reduced friction (μ = 0.3). In addition, an AEB system adapted to road friction was designed for this study and compared with the conventional AEB on snowy roads with reduced friction. Ninety-six drivers (48 males, 48 females) assigned to 5 age groups (20–29, 30–39, 40–49, 50–59, and 60–75 years) drove with AEB in the simulator. The drivers observed and evaluated the AEB's braking actions in response to an imminent rear-end collision at an intersection.

Results: The results show that drivers' safety and trust in the conventional AEB were significantly lower on snowy roads, and the nonadaptive autonomous braking strategy was considered less appropriate on snowy roads compared to dry roads. As expected, the adaptive AEB braking strategy was considered more appropriate for snowy roads than the nonadaptive strategy. In conditions of reduced friction, drivers' subjective safety and trust were significantly improved when driving with the adaptive AEB compared to the conventional AEB. Women felt less safe than men when AEB was braking. Differences between age groups were not of statistical significance.

Conclusions: Drivers notice the adaptation of the autonomous braking strategy on snowy roads with reduced friction. On snowy roads, they feel safer and trust the adaptive system more than the nonadaptive automation.  相似文献

This paper examines changes in disaster response and relief efforts and recent web‐based geospatial technological developments through an evaluation of the experiences of the Center for Geographic Analysis, Harvard University, of the Sichuan (2008) and Haiti (2010) earthquake responses. This paper outlines how conventional GIS (geographic information systems) disaster responses by governmental agencies and relief response organisations and the means for geospatial data‐sharing have been transformed into a more dynamic, more transparent, and decentralised form with a wide participation. It begins by reviewing briefly at historical changes in the employment of geospatial technologies in major devastating disasters, including the Sichuan and Haiti earthquakes (case studies for our geospatial portal project). It goes on to assess changes in the available dataset type and in geospatial disaster responders, as well as the impact of geospatial technological changes on disaster relief effort. Finally, the paper discusses lessons learned from recent responses and offers some thoughts for future development.  相似文献

Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.  相似文献

The importance of improving the effectiveness of Plan EIA and SEA-type evaluations in China cannot be overstated: at a time when the country's economy is being boosted by a stimulus package worth over RMB 400 trillion – largely for infrastructure – the pressure on China's already strained environment and resource base is bound to increase. The aim is to propose the criteria for plan EIA's effectiveness to raise the awareness of the need to strengthen the performance of the assessment and maximize its potential benefits. The authors first review critically the discourse on the effectiveness of the impact assessment, identifying three dimensions: substantive, procedural and incremental. The resulting conceptual framework allows them to interpret the weaknesses of the Chinese discourse on the effectiveness and of the practice of the Plan EIA to date. The result is the identification of a clear gap, both in terms of the breadth of the concept, and in terms of the quality of the existing criteria, which tend to be very generic to the point of inapplicability. The analysis also reveals a need for transitioning from formal models of the Plan EIA to more strategic approaches, in a gradual manner that is consistent with context-specificities. The proposal of a set of preliminary criteria for effectiveness is therefore structured on three levels. This framework is meant to input into the ongoing debate on how to improve the practice of PEIA and the SEA-type evaluations in China, and provide ideas for a government strategy aimed at maximizing the positive impact of PEIAs on planning, as well as on the context of application.  相似文献

Water use is expected to increase and climate change scenarios indicate the need for more frequent water abstraction. Abstracting groundwater may have a detrimental effect on soil moisture availability for crop growth and yields. This work presents an elegant and robust method for identifying zones of crop vulnerability to abstraction. Archive groundwater level datasets were used to generate a composite groundwater surface that was subtracted from a digital terrain model. The result was the depth from surface to groundwater and identified areas underlain by shallow groundwater. Knowledge from an expert agronomist was used to define classes of risk in terms of their depth below ground level. Combining information on the permeability of geological drift types further refined the assessment of the risk of crop growth vulnerability. The nature of the mapped output is one that is easy to communicate to the intended farming audience because of the general familiarity of mapped information. Such Geographic Information System (GIS)-based products can play a significant role in the characterisation of catchments under the EU Water Framework Directive especially in the process of public liaison that is fundamental to the setting of priorities for management change. The creation of a baseline allows the impact of future increased water abstraction rates to be modelled and the vulnerability maps are in a format that can be readily understood by the various stakeholders. This methodology can readily be extended to encompass additional data layers and for a range of groundwater vulnerability issues including water resources, ecological impacts, nitrate and phosphorus.  相似文献

Environmental impact assessment (EIA) has been, and remains for the time being, a very important tool of environmental management — though not always for the reasons one would expect. Major achievements of EIA have been through indirect benefits that have had little recognition to date, particularly the achievements of its stimulative and educative roles. However, EIA is evolving as a planning tool and will continue to do so, and we argue that, in time, we will be able to go beyond EIA as a separate stand alone process. We indicate the requirements for its eventual absorption into project planning and design, and the concomitant need to fully incorporate environmental issues in land use planning to address those matters that cannot be addressed on a project-by-project basis.  相似文献

The N budget for Europe (excluding the former Soviet Union) indicates that the 3 principal driving forces of the acceleration of the European N cycle are fertilizer production (14 Mt (mill. tonnes) N yr-1), fossil fuel combustion and other industry (3.3 Mt N yr-1) and import of N in various products (7.6 Mt N yr-1). The various leaks of reactive N species from European food, energy and industrial production systems are estimated and their effects on human health and terrestrial and aquatic ecosystems are assessed. Future European environmental policy measures to close the N cycle and to reduce leaks of reactive N can best focus on the three major driving forces, taking into consideration the possible consequences in the N cascade. Critical loads may be useful tools in determining N-emission ceilings and developing integrated policies for regulating N flows such as fertilizer use and imports and N levels.  相似文献

The growing gray seal population in the Baltic Sea has led to increased conflicts with fisheries. Despite limited data on gray seal ecology, management measures, such as culling, have been implemented recently. We studied movements and site fidelity of Baltic gray seals using mark-recapture analysis based on photographic identification of individuals (photo-id). Seals were photographed at the major summer haul-out sites. Profile photographs of the head and neck were matched using purpose-written software to generate a database of capture histories from 1995-2000. The haul-outs were grouped into seven areas. Darroch's method (20) for a two-sample capture-recapture census was adapted to estimate rates of movement between the areas. The majority of seals were estimated to remain within the same area, suggesting that Baltic gray seals exhibit a high degree of site fidelity during the summer, and that fidelity to a site lasts for more than one season.  相似文献
