In 1995, the U.S. Environmental Protection Agency (US EPA) initiated the Brownfields Program to help local governments clean up and reuse hundreds of thousands of contaminated former factories and transportation and other commercial sites in cities and industrialized suburbs. By the end of 2002, the Brownfields Program had distributed grants of about $200,000 each to 436 local governments. Program grants have diffused through federal, state, regional, and local levels of government and private and not‐for profit organizations, and have reached into economically distressed neighborhoods. As expected, grant recipients disproportionately had a legacy of contaminated industrial sites and relatively large African American and/or Latino populations. But abandoned factories and environmental justice concerns do not completely explain the geographical distribution of recipients. Award winners tended to be larger cities with more capacity to compete for grants and were likely to be connected to sources of information about the grant opportunity and to decision makers. With a few exceptions, recipients consider the program to be highly successful at stimulating entrepreneurs to remediate and redevelop sites and, sometimes, surrounding neighborhoods. © 2005 Wiley Periodicals, Inc. 相似文献

Neutron activation analysis is a sensitive method with unique capabilities for the analysis of environmental and biological samples. Since it is based upon the nuclear properties of the elements, it does not suffer from many of the chemical effects that plaque other methods of analysis. Analyses can be performed either with no chemical treatment of the sample (intrumentally), or with separations of the elements of interest after neutron irradiation (radiochemically). Water samples have been collected at the surface and bottom layers at 51 locations throughout Chesapeake Bay. The suspended particulate and dissolved fractions of these samples have been analyzed for Cd, Ce, Co, Cu, Fe, Mn, Mo, Ni, Pb, Sc, Sn, Th, U, and Zn using neutron activation analysis and atomic absorption spectrometry. Special chemical procedures were used to preconcentrate the elements of interest in the dissolved samples and separate them from the salt water matrix. The elemental concentrations observed in the dissolved samples were evaluated by direct comparison to those found in coastal seawater; however, the elemental concentrations in the particulate samples (mass per volume of water) were strongly influenced by the total amount of particulate material suspended in the water at time of collection. A double normalization procedure was used to calculate crustal enrichment factors for each sample, and these enrichment factors provided both a means to observe sample-to-sample variations, and also allowed a crude comparison with the natural levels occurring in the earth's crust. 相似文献

A multi-process phytoremediation system for removal of polycyclic aromatic hydrocarbons from contaminated soils 总被引:10,自引:0,他引:10

To improve phytoremediation processes, multiple techniques that comprise different aspects of contaminant removal from soils have been combined. Using creosote as a test contaminant, a multi-process phytoremediation system composed of physical (volatilization), photochemical (photooxidation) and microbial remediation, and phytoremediation (plant-assisted remediation) processes was developed. The techniques applied to realize these processes were land-farming (aeration and light exposure), introduction of contaminant degrading bacteria, plant growth promoting rhizobacteria (PGPR), and plant growth of contaminant-tolerant tall fescue (Festuca arundinacea). Over a 4-month period, the average efficiency of removal of 16 priority PAHs by the multi-process remediation system was twice that of land-farming, 50% more than bioremediation alone, and 45% more than phytoremediation by itself. Importantly, the multi-process system was capable of removing most of the highly hydrophobic, soil-bound PAHs from soil. The key elements for successful phytoremediation were the use of plant species that have the ability to proliferate in the presence of high levels of contaminants and strains of PGPR that increase plant tolerance to contaminants and accelerate plant growth in heavily contaminated soils. The synergistic use of these approaches resulted in rapid and massive biomass accumulation of plant tissue in contaminated soil, putatively providing more active metabolic processes, leading to more rapid and more complete removal of PAHs. 相似文献

Summary Does educational achievement affect people's health-related behaviors? Differences in behavioral risk were found among 9,000 18 to 34 year old Americans surveyed for smoking, alcohol abuse, seat-belt-use, obesity, high blood pressure and physical activity. After controlling for sex, race/ethnicity and age, educational achievement was strongly associated with smoking and seat-belt use, and also with hypertension and obesity. New environmental health education programs in the USA are expected to reach the more educated, leading to enhanced health for most Americans, but not the less educated, resulting in a widening gap in American society.Dr Michael R. Public support for environmental protection in the US as a federal government priority has substantially dropped since 2001. Data for the years 1999?–?2004 show that the least support was from non-Hispanic white, middle-class, college educated and suburban residents. Poorer, black, and residents of large cities have become the strongest supporters. In addition, with the important exception of wanting the federal government to focus on job creation, the public is less interested in many other domestic program priorities, including crime prevention and regulating health care management. The results are not an ominous sign that the public has lost interest in environmental planning and management, but are interpreted here as a notice that there must be aggressive efforts to explain to the public, media and elected representatives that efforts are critically important to public health, job creation and economic development. 相似文献

The theory of neighbourhood decline due to pariah land uses: Regaining control of the downward cycle
Some neighbourhood environments have become dumping grounds for locally unwanted land uses (LULUs) that middle-class Americans do not want near their homes. LULUs may combine with other pariah land uses to collectively undermine the quality of the local environment, reduce investment, government services, the proportion of middle-income people and associated businesses. As important neighbourhood attributes are lost, illegal activities, derelict structures, trash-strewn lots and the concentration of poor and unhealthy people may increase. This paper describes the theory behind the impact of pariah land uses through examples of the downward spiral experienced by Camden, New Jersey and the south Bronx, New York. It then documents the experience of one community, Elizabethport, New Jersey, in reversing that downward spiral. Success in Elizabethport came from the synergistic activities of local, state and federal governments, community groups, and not-for-profit organizations as they struggled to regain control through local environmental management, rebuilding, and reducing crime. Social capital was also strengthened by using a local community health concern—that of childhood asthma. Efforts to reverse the downward spiral of urban decay from pariah land uses should be multi-faceted, spurred by local efforts that address local concerns. 相似文献
